Our flashback is from yesterday - This is still my current take. Though the National Conference is scheduled to take place this week, I find it highly unlikely anything happens at the meeting (other than the decision to remove Maliki). For all the reasons I have already pointed out and a few more. If it happens soon, Maliki will try to get it all done pre-NC Meeting. He’ll try to steal their “thunder” – no doubt. However, there are several issues I don’t think he can put to bed if he wanted to – he begged Al-Mutlag to come back to work and Mutlag said “ahhhh – not so much”. Maliki got the trial of Al-Hashemi delayed (bank on it) and Al-Hashemi heard what Al- Mutlag did and decided to stay in Turkey till this all blows over.
Those two issues alone are enough to sink Maliki’s chances of getting things wrapped up before the NC meeting – which is why I don’t think he has any hope of meeting the 15 day deadline (remember – the one both Iran and the US are supporting?)…even if he wanted to. This isn’t mentioning the absurd charges against the “autonomous” Election Commission and the numerous “runs” at the CBI. I think he is daring Sadr to “come get some”. He doesn’t think they will be able to sway the whole of Parliament when it comes right down to a vote. I think he’s wrong and his own party (the NA) is about “to show him the err of his ways”. Personally, I think he’ll go down swinging – and it won’t take near as long as he thinks!!

Maliki’s coalition: Arbil message does not concern us and Moukauha part of the current problem
Twilight News / counting a coalition of state law, Sunday, the letter from the leaders who met in Erbil and paragraphs contained therein is not binding on him, refusing the deadline and conditions set by the leaders in the withdraw confidence in Prime Minister Nuri al-Maliki.
Prime Minister Nuri al-Maliki is not concerned with what was stated in a letter the leaders gathered in Erbil, and can not be the implementation of paragraphs and conditions specified therein, “noting that” the leaders of the signatories are part of the current problems and they have to solve their problems first. ”
There are two sides to the “Maliki coin” (as there always is). On the one side, he shows true desperation in trying to get some things done – on the other, he shows things like trampling article 140 (by sending troops into Kirkuk) and this arrogance in the press. He’s basically saying – “I don’t care what deadline they gave me. They are as much the problem as I am – fix yourselves”. However, we all know the truth of the matter – it’s Maliki and it always has been.
Yassin al-Obeidi: Maliki wants the survival of the security ministries are run by proxy for the lack of confidence in its partners
Baghdad (news) .. MP for the student / coalition in Iraq / Yasin al-Obeidi, the Prime Minister presenting a set of candidates for the ministries of security to the House of Representatives to choose one of the candidates, and expected to keep the security ministries are run by proxy to the end of life of the government because of lack of confidence in Maliki its partners
Of course he wants to keep control of the Security Ministries (because he’s saying he doesn’t trust the other factions). He’ll be lucky to keep his job through next Friday…let alone his precious Security thugs. Could it be he’s worried about retribution?? The fact of the matter is that he’s treated everyone so badly – there’s no telling what they have planned for him. No wonder!!
Signs of deepening crisis and disintegration within the Iraqi National Alliance
The data revealed the last of the meetings of the “National Alliance”, chaired by the deputy state law, Khalid al-Attiya, the absence of President of the Alliance, Ibrahim al-Jaafari, that such data fragmentary, and reflected what is in favor of al-Maliki only, did not address the positions of the other blocks within the coalition, giving the impression that the Sadrist movement is crystallized his recent meetings in Erbil, as well as the positions of the Islamic Supreme Council, which prompted two parties, to go towards the development of new reform paper, but paper work which was announced on behalf of the National Alliance.

