rcookie says():Iraqi Factions Debate Transferring Ministerial Powers to Provinces
Amidst the severe political crisis currently rocking Iraq, people have been increasingly calling for the removal of service ministries from the federal government and transferring their financial allocations to provinces. These ministries have failed in fulfilling their duties, according to many observers in Baghdad, and it is important that they be closed.

Even the most high-ranking officials have joined the debate about removing the ministries in Iraq. While Speaker of Parliament Osama al-Nujaifi, who is part of the Sunni minority, was inclined to remove these ministries, Prime Minister Nouri al-Maliki, who is part of the Shiite majority, showed reluctance.
Maliki stated, “Iraq’s constitution does not include any indication of the possibility of expanding the privileges of the local administrations in the provinces, and does not allow handing them the powers of the service ministries if removed.”
Maliki believes that removing the service ministries and transferring their powers to the provincial councils is a step that must be preceded by an administrative disintegration of the ministries. This requires time to avoid confusion.
Last year, the central government had resumed its implementation of a law that dictates the withdrawal of projects that cost at least $40 million from the federal ministries and the transfer of their contractual privileges to local ministries. This constituted the first step to decentralizing the administration of the country.
The latest call was issued this week by the governor of Diwaniya, Salem Alwan, who believes that “removing the service ministries at this stage and turning them into general directorates in the provinces is the best solution to step up the provision of services for citizens.”
Alwan added, “Large sums of money are allocated to service ministries, which do not give citizens anything in return. The central government must transfer these allocations from the country’s general budget to the administrations of provinces.”
Alwan believes that “these administrations know better than anyone else about the needs of their provinces, and they can invest the money in important projects.”
The mostly Shiite town of Diwaniyah is in one of the poorest areas in Iraq and suffers from a severe lack of infrastructure and services.
Most Iraqi provinces support the request of Diwaniyah’s governor because they will all benefit from any decision in this regard.
Iraq, in general, is suffering from a serious lack of municipal, health and power services, in addition to gaps in other sectors. The service ministries are often criticized for not sticking to set plans for their projects in the provinces.
Iraqi MP Jamal al-Battikh stated, “The ministries of the municipalities, agriculture, health and power are a cumbersome and inefficient burden for the government. I suggest we remove them and transfer their budgets and administrative powers to the provinces.”
Battikh added that “the strong points of the central government lie in the federal ministries, such as the ministries of finance, defense and foreign affairs, in addition to others. As for the service ministries, they have failed to serve the people.”
He also believes that “the widespread financial corruption in service ministries is one of the main reasons necessitating intervention and quick removal of those ministries.”
However, Shiite MP Lika al-Yassin denied the presence of a legal pretext for doing away with the service ministries and stated that “it is too soon to discuss this issue.”
Yassin added that “the Iraqi constitution stipulates the presence of an authority that regulates the work of ministries

However, both need a stable political and security situation.” Aaraji added that “transferring the powers of some ministries to provinces will lead to their administrative and financial inflation. Consequently, local conflicts over power will arise and could lead to the division of the country.”
Aaraji believes that “there is no doubt that service ministries have failed in fulfilling their roles. However, the solution is to subject them to administrative amendments, not remove them. Who said that the provinces are less corrupt or mismanaged than the federal ministries? All parties are contributing to the country’s destruction.”
