UPDATE: Here’s some solid facts about how an actual vote of “no confidence” can be initiated…
VOTE OF NO CONFIDENCE AND THE IRAQI CONSTITUTION: A. The Council of Representatives may withdraw confidence from one of the Ministers by an absolute majority and he shall be considered resigned from the date of the decision of withdrawal of confidence. A vote of no confidence in a Minister may not be held except upon his request or on the basis of a request signed by fifty members after the Minister has appeared for questioning before the Council. The Council shall not issue its decision regarding the request except after at least seven days from the date of its submission. B. 1- The President of the Republic may submit a request to the Council of Representatives to withdraw confidence from the Prime Minister. 2- The Council of Representatives may withdraw confidence from the Prime Minister based on the request of one-fifth of its members. This request shall not be submitted except after an inquiry directed at the Prime Minister and after at least seven days from the date of submitting the request. 3- The Council of Representatives may decide to withdraw confidence from the Prime Minister by an absolute majority of the number of its members.

C. The Government is deemed resigned in case of withdrawal of confidence from the Prime Minister. D. In case of a vote of withdrawal of confidence in the Council of Ministers as a whole, the Prime Minister and the Ministers continue in their positions to run everyday business for a period not to exceed thirty days until a new Council of Ministers is formed in accordance with the provisions of Article 76 of this Constitution. Second: Council of Ministers Article 76: First: The President of the Republic shall charge the nominee of the largest Council of Representatives bloc with the formation of the Council of Ministers within fifteen days from the date of the election of the President of the Republic. Second: The Prime Minister-designate shall undertake the naming of the members of his Council of Ministers within a period not to exceed thirty days from the date of his designation. Third: If the Prime Minister-designate fails to form the Council of Ministers during the period specified in clause “Second,” the President of the Republic shall charge a new nominee for the post of Prime Minister within fifteen days. Fourth: The Prime Minister-designate shall present the names of his members of the Council of Ministers and the ministerial program to the Council of Representatives. He is deemed to have gained its confidence upon the approval, by an absolute majority of the Council of Representatives, of the individual Ministers and the ministerial program. Fifth: The President of the Republic shall charge another nominee to form the Council of Ministers within fifteen days in case the Council of Ministers did not win the vote of confidence.
You might want to check out a few of the “tasty nuggets” in the Chat Comments section. I also heard on the news yesterday – the UN was planning on sending troops into the central portions of Iraq. I highly suspect they are guarding against a Maliki “military” issue.

Jubouri: National Alliance is ready to respond positively to the consultation paper

