6-4-2012 Austin-Powers-For-PM: CBI wants to spend as little of it's hard currency reserves as possilbe to cash out Iraqi's. So, doing it right before payday saves them bookoo bucks.
Iraq is up against some hard deadlines (UNSC mtg on the 15th, tariffs on the 30th) and they know serious decisions have to be made before these triggers slap them upside the head.
I agree that the GOI issues need to be resolved first. However, with UNSC on the 15th and Tariffs on the 30th, you may want to RV before Thursday, and before you do that, you need to get final resolution on Maliki. The pressure is huge right now.
The one logical thinker in Iraq is Shabibi, and he thinks like a banker, getting the most bang for the buck. If they can't get this resolved this week, then the issue becomes the GOI morons who will potentially forfeit the benefits of the WTO, Chap 7 release and the tariff inflation that will come without a currency adjustment.
