VIII should open the floodgates for foreign investment, IMO. Converting to a free market economy means the GOI gets their money after the fact through taxes instead of off the top from sales.
If I'm correct with that reasoning, I'm finding it hard to believe these guys would agree to delayed gratification when they are not certain the outcome will be to their benefit.
