IRAQ is a member of the WTO----Working Party on the Accession of Iraq to the WTO ~ NOT !
There is much fanfare prior to ANY country reaching full membership status in the WTO. It actually takes several months from submission of the final report by the working party .
IMO we will know when Iraq is close and it's not today. The document is a "revision" . Where it says "Access Level: Members " means that only members of the WTO can access the info.
Below is a screen shot so you can see the reality of the whole thing. Click on the pic for a full view.
You can plainly see in the upper right corner it says that access is for members only and the status is complete which means the members can now read the one page revision, it DOES NOT mean Iraq is complete.
Here is an example about Yemen :
By depositing the document with Director-General Roberto Azevêdo, Yemen activated the 30-day countdown to its WTO membership which will be effective on 26 June 2014.
In the “Instrument of Acceptance”, the Yemeni government declares that the law approving Yemen’s Protocol of Accession enacted by Parliament was issued by the President of Yemen on 11 May 2014.
Yemen applied for WTO membership in April 2000. It completed its application process on 26 September 2013 when the Working Party concluded its accessions negotiations and adopted the report of the Working Party ad referendum (ie subject to formal approval by the Ministerial Conference).
Trade ministers of WTO members officially approved Yemen’s accession on 4 December 2013 during the Ninth Ministerial Conference in Bali, Indonesia. The Protocol of Accession (document WT/L/905) was signed by H.E. Dr Saadaldeen Talib, Yemeni Minister of Trade and Industry, and WTO Director-General Roberto Azevêdo.

Iraq is not a member yet. This is just a posting of a note on the file. There was a similar note posted back in December of 2009. Scroll down on the docs list and you'll see it.
The "complete" notation is referring to the posting of the note. That is all. If you look at the list of members, Iraq is not listed. They are still listed as an Observer.
We need to be careful of making assumptions.