This was a late breaking article – and very, very interesting. As I have said over and over – as the two biggest factions in the NA movement go – so goes Iraq. Sadr and Hakim (IISC) are both leaning heavily away from Maliki. How can I say this?…. Uhhhhh – “Stick a fork in him – he’s done”!!
Al-Bayati: all the requirements of a national meeting are ready and updated
BAGHDAD – and babysit -A member of the National Alliance for the rule of law Abbas al-Bayati said all the requirements of a national meeting are ready and updated. Bayati said in a statement (radio, public opinion): “All measures Allzimh to hold a national meeting is now ready and is waiting for is the invitation by President Jalal Talabani of the political blocs in the presence of this meeting being a sponsor for him.” Noting that all the political blocs will have to them to come to this national meeting and ask what in store of files and problems. ”
Al-Bayati said: “All the political blocs supported the initiative to hold the national meeting and sent their representatives to attend meetings of the Preparatory Committee, and that what they are talking about a reservation for this interview and the development of certain conditions outside the scope of the Preparatory Committee is not correct with the approval of the initial on his contract.” Adding that the agenda of the national meeting Contains 75 paragraph, a broader and more comprehensive than what took him out of the meeting Quintet, which was held in Erbil. “noting that the National Alliance, said his speech is clear that those who want to solve the outstanding problems by the audience and sit at the table of the national meeting.” He BLANC National Alliance respects the views of leaders of the five which met in Erbil, but the National Alliance does not accept that certain points are imposed on it. “stressing the need for everyone to take part in the solution and not to cast blame on one side.” He explained that a deadline of 15 days for the government to implement the terms of agreement Arbil Five crippling condition as it can not be implemented any government reform program in such a period.
If you look at this article close – this is the whole of the National Alliance (the moderate base of Maliki’s party) saying…If Maliki doesn’t handle his business – they are ready to do it for him. They have chosen an “interim”, have presented the agenda and agreed to a date. They have done everything they can to “hurry things along”. This is a clear message to the other parties the NA does not intend to “go down with the Maliki ship”. They have seen the menu – and their “horse” is on it!!
Najafi and Hakim agree on the need to move forward to accomplish political reforms and the protection of the democratic system
Search House Speaker Osama Najafi with the President of the Islamic Supreme Council Ammar Hakim, the repercussions of the current crisis and its impact on the future of the political process in the country.A statement by the Office of Najafi: “The two sides agreed during a meeting between them on Saturday on the need to activate the meetings between the existing / Iraq / and the Supreme Council on a regular basis with an emphasis on the need to move forward to accomplish political reforms and the protection of the democratic system and respect for the independence of the judiciary and independent bodies.He added: “The two sides noted the importance of work on the distribution of files between the two parties in particular with regard to institutional matters.The statement noted that Najafi and Hakim also agreed to find common ground to correct the wrong paths in the march of the new Iraq and to make every effort to prevent worsening the current situation to more than a range /End
Here is the guy supposed to be having a “big hand holding session” with Maliki the other day (according to the SLC). However, just like I said – they didn’t get anywhere because here is Hakim agreeing with and meeting with Najafi (one of the 5 architects of the most recent Erbil initiative). Hakim has “shopped his deal” and the grass looks greener on the other side to him too!!
National Alliance agrees to limit the jurisdiction of the Prime Minister two sessions
Baghdad / WAP / affirmed the decision of Parliament MP for the coalition in Iraq Mohamed Khaldi Sunday that the National Alliance has agreed to add a paragraph in the proposal for the agenda of the forthcoming national meeting include the mandate of the three governing bodies, the Republic and the Minister and the House of Representatives two sessions only.
He said Khalidi told the Baghdad international / WAP / Sunday, “a positive step that this may contribute in resolving the political crisis, saying” it could pay the coalition in Iraq to participate in a national meeting called by President Jalal Talabani. ”
The National Alliance (Maliki’s Alliance) has now agreed to a 2-term limit – even on Maliki (or whomever follows him – we presume Al-Jaafari) and even before it actually passes law. I did say this would happen. It looks like the term limits was just a vague portion of their consititution. They will get it ironed out. Funny how Malarki changed his mind about running for a 3rd term – once he got “dug in a little deeper”.
MP for the rule of law: the dissolution of parliament and early elections will enter the country in great trouble

Now even the “hard-liners” (SLC or Rule of Law) are saying to dissolve Parliament would be a bad idea. There seems to be very little wiggle room left for McLicky. This is a follow up to the threats recently of the “only way out” of this “crisis” was to dissolve Parliament and hold early elections. There is an obvious solution – dissolve the Maliki PMship – have an interim (Al-Jaafari) and hold free and fair elections right on schedule

At the time I got it (my day), a copy of the paper of Mr. Muqtada al-Sadr after the meeting quintet recently held in Erbil, called the National Alliance, all the political blocs to “positive interaction and active presence at the national meeting and abide by the constitution as a basis to resolve all the problems at hand without selective “. The paper included nine points, as signed by each of Mr. Muqtada al-Sadr and the President of Kurdistan region Masoud Barzani and House Speaker Osama Najafi and the existing Iraqi President Iyad Allawi while ago, the paper of the signing of President Jalal Talabani, as revealed official source that the reason for failure to attend the President of the National Alliance Dr. Ibrahim al-Jaafari to the meeting Quintet, which was held recently in Arbil, is not attended by Prime Minister Nuri al-Maliki, said the source, who declined to be named in an exclusive interview with (my day): that the President of the National Alliance had received an invitation to participate in the meeting of Irbil Five, but declined to attendance because of Maliki’s call for the meeting, the source explained that al-Hakim is the other refused to participate in the meeting in response to the request of Dr. Jaafari, where the source confirmed that al-Jaafari request of the President of the Supreme Council of Islamic refrain from attending the meeting, has responded to the request of al-Hakim al-Jaafari.
The paper stated the following:

