Well it is another Friday in Iraq, a holy day, and as a result I do not look for much news today.
We are seeing some talk that Iraq will be asking Kuwait and others for a delay in making their final war reparations payment, just over $4.5 billion dollars,
This is due to the lack of cash that Iraq has on hand because of the sudden and sharp decline in the price of oil on a world scale.

"We will gladly pay you Tuesday for a hamburger today," remember that cartoon Family.....it is the role that the Iraqi's find themselves in today......they are physically strapped for cash....largely due to the sharp drop in the price of oil over the past month and months of fighting ISIS.....
As a result they are wanting to ask Kuwait to defer the final payment to them, amounting to $4.6 billion dollars...they are seeking a delay of at least one year and possibly up to 2 years.....but they must also acquire approval from the UNSC as well to make this happen.....
A UNSC special meeting is scheduled for next week to discuss this deferral for the Iraqis.

Iraqis are claiming that DAASH has cost them $4-5 billion in the fight against the terrorist group since June.....that coupled with a sudden and recent 30% decline in oil prices has left Iraq strapped from a financial sense.....this is money they don't seem to have....thus potentially causing future hardships into 2015 and possibly beyond.
Parliamentary Security: Maliki is trying to hide the "military aircraft" in order to stick it out
The issue over the airplane(s) that Maliki claims to have in his possession continue.....now it is not one but two...that he claims were given to hm by Iran....but the Iraqi government thinks otherwise and is demanding the return of the aircraft to the Ministry of Transport....Maliki is playing the assassination threat card, but to little avail I suspect....slowly and surely his power, wealth, and toys are being stripped.
The news dragged Abadi permits to enter the green zone
From an unnamed source comes reports that PM Abadi has pulled permits, special permits that would prevent diplomatic representatives from entering the Baghdad Green Zone....this amounts to a reported 4,000 individuals.....supposedly this has occurred without any further explanation of why it was done....the Green Zone is home to many US, British and other embassies.
Article 140: The elephant at the negotiating table as Kurds and Iraqis reach oil deal
It's that time of the year for White Elephant parties, but one would not expect that in Iraq.....this is centered around Article 140....largely a debate over who should have possession and responsibility for the oil fields around Kirkuk.....
While the Kurds and Baghdad have recently signed agreements relating to oil, payment of government employees, and help for the Peshmerga....the issues surrounding Article 140 have basically taken a back-burner over the past month or so to grind out the deals that have since been made....
But now attention needs to happen with 140....me personally, I have faith in Abadi's abilities to make something worthwhile happen with Article 140....time will tell on this issue.
Kurdish lawmaker: Council of Ministers will discuss the budget bill in its first session after Arbain
According to one Kurdish MP we are to expect budget discussions in their first session after reconvening.....the COM, specifically the Minister of Finance, Zebari has cut about 35 trillion dinars from the budget since November 29....all due to the sharp drop in oil prices over the past few weeks.
