[millionday] Announced the decision of the House of Representatives Muhammad Al-Khalidi, Monday, that the House of Representatives will resume its sessions after the parliamentary elections, while noting that he will be the inclusion of a bill the federal budget in its first session.
[millionday] note -- obviously the pressure of moving forward without the budget in place is working
[millionday] Khalidi said in an interview for "Alsumaria News", "The House of Representatives Holiday sessions for the lack of agreement of the political blocs and the governments of the center and the region on the approval of the draft federal budget for 2014, as well as a preoccupation with council members campaigning.

[millionday] Said Khalidi that "Parliament will resume its sessions after the House of Representatives election due to be held on Wednesday and announced through the media," pointing that "the first session will see the inclusion of the second reading of the draft federal budget."
The House of Representatives ended, in (16 March 2014), its the 12 headed by Osama Najafi and the presence of 164 deputies first reading of the draft law on the federal budget of the Republic of Iraq for the fiscal year of 2014.
[millionday] Today in roundtable we found an announcement that verified the National Alliance is prepared to vote through the budget with or without the kurds -- obviously this is not going to make them happy but the pressure is there as well -- once it is voted -- it will be published
[clay] how and y would they want to exclude the kurds if they want to unite a nation
[millionday] they want to exclude the kurds if they refuse to show or hold up the process -- for the people as they say
[ajay214] They said a couple of months ago they were going to pass the budget and that it didn't need a quorum to do so. Now they are saying it again. Do we really expect them to do it this time and why did they not do it when they said they were going to before?
[millionday] ajay214 they said if they could not get an agreement signed on the budget they would move to a majority vote --- they were not able to get one so they now are moving to a majority vote -- they were under the impression that they had met the agreement by the agreements they had in writing but when they went to the kurds they refused to sign it -- so now i would say it appears they are out of time
[hstrymknwmn] some people think it's important that the Kurds get what they want. Do we really believe they will go forward without the Kurds on board?
[millionday] the economic reform is so much more than just a project problem -- with CBI stating that they have to move forward due to the need to do their job and they plan on doing it with international promotion of investing and contracts --- they either have to get the budget through or miss huge huge opportunities --- CBI will not release the funds until the budget is done and transparency can be respected
[millionday] it is part of accountability and transparency
[dandeloin] do you think elections, budget, then RV?
[millionday] i think they can set the rate at any given time ---- they have made it clear they are ready ---
[millionday] none of the list elections, budget, etc will keep the reform from being activated ---- CBI has no choice -- all is in order -- now they are activating the e-commerce and electronic banking and moving to a market economy --- they have to have a reality rate to do so -- they are kind of in a corner
[Pablo] How can they bring parliament back when they probably don't know who won or who will be in the next gov't?
[millionday] when an election happens there is a time in between the seating of the next gov and the last -- they are talking about the next day
[kenster] So in other words, CBI is going to wait on the budget?
[millionday] not necessarily ---- of course i dont know the date the rate or when it will be released in ink --- but the goi and the country of Iraq need to have the budget in place to be able to get funds from CBI for projects -- they want to be as involved and gain as much as possible due to the need to be as profitable from the reforms as possible
[ggrr] You say the cbi has no choice ...if after 30-60-90 days we still see nothing then what would be the reason why not
[millionday] with the end of protection and 13303 -- they were ordered to get the agreements for the debt they had left for the 8 countries -- they did that --- the announcement we had today stated that they had to pay debts and also define their currency -- (not a quote) it is in roundtable
[millionday] the end is may 22nd --- after that time they have to have debts prepared and agreements being met
[dovi] after elections how long til they have the new guy in place and can they do the event before he is in place
[millionday] CBI is independent --- they can set the rates and have made it clear they are in the middle of just that -- in this phase of reform -- i have to check when the new gov take their seats

[lstar877] This morning it sounded like economic and monetary reform are being implemented NOW. Doesnt now mean within a week?
[millionday] it only means now in the US of A it turns out -- outside of our country it means when ever they feel like it

[millionday] and i agree -- it appears that we are very close
[millionday] Shkran Fatlawi stressed experts, researchers and specialists in economic affairs on the need to find appropriate solutions to bring out the Iraqi economy from the problems experienced by,
and addressing structural imbalance in the legislation relating to this side and that caused the events of a lot of Alarbakat of the most important performance degradation in implementation of projects and underdevelopment across the country, came during a seminar extended held by the "Institute for the progress of policy development and attended by" morning.
[millionday] note -- the economic reform is also reliant on the projects within the country and that therefore makes the reform reliant on the budget going through so those projects can be funded by distribution of the budget funds for all expenses and also contracts / projects for the provinces and federal gov from CBI
[millionday] note -- remember the greatest point is all at the same time so all is all it can be and the EVENT has the greatest impact on the global condition but of course they want the greatest impact on the Iraqi condition as well

[millionday] President of the Institute of the progress of the policy development, Dr. Mehdi al-Hafez said that the economy in the post-change in 2003 and the subsequent did not achieve the reform, which was a basic goal of the change process, which resulted in the continuation of the proceeds of the oil industry that plays directed and leader of the economic activities of basic market economy and pointed out that the overall development lies in a market economy
millionday] note -- obviously huge huge and makes total sense ---- the private sector can not move to the 21st century and compete in the market at all without a market economy -- they are self contained without it and it is not cost effective to say the least ---- huge pressure to move to a market economy and also the entire GOAL

[millionday] private sector banking expert Dr. Ali Al-Shalabi said there are calls to move towards a market economy, but the reality of the situation is still the public sector is in control of the levers of the economy process of import are by institutions and not by the private sector, pointing out that the latter is unable to perform the role required in the absence of support for this sector and the migration of capital.
