[tlm724] wow what a great day ! This chat is going to be simple and to the point ! Let's talk about tariffs and some other laws that have been posted in the Iraqi law Library (Gazzette) over the last few weeks.
Let me begin by telling you that the Law Library web site has been "down" for sometime now. Several of us have tried to access it daily to no avail.
It is up and running now whew so I find that a bit suspicious but none the less we are back in action ! And what action there is !
The big news is that the GOI has amended the Customs tariff law. This is amazing news and we all know how big this is, we have done several chats about it !

[tlm724] IMO by amending the tariifs law this facilitates the Investment Law, it opens up a whole new world for Iraq ! Another law amended was this one : Social Welfare Act

- Take care of the family as the nucleus of society, and attention to children, because our national wealth begin human child.
This is a great law and again is showing us the direction iraq is going. FINALLY they are taking care of their own !!
Now the last Law amended I want to show you is the Adjustment Act contraband and forbidden money circulating in the local markets
To curb smuggling and money in order to confiscate forbidden traded in local markets and for the purpose of encouraging and rewarding persons and entities to disclose the offenses covered by the provisions of this law, initiated this law
[tlm724] Not only does this law curb smuggling, look at this : III - Chairman of the Committee authorizes the validity of customs officer stipulated in Article (195 / I) of Law Customs No. (23) for the year 1984 for the purposes of implementing the provisions of this law.

Financial Sector Development Program

This project is will improve the soundness of the Iraqi private financial sector through institution strengthening, targeted economic reforms, and improving the quality and availability of finance and business education.
The project provides economic consulting services to both the public and private sectors in Iraq, with the goal of assisting Iraqi counterparts in developing a comprehensive financial sector infrastructure to help ensure the long-term growth of the banking sector in the country.
The program gathered a strong team of international and Iraqi experts working to enhance the communication process between the Central Bank of Iraq (CBI), bankers, government officials, and other Iraqi entities to create a consensus as to the appropriate models for the development of an efficient Iraqi banking system that aligns with regional and international standards. Project Objectives
•Enhancing the advocacy capacity of the private financial sector focusing on capacity building and institutional strengthening of a national private banking organization.
Assistance covers a wide range of activities, including the development of the broader aspects of the financial services sector.
•Improving the soundness of the private financial through institution building and targeted reforms through focused capacity building.
The project will establish and develop financial sector institutions such as a credit information bureau, a bank training institute, and a retail payments system.
•Improving the quality and availability of finance and business education addressing the fundamental issue of a skills gap existing among university graduates entering into the banking sector, with the continued support of the Minister of Higher Education. LINK

[tlm724] as some of of you know I read the minutes from the session on the 9th and what I read was very interesting, more specifically it was about the WTO and some of these laws, let me show you just a little of the minutes
[tlm724] this is what they were discussing complete the second reading of the draft law on first amendment to the Law on the Protection Iraqi products No. (11) for the year 2010.
[tlm724] MP Bahaa Hussein Ali al-Araji (Head Integrity Committee ): - This project is important, but this project or if it becomes law in fact there must be coordination with other laws, the most important of these laws is the customs, as well as taxes,
[tlm724] see that they go hand in hand , now look at this WTO
[tlm724] Mr. Safa al-Din Muhammad Net (Minister of State for Parliamentary Affairs): - the beginning of the fact that I thank the Committee on the steps of this law for discussion and I thank the MPs for their interventions,
and in fact this law is of particular importance is reflected in that it supplies Iraq's accession to WTO fact that the government found that the accession to the traders the world needs to be real protection for products of Iraq in light of the free market and under the requirements of this accession.
