Almost two weeks ago this aricle was posted: KUWAIT: The Kuwaiti government hopes that the parliament approves all the agreements reached with Iraq, including a settlement between the Kuwaiti and Iraqi Airways as well as one about navigation at the joint Khor Abdullah waterway, during the tenure of Iraqi Prime Minister Nouri Al-Maliki, a Kuwaiti lawmaker said on Friday. MP Saleh Ashour told Al- Jarida newspaper that finalizing the agreements signed with Al-Maliki’s government will help Kuwait avoid complications which could arise in case of any change in the Iraqi government.
Kuwait also hoped that all agreements are passed by the parliament before the planned visit of Prime Minister HH Sheikh Jaber Al-Mubarak Al-Sabah to Baghdad next month, Ashour added. Ashour, who is the president of the parliament’s foreign affairs committee, indicated that the panel is set to take a decision on the KAC-IAC settlement at its meeting today.
On Tuesday January 22, 2013 the KAC-IAC settlement was ratified by the Kuwait Parliament. Last tuesday Iraq approved a deal with Kuwait regulating the use of a shared waterway through which most of Baghdad’s oil exports flow, which Iraq had accused its neighbor of attempting to cut off. “The agreement opened the door to discuss other unresolved issues between Iraq and Kuwait,” Alaak said. He said the Kuwaiti parliament had approved the deal. The Khor Abdullah waterway serves as Iraq’s entrance to the Gulf, through which the vast majority of its oil exports flow.

On january 28, 2013 Iraq’s Ministry of Oil reveals it is close to signing agreements with Kuwait, Iran to resolve common oil fields.
Revealed the Ministry of Oil for the near completion of file joint oil fields with Kuwait and Iran, and as announced the signing last decades licensing round fourth, she agreed with the Jordanian side to export crude oil through the port of Aqaba by one million barrels per day.

Today there was an article disclosing the following: “There are some attempts by the UN and the Security Council to release Iraq from the Seventh Chapter,” noting that “The UN and the members of the Security Council such as the United Kingdom and the United States of America interfered in this issue to bring the various views closer with the Kuwaiti side because it represents the only obstacle in this issue.”

Flashing: As you can see there is a joint effort to get the pending matters done. At this point may be they are done or are in the final stage of them. All artilces are supporting an imminent rv as well as the release of ch 7. Based on the above articles I think that may be the UN and the big players are looking for a total release from ch 7 instead of a transfer from ch 7 to ch6 and may be that is the reason why they are facing some opposition from Kuwait.
By the way is worth to mention that USA and the United Kingdom are supporting the release of Iraq from ch 7, because in the past these were the powers that wanted to keep Iraq in ch 7. So imo this is very relevant and indicate to me that this time Iraq hold all the cards to get their release from such chapter.