Third, it was agreed at the meeting on the need to find a national mechanisms to end the exclusivity in the management of governance and the conduct of affairs of state adoption of the contents of the Convention on Erbil and paper understanding provided by the Kurdistan Alliance and approved by the Prime Minister and the statement made by Sayyed Muqtada al-Sadr at the start of his visit to Erbil.
Fourth, go to work with other parties to reaffirm the commitment to fundamentals, principles and frameworks above, as a practical urgency to end the crisis.
And to take all necessary decisions to filter features conflicting with it, including the anomalies faced by government departments which are managed by proxy, and respect for the independence of the judiciary and independent bodies, particularly the Supreme Committee for Elections and the central bank and Media Commission and its institutions.
Fifth, activating the role of Parliament as the legislative power and to prevent interference in and support the directions to complete the legislation that would lay the foundations of the rule of law and the institutions and freedoms.
Sixth, put an end to any semblance of monopoly in decision-making in the pyramid of government and the tendency toward authoritarianism and factionalism state facilities and institutions, and to dominate the affairs of the country, which requires the development of mechanisms and frameworks for binding to the concept of participation and national consensus.
Seventh: avoid anything that might transform the military and security to the party to the conflict and disagreement and to devote the national ideology, as a tool to protect the country and defend the freedoms and rights of citizens.
Eighth, in the case of refusal to adhere to the principles and frameworks set out in this Agreement, and is reached with other parties, to take practical steps within a period of time not exceeding fifteen days to submit the matter to the National Alliance and work on the withdrawal of confidence from the government in parliament and form a government of national partnership and real .
Ninth: depart mandate of the President Council of Ministers for two retroactively, to ensure the peaceful transfer of power and to devote the foundations and principles of democracy, and prevent the creation of climates monopoly and dictatorship.
I didn’t have a link for this piece - but it was an interesting read. The paper with nine points that Sadr sent to the NA leadership. He’s not a happy camper!!

This is some golden music right here – “…means the withdrawal of confidence in the Maliki government and the assumption of the National Alliance to nominate a replacement to head the government, which will become a caretaker government until elections.” It is assumed at this point. Wow!!

CNBC/Reuters: Leading Iraqi lawmakers threaten vote of no confidence. The four senior lawmakers – Osama al-Nujaifi, Masoud Barzani, Iyad Allawi and Moqtada al-Sadr – sent the letter to Prime Minister Nuri al-Maliki’s bloc on Thursday, political sources told Reuters. Some of Maliki’s opponents, including Barzani and Sadr, have accused him of becoming a dictator and several of his critics say he deliberately sidelines Sunnis and Kurds. The letter outlines eight demands to be met by May 13 to ensure the four leaders’ support for Maliki’s administration.
This is when it gets really serious. Once the international press starts to ”dig their heels in” - it’s gotten the attention of the world. This went badly for Maliki last time he got international attention – I don’t expect a different result this time. This is another expample of the PR miscalculation I think he made.

I almost giggled out loud when I read this. The main people the most recent Arbil meeting made life complicated for is the SLC and Al-Maliki. It got lots better for the rest of us!!

Yeah – trying to make Sadr (a guy who thinks he answers directly to Allah) ask for permission is about like trying to keep a Tiger as a pet in your master bathroom. You knew what you were signing up for - don’t whine about it now!!

This is another (slightly weird) turn of events – kinda like I said earlier (on the call). Allawi (Al-Iraqiya) is saying they’ll take almost anybody over Maliki. Maybe I’ll rethink that Hillary statement – ALMOST ANYBODY.

Rumor – BIG 4 BANK SCREENS WERE DOWN AGAIN LAST NIGHT. HAD YOU BEEN STARING BLEARY EYED AT SAY 3:45 OR SO (CST) THIS MORNING WHEN SYSTEMS CAME BACK ONLINE YOU WOULD HAVE SEEN A RATE FOR THE IQD (BIG FOUR BANKS, BACK SCREENS) AND THE RATE SHOWED A SLIGHT MODIFICATION.
Back screens, front screens, side screens, all nite long – are you kidding me??? Boloney!! The banks are ready – but they aren’t dilly dallying with this thing every single minute of every single day. Furthermore – there is no way – just no way, anyone has access to this information (at 3:45 in the morning). Even if it were true. It’s not.

Uh – yeah. That’s true. I said it a while back and then again yesterday – This morning the news comes out with an article from the NA agreeing to that. I just wish there were a little more time between my “predictions” and when they actually did the stuff!!
