Here are the Overnight and Saturday Morning News Summaries
A market economy requires the implementation of direct contracts
This article talks about some of what has happened to Iraq with the lifting of Ch VII....they have identified a big need to strengthen the economy and the need to facilitate procedures for contracting with foreign companies that would not lead to corruption, such as what happened with the oil for food program....
they also note that the emergence of Iraq into Ch VIII would bring investments especially regarding infrastructure that would lead to new economic development...
it is good they recognize the need to put effective contracts in place to better manage their business.

Cabinet is a "voter's card," an official document warns of "sold or waived"
The COM have announced that to sell, or otherwise waive a persons right to vote by giving away their e-card is punishable by law....political blocs should not be attempting to "buy" votes by offering money for the cards....
at least the province of Diwaniya is adopting the e-card as a means of making salary payments to government employees....and of course there are the activists that denounce the requirement of possession of the e-card to receive salaries.
Iraq seeks to export 3.4 million barrels of oil per day during the current year
Iraq is attempting to raise its oil exports by 26% in 2014 to 3.4 million barrels per day....I would say they have some catching up to do....Iraq is exporting slightly over 2.0 million barrels of oil per day....a far cry from their expected 3.4....
they also expect by 2015 to have harnessed the waste of natural gas within the country.....they also see that they can be the most important sources of oil and gas in the world by 2020.....they better keep their contracts in order with the oil companies and service companies if they expect to do this.
Finance Minister: No problem in paying the salaries of state employees
The Finance Ministry says they have no issues with paying the salaries of the state employees....which estimates nine trillion dinar per month goes towards salaries and the cost of ongoing projects....to do this will not require borrowing from the CBI.
Economic Commission expects the dollar due to delay budget
The Economic Commission reports they expect a high sales price of the dollar largely due to the delay of the budget for 2014....if the delay persists it may impact payment to retirees and grades....

what is so exciting about this....they speak of EXCHANGE RATES.....that implies a rate increase.....in order that they would have an exchange rate process....THIS IS A HUGE ANNOUNCEMENT FAMILY.
Total intends to build a large petrochemical complex in Iraq
This is really good and big news for Iraq....shows that they will be working towards depending less on oil import products and manufacturing their own in country....this complex could be located in Basra....it comes with a caveat...they are only in the pre-feasibility study phase at this point.
Shahristani: Iraq's oil production of 3.5 million b / d in February
There is a "keyword" to take note of in this article.....that is "PRODUCTION" versus export....notice they say the had oil production of 3.5 million barrels per day in February....they did not export that much...
.only 2.8 million barrels per day for February....which may contradict an article above that I wrote about....who to believe....
it is noteworthy though that they seem to be proving they can hit the 3.4 or 3.5 million barrels per day budget amount.
Parliament postponed its meeting of 11 to Monday for lack of quorum
No quorum for Parliament on Saturday, largely due to the absence of the Liberal bloc and the Coalition United bloc....no surprise there.....no mention of the Kurds though....were they actually present.
Asadi: approving the budget depends on the meeting between Maliki and Barzani Najafi and they are behind the delay
An independent MP is saying that a meeting is being convened between Maliki, Barzani, and Najafi to resolve budget issues....this should prove to be interesting.....
Barzani and Najafi are then supposed to get their people to Parliament to get this thing voted on...post haste....
in the meantime, Maliki is expressing his disgust with Parliament continually not have a quorum for the past five sessions.
Kurdistan: the blocks responsible for the disruption of Parliament and claims of some export province  thousand barrels incorrect
The Kurds answered my question above it seems they were in attendance both Thursday and today....as the above article indicates we are missing the major blocs Liberal and Coalition United....
the Liberal bloc knows they need to be there and sounds like they will be on Monday....we shall see.....
of interest is that there appears to be a single paragraph of dissension now, the issue with SOMO controlling things. They even admit that the 400,000 barrels per day exports is true and accurate.
Abadi, the budget calls for the inclusion on the agenda of parliament on Monday
The Chairman of the Finance Committee is demanding that Speaker Najafi put the budget on the agenda for the Monday session of Parliament....
he is claiming that Najafi is the cause of delays in the first reading of the budget...he threatens if the budget does not appear Monday there will be other actions taken by the state.
Deputy calls for the promotion of economic reality and living conditions for teachers slice
Somewhere in the past the Iraqi teachers were among the top paid in the country, now they struggle and often they are forced to leave teaching to pursue higher salaries in fields that are totally unrelated to their experience.....welcome to our world....something needs to be done to ensure they are retained as teachers.
For Iraqi Politicians, Laws Are Only for Others
This title is so appropriate....it seems that most Iraqi politicians are corrupt in taking money from the state and using it for their own good, promoting themselves at election time....or taking money from foreign sources and not reporting these funds.....
they have a law in place but it is not being followed....and MP's are not eager to make changes to it....must be because they are guilty....there was an article several days ago that said there are arrest warrants waiting on MP's who will not get reelected...interesting times ahead.
EU Parliament discusses Erbil- Baghdad problems
In a recent EU Parliament meeting in France, they actually held a special session to talk about the issues between Baghdad and the Kurds....they claim that the KRG can use their revenues and capital independently based on federal or confederation principles.
The EU sees that the KRG have been successful in improving democracy and human rights, despite being located in a very dangerous area.....They intend to issue a statement condemning Maliki's use of violence in Iraq and his treatment of the KRG.
Rafie al-Rifai: the European Parliament and promised to issue decisions and take action against the Maliki government
This individual has met with the EU Parliament to obtain a pledge against the action being taken in the Anbar province....the Iraqi government is working to isolate Iraq from its Arab environment and to achieve subordination to Iran.....also mentioned the recent truce in Anbar as being useless as bombings still occurred.
Iraqi oil dispute reveals Kurdistan Regional Government vulnerability
This article is well written and fairly easy to read and understand.....in essence it is saying that Baghdad, through its hardball playing this year on budget issues, may be backed the Kurds into a corner of which there is not good out, other than agreeing to Baghdad's demands in the budget.
Sure they built a pipeline to Turkey and have been flowing oil through it to the port city of Ceyhan, but the oil just sits and accumulates there....sales would bring fines by Baghdad against the buyers and most buyers are afraid to test the waters....
in addition the Turkish PM who is supportive of the Kurds is facing his own domestic crisis within Turkey as well as an uncertain political future....so they could be losing a key ally....
meanwhile the Kurds are fighting issues and opinions of citizens regarding the mismanagement of funds and lack of transparency, something that Baghdad totally agrees with regarding the handling of oil exports.

