i suppose it's all in perfect time and right on time... you see ,, i have to give myself that PEP talk OFTEN!! reading about shabibi possible comming back to CBI gave me a renewed confidence...i haven't seen OR maybe i missed if that happened or is in motion... ?? anyone?? i am going to take a brake and see what lies and excuses they come up with in first week and march 2016 . like poppy 3 said all they do is lie .. malki is still calling the shots per my contact who have famliy living over there and in GOI .
It is ashame that his group which only a small percentage is ruining for all ... my real contact he real does care what the imf ,the pope or anything else claim his country is still a mess and that why his brothers have offices here and in london fact and truth .
so i taking a brake until 3/01/2016 for all the great news and all the great let down and excuses ... i feel for poppy3 and millionday cuz they do the best they can dealing with these lies over there ..
for BGG ,Mrs BGG and rcookie i take my hat of to them cause if it was not for them we would be confuse . these people really go out of the way for all us .... God Bless them

The objective of the Public Finance Management (PFM) Project is to support the Government of Iraq's (GoI) efforts to develop more effective, accountable, and transparent public financial management.
The project has four components: 1) strengthening budget formulation and implementation; 2) strengthening public sector procurement; 3) strengthening budget execution and implementation; and 4) capacity development and project management.
To achieve component goals, the project finances international and local technical assistance, limited procurement of goods, and significant capacity building measures for relevant public sector staff. The eventual outcome of the project is that relevant government authorities

rcookie says(): in Iraq, at all levels, have new systems in place, including the appropriate training framework, to enable them to provide the more effective, efficient, and transparent, management of public resources.
The project focuses on a few critical activities deemed achievable in a relatively short timeframe. In each component, the focus is on relatively straightforward 'process' interventions, capacity building, and donor coordination. These design features are based on lessons from the last few years of experience with projects in Iraq as well as the lessons from PFM projects in post-conflict situations.

tman23 says): A source revealed to BasNews that US officials have made it clear that they can provide salaries for 35,000 Kurdish forces only if they are operating under the control of KRG’s Peshmerga ministry. “However, talks are continuing as the Peshmerga ministry has requested more funds,”
the source added. Spokesperson for the Peshmerga Ministry, Jabbar Yawar, confirmed to BasNews that they held a meeting with the US envoys and some members of the congress in Erbil on Monday, February 9th, but an ultimate decision is yet to be made by the US officials.
It may take a while as the request needs to receive approval from both the US Senate and Congress,” Yawar added.
He expects the sides to reach an agreement during the upcoming week. Despite recognising them as part of the Iraq’s defence forces, the Peshmerga has not received a budget and weapons from the Iraqi central government for several years. Kurds insist Iraq’s failure in providing the Peshmerga budget is a legal proof.
