To follow-up briefly on Monday's cc discussion of the shift taking place from "agreement(s)" towards "implementation(s)" I wanted to point to this 1st article and then to illustrate that discernment is needed before we weigh in on what we are told I am offering the 2nd article.
In case that wasn't clear, the point I am trying to make with the 2nd article is that it flies in face of the 1st. They are mutually exclusive and cannot both be fully true.
The biggest clue to me on the 18th that these stern warnings from the EU were LIKELY not reliable was that Iraq's #1 fugitive, Hashemi, was part of this press release. haha, the article even labels him: "sunni" as if an open admission that he stands opposed to their "shiite" leader Maliki!

Isn't it amazing how things can shift the matter of just 4 days? Yesterday we learned that Iraq has ratified (implemented) an agreement with the EU that was made in Brussels in May2012, here it is:

$800 million smuggled from Iraq and Kurdistan weekly: European official

BRUSSELS,— European official confirmed Thursday that $800 million are smuggled weekly from Iraq to Swiss and other overseas banks, describing the Iraqi government as "a state of bribes and corruption".
Head of the European Relations Commission with Iraq MP Strauss Stevenson said, in a press conference with Iraq's fugitive Sunni VP Tariq al-Hashemi and ex-Algerian Premier Sayid Ahmed Ghazali, that "authenticated sources reported this figure".
He questioned the fate of these smuggled amounts, criticizing the current Iraqi government as a "state of bribes and corruption".
Stevenson warned against the"catastrophic situation in Iraq that might cut off European support to Iraq".
There are no numbers available of money smuggled from the semi-autonomous Kurdistan region which is still part of Iraq.
To conclude, we might speculate (loosely) that Mr. Hashemi recognizes quite well the shift taking place in MOMENTUM in his country.
We see only glimpses of it but added together these glimpses are giving us a picture that speaks to the reality of this shifting in many things and it seems inevitable that these events will (in large measure) propel the PM Maliki into record high "poll numbers".
This article then COULD be reduced to a final and frail attempt by Hashemi to cast dispersion onto his adversary. Can't blame a guy for tryin'..... :thug: Memphis