Geez, now the Kurds want to send the budget back to the COM to get the problems solved within it....then resubmit to Parliament to vote and pass.....
the Kurds are now showing up in Parliament and pointing fingers at other blocs who are not present and saying they attempt to now make the budget a political tool....what a waste of time.

In the Najaf province there have been women walking through areas of poverty offering to buy voter e-cards for 100,000 dinar....this is being done at the request of an influential government official.....
hello.....can you say punishment by way of a fine...the COM has said they would fine the individuals for this...but what about the government official....he can probably well afford the fine.....do something more severe in his case.

We have yet another article that places the blame for nonpayment of salaries to Kurd employees on the shoulders of the KRG not Baghdad....there is mistrust with the region government because they cannot seem to make payments for even one month....
where do the oil revenues go they are asking....how can the government be without money so quickly...and if this is the case....how can the Kurds ever expect to become independent.

The Iraqi oil minister is predicting oil revenues for 2015 to be $200 billion dollars....at the same time continually striving to increase the daily oil exports.
State law threatening Najafi: We will deal with you outside the political process
An interesting article....IMO...almost laughable....we have a MP threatening Speaker Najafi with consequences after the political election process in April if he does not bring the budget to the Parliament session....
claiming that Najafi has been purposefully delaying the first reading of the budget himself.....accusing him of playing to other coalitions or individuals when his real purpose is to represent Parliament....
what I find laughable about all of this is that it seems apparent to me that Najafi does not want the Speaker position after this election.....he wants the Presidency of the Republic....Talabani's position....so I am not sure how effective these threats would end up being.

Good grief...."facepalm" here.....a Shiite is now accusing Turki of using sectarian methods against holy sites....but notice he doesn't go into any detail at all of what these methods might be.....
saying that Turki holds office unconstitutionally....so the COM didn't know what they were doing when they appointed him to this office in 2012.....I think you need to do better than this.
Citizens complain about the length of queues registration centers and ill-treatment they receive during the electronic card
Baghdad citizens are complaining about the lack of an effective system to disburse the voter e-cards, stating there are long lines and long waits that are causing people to have to miss work in order to their card....they are very frustrated and at times embarrassed over the problems with the system.
Leadership in Maliki's coalition to buy voters' cards at an attractive price!
Now the State of Law is being accused of buying voter e-cards to the tune of 300,000 dinar.....CORRUPTION.....and who are the penalties for....the little people for taking the money.....go after the party blocs for their conniving efforts.
The US is the penholder on Iraq issues in general, and the UK is the penholder on Iraq-Kuwait issues.