اكد النائب عن ائتلاف دولة القانون هيثم الجبوري ان التحالف الوطني مستعد بالرد على الورقة التشاورية التي قدمتها الأطراف المجتمعة في اربيل بالإيجاب، مبينا ان المساعي مستمرة لايجاد مخرج للازمة الراهنة . MP for the coalition of state law, Haitham al-Jubouri that the National Alliance is ready to respond to the consultation paper submitted by the Parties meeting in Arbil in the affirmative, noting that the ongoing efforts to find a way out of the current crisis.
و قال الجبوري، اليوم الأربعاء، لوكالة (أور) ان “الحوارات السياسية مستمرة بين الأطراف المكونة للعملية السياسية من اجل الوصول الى حلول مقبولة ضمن إطار القانون والدستور”، مبينا ان ” التحالف الوطني مستعد بالرد على الورقة التشاورية التي قدمتها الأطراف المجتمعة في اربيل بالإيجاب “، لافتا الى ان ” الرد بالإيجاب ووجود نية من التحالف الوطني بحل الملفات العالقة لايعني الموافقة على جميع ماجاء بالورقة لان بعض تلك المطالب غير دستورية ولا يمكن الموافقة عليها”. And Jubouri said on Wednesday, told (Orr) that “the political discussions are continuing between the parties, consisting of the political process in order to reach acceptable solutions within the framework of the law and the Constitution,” noting that “the National Alliance is ready to respond to the paper consultation provided by the Parties meeting in Arbil, the affirmative , “pointing out that” yes, and the existence of the intention of the National Alliance to resolve the outstanding issues does not mean approval of all policies included the paper because some of those demands are unconstitutional and can not be approved. ”
وأضاف الجبوري ان “إلصاق التهم بائتلاف دولة القانون واظهار انه انه الممتنع عن تنفيذ الشروط امر غير مقبول ولا يطابق الحقيقة”. The Jubouri that “the accusations coalition of state law and show that that omission on the implementation of the conditions is not acceptable, do not match the truth.”
Well – the good news is they (more than likely) have a replacement picked – whether they are admitting it or not. They are also trying to sound like they want a solution. I fully believe everything will be handled for them (soon) – even with an “interim”.
URGENT….KRG threatens to reveal secret documents about Maliki’s policy
Erbil (AIN) –The Presidency of Kurdistan Regional Government threatened to reveal secret documents related to the agreements concluded between the State of Law Coalition and KR or related to the general political situation in Iraq.
The spokesperson of the Presidency of KRG stated in a press statement over Maliki’s interview with NRT Kurdish Satellite Channel “Maliki repeated what he used to say against KR by trying to blame others over his faults.”
“Maliki went far by presenting himself as the guardian of KR instead of the Kurdish legitimate leaders,” he added.
“We will announce documents that refute his false accusations and claims soon,” he assured.
“We are forced to clarify our stances towards what he claimed by revealing to the public some secret documents about his deals with KR or about the general situation,” he stressed.
“Recently, Maliki brought out his inner ill-will because he was blind due to his monopolization so we are obliged to reveal the facts to the public soon,” he concluded. /End/
They have been alluding to this for a few days, they got no movement from Maliki – so it’s out now. Whatever are in these “secret papers” shows a much different side to Maliki. In the intelligence communities – he is known as a “potty mouthed”, blue collar, thugish character. How do I know?? Easy. I know some folks from the community – I even had Thanksgiving with the operator who wrote the DOD field manual on Iran and Iraqi politics.
Barzani, leader of the party meeting is foreseen for the last five political leaders in Najaf
توقع قيادي في الحزب الديمقراطي الكردستاني بزعامة رئيس إقليم كردستان مسعود البارزاني، الأربعاء، عقد اجتماع خماسي آخر للقادة السياسيين في النجف، مؤكداً أن هذه الخطوة تصب في مصلحة العراق حتى لا يتم الطعن باجتماع أربيل. Expect a leading role in the Kurdistan Democratic Party led by Kurdistan Region President Masoud Barzani, on Wednesday, a meeting of the last five political leaders in Najaf, adding that this step is in the interest of Iraq so as not to challenge a meeting of Erbil.
وقال عادل برواري في حديث لـ”السومرية نيوز”، إن “القادة ربما سيعقدون اجتماعاً خماسياً آخر في محافظة النجف”، مبيناً أن “للمحافظة خصوصية واحترام لدى رئيس إقليم كردستان مسعود البارزاني وجميع الكرد كما لدى العرب سنة وشيعة”. Berwari said Adel in an interview for “Alsumaria News”, “leaders may hold a meeting last pentagons in the province of Najaf,” noting that “to maintain the privacy and respect for the President of Kurdistan region Masoud Barzani and the Kurds and all the Sunni and Shiite Arabs.”
وأضاف برواري أن “من مصلحة العراق ووحدة صفه عقد الاجتماع الخماسي في النجف لعدم الطعن بالاجتماع الخماسي الذي عقد في أربيل”، متهماً أطرافاً لم يسمها بـ”محاولة الطعن بهذا الاجتماع من خلال الادعاء بأن أربيل أصبحت عاصمة العراق”. He Berwari that “the interest of the unity of Iraq and described the meeting Quintet in Najaf for not meeting the five-appeal, which was held in Erbil,” and accused unnamed parties “trying to appeal to this meeting by claiming that Iraq became the capital of Erbil.”
This kind of points out the possibility I was mentioning on our last call. They appear to be giving Barzani the lead still – but they may move the meeting to Najaf. The one I imagine they will have after today to decide their next steps.
Leaders in the Iraqi army made a deal with the Peshmerga
وقال المصدر لـ مراسل” الاستقامة الالكترونية” Iraqi army, on Wednesday, the existence of deals بين قادة في الجيش العراقي وقوات البيشمركة في المناطق المتنازع عليها. Among the leaders in the Iraqi army and Peshmerga forces in the disputed areas.
The source told correspondent of “integrity” Electronic ان عدد من القادة العسكريين في المناطق الحدودية بمحافظة ديالى تفاوضوا مع بعض قيادي قوات البيشمركة ودفعوا مبالغ مالية ضخمة الى جنود البيشمركة دون معرفة الاسباب . The number of military commanders in the border areas in Diyala province negotiated with some of the leadership of the Peshmerga forces and paid huge sums of money to the soldiers Peshmerga without knowing the reasons.
واضاف المصدر الذي طلب عدم الكشف عن اسمه ان قيادات البيشمركة جاءت بسيارات مظللة الى معسكر تابع للجيش العراقي في المحافظة وقد تم عقد صفقة بينهم دون معرفة نواياها. The source, who asked not be named, said the leaders of the Peshmerga shaded car came to the camp of an army in the province have been a deal between them without knowing their intentions.

