Babinaoz - Agencies : in Erbil today announced the seven points that were agreed upon between the Kurdistan Regional Government delegation headed by Barzani President of the Kurdistan Regional Government, who visited Baghdad recently, and the federal Prime Minister Nuri al-Maliki to resolve the outstanding problems.

With the following points were agreed upon:
1 - the formation of a joint committee to resolve the law of oil and gas on the basis of the previous agreement, which was concluded in February 2007 between the two sides.
2 - amendment of the law the budget year 2013.
3 - address the problems of women leaders of the Tigris and Nineveh and the island, where management will be the security file in the disputed areas jointly between the region and Baghdad.
4 - working both sides to ratify the bill demarcation of administrative boundaries of cities and regions that have been changed in the time of the former regime in the policies of Arabization and sabotage conditions ethnic and confessional, this project, which was made by His Excellency President Jalal Talabani to the House of Representatives.
5 - Management of file visas, airports jointly by the Kurdistan Regional Government and the federal government.
6 - that the federal government to compensate the victims of chemical attacks and Anfal and the popular uprising and deported Kurds who fled to neighboring countries.

[lightingcslt] you see they have come to terms the kurds and M have come to an agreement to finally resolve the most important issues that have destroying not only themselves but as a country and its countrymen as well. You see this two items have kept Iraq from progressing into: WTO, and getting from underneath United Nations Security Council. Think about it. Why in the world if you were in charge of the WTO would you consider Iraq to join the organization when in turn they didn't even have a stable govt. A govt yes, stable no. Why on earth would the UNSC even think about letting them out of chapter 7 without a stable
govt ? Come on folks it doesn't take a rocket scientist to figure it out.

since they went sovereign and us pulling out of Iraq. Now in the mean time the CBI is doing their thing in getting the monetary policy and their banking practices in order as well as their banking technology and training their staff as well as getting other banks in line as well.

[lightingcslt] Now we go into Thursday and we find out the kurds have joined in for the COM. In case you don't know what that means I'll spell it out for you. Council of Ministers.This is where I get to be a smart arss to shredd because I'm putting this into laymans terms lol. Iraq govt is like ours really. COM is like our senate, and parliament is like our house of representatives.

Agencies - security source said the arrival of the Kurdistan Alliance ministers on Thursday to Baghdad to participate in the Cabinet meeting scheduled for Thursday.
The Kurdish official sources announced Minister of the Kurds return to Baghdad Thursday and the return of the House of Representatives next week under the agreement between the Kurdistan Regional Government delegation who visited Baghdad last Monday after a two-month boycott since the parliament's ratification of the state budget last March 7, without taking applications for the Kurdistan Regional Government.

[lightingcslt] So, laws go before the council of ministers to be discussed and then voted on to be put in front of parliament to be discussed and read 3 times before putting into law. Now, from what I have seen in the past anything that COM has passed and handed over to parliament has made it to law, well all the easy ones anyways. We see the kurds show up for the council of ministers meeting which is telling me that the agreements between the kurds and Maliki is legite.
[lightingcslt] Now, tomorrow is when parliament comes back to work. Do you think they will have a quorum this time? Of course they will , they showed up at the council of ministers meeting didn't they? Now for the bad news. I'll bet your all thinking that because they come to terms on HCLand Article 140 that they are goingto just take a vote on it when they come back.WRONG. Not gonna happen. You see the COM has to make amendments to the laws first before it can go before parliament to be voted on and put into law. Also, how many times have we seen in our news articles what they tell us they will be voting on in the next parliament session. That's called an agenda. You see every, govt, company, corporation etc have what they call an agenda and on that agenda is what is going to be discussed and if needed things that need to be voted on. Well guess what ? We haven't seen neither one yet. Now, they could pull a fast one on me now and do it but highly unlikely. But please do not let this discourage you. Are you kidding me, we have just broke the camels back with these two laws being agreed upon. it is starting to unfold right before our eyes.

You are right about all these events ,these aren't just steps anymore they have turned into tremdous strides and to watch it unfold before our eyes is incredible. You know how sometimes Iraq can be very sneaky about things? That just when we think we have figured out what they are doing they will do something else ? Well that principal also applies to the Banking Law . We saw the amendments to the current banking law just appear in November 2012 with no forwarning, it was never listed on the agenda for parliament. I think we will see the same thing with the "New" banking law. Did we know they were creating a new law ? Well I can tell you I ceratinly didn't. Let me just give you a brief timeline that lead up to the new law. I only needed to go back a few months for this timeline.

He said the "most important changes that will take place on the law is the introduction of modern technology and leave work and writing on paper.
And added, "Investment banks will be studied by the Iraqi companies and the necessary facilities to attract foreign investors, pointing out that" the presence of a workshop of the Finance Committee and British special body to contribute to give legal advice on linking Iraqi banks global banks.
He continued, "The amendment will pass after that taught by Arab and foreign specialists and given to the attic, which will take a long time to be applied on the ground."

He continued: as well as take advantage of the recommendations of these conferences in the process of amending the legislation or the General Banking Law in Iraq

A call to State Consultative Council to send the Banking Act to the parliament for approval.
BAGHDAD / NINA / A member of the parliamentary Finance Committee, Najiba Najib called the (Shora Council) to speed sending the new banking law in order to pass it in the House of Representatives.
MP, of the Kurdistan Alliance said in a statement to the National Iraqi News Agency / NINA / that the new law of the banks and the CBI supports the independence of the bank and devotes separate administration for the capital of all government and private banks, noting that the law will also allow the banks to direct investment and to engage in other commercial activities after that was forbidden.
She noted that this process comes to support all banks to take their role in economic development as well as the development of the Iraqi financial sector in general.
She said the last meeting with specialists held in Amman discussed all of these things and it was reached to a unified vision on the need to pass this law as soon as possible for its importance at this stage that Iraq is going through.
The Central Bank of Iraqi had raised a new banking bill to both Shora council and House of Representatives last year for discussion and approval. / End
[tlm724] Out of the blue we have a "NEW" banking law, out with the old in with the new and "it was reached to a unified vision on the need to pass this law as soon as possible" ! And then One day, just ONE day later on April 10th, 2013 this next article comes out:

Called member parliamentary Finance Committee Najiba Najib State Council to speed up sending the Banking Act to the new Parliament for the purpose of adoption.
said in a statement (morning) that the new law will allow all Iraqi banks to exercise commercial activities and engage in direct investment after it was restricted by law the old.
indicated that the law will separate administration for capital for all banks, whether governmental or civil, as will at the same time the Central Bank of the direct supervision and control over the work of banks all.
They noted that the last meeting was held in Amman with concerned issued the unified vision need to quickly pass this law, which would improve the financial reality and the development of the banking system in Iraq. mentions that the central bank introduced last year a new draft law of Iraqi banks
[tlm724] There it is, their saying hurry get this thing passed and that the CBI introduced this new draft of the bankning law last year !! It will come out of the blue, imo we won't see it on the agenda for parliament, it will be like this " here I am ". I don't know specifically what is in the new law however imo it will change the economic landscape for Iraq and for us as well. I just wanted to remind you all that on parliaments agenda for " Agenda of the meeting (20) Monday (29) April 2013 Ninth: The second reading of the bill the second amendment to the customs tariff law No. (22) for the year 2010 (as amended). [tlm724] And today BondLady found the confirmation of this reading for tomorrow's session. How can Iraq join the WTO as a full member with their tariffs FULLY implimented? They CAN'T ! This is huge news and so very critical for Iraq to get this tariffs ball rolling and we are seeing it right before our eye's ! WTO equals internationally recognized/tradeable currency with value!
