1bobby says():I personally haven't seen an announcement. I'm sure if he has something to say, he will come on and let us know. I'm sure he's a busy man. Sit back, relax and just let it happen
subgirl says():just got back... :) I am not sure about the annoucement so we shall just wait and see.. sorry slh5282... can not answer your question... :)
tman23 says():Thirteen years after the U.S.-led invasion that toppled Saddam Hussein, the country still suffers a shortage of electricity, water, schools and hospitals, while existing facilities and infrastructure suffer widespread neglect....Oil-rich Iraq ranks 161st out of 168 nations in Transparency International’s Corruption Index.
tman23 says():BAGHDAD,— The United Nations Development Programme (UNDP) and the Government of Iraq signed an agreement on Thursday in Baghdad to help strengthen the capacity of the Government to detect, investigate and prosecute high-profile and complex corruption cases.
The U.N. Development Program will recruit international investigators to mentor and train Iraqi government auditors tasked with corruption investigations, it said in a statement released after a signing ceremony with the Iraqi government.
clay says to tman23():thanks
1bobby says to tman23():Very nice. Thank you. Abadi's office issued a statement as well
1bobby says():Reasons for Iraqi need of foreign investigators, Media Office
Friday, August 12, 2016 7:04 AM Baghdad/ Iraq TradeLink:The Media Office of Iraqi Premier Haidar al-Ibadi explained the needs for foreign international anti-corruption investigators, pointing that it will prove the "seriousness of the efforts and getting rid of the pressures practised on the Iraqi investigators".
In a statement, the memorandum of understanding on the international investigators was signed yesterday with the United Nations, in a move to "enhance" the reforms made by the Iraqi government.
The corruption dossiers in Iraq are "very complicated" in the country, with years of accumulations.
The memorandum will train the Iraqi cadres on anti-corruption investigations, the statement added.
1bobby says():So while they themselves were trying to rid corruption, they were under extreme pressure from the corrupt
tman23 says():Now just what is Iraq being set up for ? Climate Change !! Some may think this is just about ice melting and our carbon out put.........
But let me take you back to the iisd post 2015 summit held last September.......They are all about substainable development....... Then you can visit http://www.goldstandard.org/ ......
Gold standard is mentioned in several articles......unfortunately many immediately tie this "gold standard" to backing money...but in many cases this is not what they are talking about. ........
What comes with substainable development is the oversight and the purchasing of Carbon Credits to develop projects....... Not to go into detail...But Iraq is the model, poster child, lab rat.......for the start up of the Climate Change program...... This gets deep and complex and some will say conspiracy.......
But research for yourself and put it together....... There is no way to tax the 1% globally .......each country has its own legislation and tax codes...... Climate Change .......this is the new revenue generator.....
And has been cooking on the burner for some time....... Why do you think they are talking about prosecuting people who speak out in opposition to climate change..........
tman23 says():Catalysing private sector investment on climate mitigation and adaptation will be essential if the Paris Agreement and accompanying NDCs are to turn rhetoric into reality. We think that Water Benefits Certificates, drawing on Whave's model to address the global waterand sanitation challenge, is precisely the sort of innovative thinking needed to herald a step change in climate financing post-Paris."
Richard Folland, CMIA Executive Director
Tex says to tman23():I haven't studied it ,,,, but I'm sure You are right, not sure how the end game will turn out....Thanks for info.
tman23 says Some may recall as 3 years ago I spoke of someone who was approved to send $$$ and begin "water project" in Iraq........they had been waiting for 3 years prior..........
Money tied up and no approvals to get anything started !!! Recall the cholera outbreak not long ago........ Also recall the Climate Change Summit held in Paris......
1 or 2 members from each country showed.... 55 from Iraq went..... Iraq was/is broke...and in a time of austerity.....but Abadi and the GOI seen the need for 55 people.....But that is wasteful Iraq (Right !!?!?)..
wmawhite says to tman23():Whether you put one person on your Iraqi Airlines aircraft or you put 55 on it, the costs of operating that aircraft is the same. The costs of the summit is the summitis also the same.
The difference between two people and fifty five people is 53. So what is the extra costs? Even at a very high daily costs of $1,000 per day in Paris is $53,000.
So your point is what? Iraq is broke and they wasted $53,000?
wmawhite says to tman23(10:08 AM):

Elane says():Central Bank of terrorism and money laundering: No dollar after today
Thursday 08.11.2016 7:32
By: Gazwan on: Thursday 08.11.2016 7:32 Today Iraq / Baghdad seems that spring to speculators at hard currency - the dollar specifically, has now threatened autumn, as the central bank, announced on Wednesday, put it specify standards for: "meet the purchase of foreign currency by banks."
Outlines of these standards: "
The institutions would be classified into several categories," and the result of the failure to meet central standards: "The failure to meet some of the paragraphs, will cause the denial of entry of selling currencies window."
Central, officially announced this in a statement, he began interpreting reasons put these standards: "to facilitate the real beneficiaries for the dollar, and to prevent irregularities in banks, companies transfer approved to comply with the requirements of compliance issues,
and the law to combat money laundering and terrorist financing, so the principles and criteria meet the demand to buy the dollar, for the benefit of customers from remittances or cash or credits, which will rely on the commitment of these banks and the requirements of international standards compliance, and the law to combat money laundering and terrorist financing, and regulations and instructions issued. "
Central also stated that the success of the concerned authorities to obtain a description of "committed" by him, will not be easy: "
The commitment will depend on the outcome of the Iraqi Central Bank assessment of the performance of compliance officials, and officials of the reporting units for money laundering and terrorist financing, and units of risk management have" .
The backbone of the central assessment of the degree of commitment to its criteria, it would be : "
The assessment also will depend on the extent of compliance with the disclosure requirements for sources of customer funds, and verified and documented, as well as the extent of the training effectiveness of programs, and courses conducted by these banks and companies."
Disclosure of "direct beneficiary", will also have an overwhelming presence in the Central Guest:
"The assessment will also include the extent of the obligation to disclose direct beneficiary true of remittances and letters of credit, and the sources of their money, in addition to countless dealing banks beneficiary messaging abroad, seeded from one the international rating agencies, as well as the commitment of these banks and the conversion, sending matches coupes open balances accounts, the foreign banks,
"and the other things will take them central evaluated in mind:" the assessment will also include the proportion of the use of a method of documentary credits to finance foreign trade, instead of remittances,
in addition to the completion of the contract tasks with an international audit firms known, to assess their financial positions processes, and the quality of their assets, as well as the extent of the banks commitment to take quick and effective action, to maintain public deposits and entitlements, to be provided upon request,
and the extent of commitment is also , sending lists of the names of the beneficiaries of the dollar buying currencies for the purposes of foreign trade financing to the Central Bank, to secure sent to the General Administration of Customs, the General Authority for taxes in a timely manner. "
All the foregoing, the central will depend upon the classification of its clients while known as "sell the currency window":
"The institutions of the banks and money transfer, would be classified into several categories, according to the evaluation results that may be obtained, and will meet the demands, the category that you get the highest valuation in continuous, and the highest rates of foreign currency, and will be re - evaluating the levels of these institutions, according to those standards, every three months or when you get variables in the performance. "
The results of failure in terms of some of the criteria, would be disastrous effects, Ohrha statement concludes: "The failure to meet the paragraph results of the central bank 's assessment of the performance of compliance officers, and reporting of money laundering operations, will lead to the denial of access to the window really."