وكانت مصادر أمنية في كركوك قد قالت أن قرار المالكي بمنع المظاهر المسلحة من دخول كركوك يستهدف المليشيا الكردية( البيشمركة) تحديدا. The security sources in Kirkuk, has said that Maliki’s decision to prevent entry of armed manifestations of Kirkuk, targeting Kurdish militia (peshmerga) in particular.
وبينت المصادر أن قرار المالكي قد اتخذ في بغداد وان اجتماع مجلس الوزراء في كركوك كان الهدف منه إرسال رسالة للقادة الكرد عموما ولمسعود البارزاني خصوصا بهذا الاتجاه، موضحة أن المالكي اصدر أوامره لوزارتي الداخلية والدفاع بعدم السماح للبيشمركة بالتحرك في كركوك لأي سبب كان. The sources indicated that Maliki’s decision has been taken in Baghdad and that the cabinet meeting in Kirkuk, was intended to send a message to the leaders of the Kurds in general and Massoud Barzani, especially in this direction, pointing out that al-Maliki issued his orders to the ministries of interior and defense not to allow the Peshmerga to move in Kirkuk for any reason
This is a very good sign for us – it looks like the Iraqi Military knows something is up. They are making deals on their own. They now have an “understanding” with the Peshmerga to not get tangled up with one another for a while. Going back to the things I have said about the military – when it comes down to it, they won’t enforce “dictator rule”. They will do the right thing – like they are here. I think they know this situation is short lived and don’t want any unnecessary bloodshed.
Kurdish lawmaker: what he will present solutions from al-Maliki is trying to buy time and early elections will not end crisis

وقال النائب مهدي حاجي لوكالة كل العراق [اين] ان” الكرة الان في ملعب المالكي وما سيقدمه من سيناريوهات جديدة ما هي الا محاولة لكسب الوقت ونسيان المشكلة الحالية ، والتي هي بحاجة الى توافقات سياسية لانهاء الازمة التي تمر بها البلاد “. The MP said Mehdi Haji told all of Iraq [where] that “the ball is now in the court of al-Maliki and submitted by the new scenarios are an attempt to gain time and forget about the current problem, which is the need of political consensus to end the crisis experienced by the country.”
واضاف ان” الانتخابات المبكرة حتى لو تمت فسوف يكون هناك خلاف سياسي مثل ما حصل في السابق وهذا مضيعة للوقت ويعود بالعراق الى المربع الاول “. He added that “even if early elections were otherwise, there will be political, such as what happened in the past and this is a waste of time and return Iraq to square one.”
Of course he is “buying time” – that’s what he does. The good news is, they aren’t going along. They have him pegged and it’s looking more and more like Maliki is running out of options. Amazing – I still can’t hardly believe it!!

Of course the SLC (Maliki’s media goon squad) are saying this – but in the end the only people it will leave in “major crisis” is Maliki, the Dawa party and the SLC. Everyone else will be better off.

No one cares if you postpone your own meeting “due to a lack of agreement” – everyone else agrees. Maliki has to go!!

It appears as though Sadr hasn’t gotten a clear response from the National Alliance. Which isn’t surprising – they can’t, they are heavily fractured. This will end in the Parliament building.
