[millionday] On May 22, 2003, by Executive Order 13303, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706) to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by obstacles to the continued reconstruction of Iraq,
the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq.

[millionday] The obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.
[millionday] For this reason, the national emergency declared in Executive Order 13303, as modified in scope and relied upon for additional steps taken in Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, and Executive Order 13438 of July 17, 2007, must continue in effect beyond May 22, 2014.

millionday] Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the stabilization of Iraq declared in Executive Order 13303. millionday] they have announced that they have moved the money or at least parts of it as the amounts were not assured -- and no this will not effect us -- it will effect Iraq though and allow the protection to continue so that debtors will not be getting the money before Iraq is prepared to pay it

[millionday] it is a benefit for Iraq to have their currency set at a reality rate before they pay debtors

millionday] yes they can release their reality rate with it in effect (13303) and they must also go along with whatever agreements they have made with the countries that they owe - we believe there is 8 countries left owed and some that owe Iraq as well

[millionday] According to a member of the Finance Committee for the Iraqi List Hassan Suleiman said Iraq had already paid last year, $500 million in interest for the Iraqi funds in America. said Solomon in a statement that these funds are protected by the agreement with the United States nor Iraq needs to renew being fulfilled its debts with Kuwait by Section VII, and these funds will be returned to Iraq
[millionday] Yet near the scheduled date confirmed by the Ministry of Finance said that Iraq would not ask the U.S. side to renew its protection of its funds deposited in U.S. banks, to assume the CBI responsible for management after the withdrawal of Iraq from the provisions of Chapter VII of the Charter of the United Nations
[millionday] so they are saying here that they do not want to extend the protection of the US

[millionday] here we go -- Committee warned the economy and investment representative, the vulnerability of Iraqi funds deposited in foreign banks at risk in the event of non-renewal by the U.S. protection. He said the decision of the Committee of Economy Mahma Khalil told / JD /:
"The Iraqi government do not intend to claim for the United States to renew the protection and immunity to Iraqi funds abroad, but this will that money at risk, the fact that Iraq is still under Chapter VI and private debt, noting that

[millionday] There are countries and companies are still demanding Iraq entitlement financial result for the financial policy of the former regime.
" He said: "Iraq has agreements concluded with the United States to ensure America's protection of Iraq attacks internal and external, and that means the United States commitment to those pledges to protect Iraqi funds deposited in foreign banks until the exit from Iraq all the items of the UN imposed on it."

[millionday] the order was given originally to stay in effect until the UN released them from all articles imposed -- so they are saying even though they are not under sanctions of chapter 7 they are still under chapter 6 and they have an obligation by contract or agreement to keep protection over the funds for Iraq

[millionday] Welcoming the announcement of the initial results of Iraq’s Council of Representatives election, United Nations Secretary-General Ban Ki-moon today looked forward to the final tally and subsequent timely formation of a new government.
“The Secretary-General welcomes the announcement of the preliminary results of the Council of Representatives election in Iraq of 30 April 2014,” says a statement issued by the UN chief’s spokesperson on the results, which were released in Iraq earlier today.
[millionday] “He looks forward to the certification of the final results after all procedures have been completed, including the adjudication of possible appeals,” it said, adding that Mr. Ban urges all political parties to engage constructively and in a timely manner in the process of government formation.

[millionday] The statement goes on to note the Secretary-General’s concern about the security situation in Anbar province. In that regard, Mr. Ban urges the Iraqi Government to ensure that military operations against terrorism are conducted in accordance with the country’s international and constitutional human rights obligations.
“The Secretary-General condemns the deliberate flooding of the Abu Ghraib area and urges all sides to refrain from actions that result in displacement of populations or cause environmental disasters,” the statement says
[millionday] reiterating Mr. Ban’s appeal regarding the need to address the humanitarian needs of the hundreds of thousands of people affected by the ongoing fighting in Anbar Province. Just last week, Nickolay Mladenov, the Secretary-General’s Special Representative and head of the UN Assistance Mission for Iraq (UNAMI), expressed his concern about reports of increased armed activities in Fallujah, in Anbar province, and its impact on civilians.
[millionday] “The people of Anbar have suffered from terrorism and violence for too long. All efforts must be made to ensure that fighting ends, people return to their homes, and reconstruction can begin,” he said, adding:
“It is vital that those affected by the fighting are able to receive humanitarian support.” Fighting in Anbar in recent months between Iraqi troops and al-Qaeda-affiliated fighters has displaced hundreds of thousands of people, many of whom are residing in schools, mosques and other public buildings and are in need of various humanitarian items.
[millionday] it is very hard to imagine the amount of time that the fighting has been going on there -- it has to come to some type of resolve and does require some type of intervention if you ask me -- and according to this if you ask Moon as well -- smile

[millionday] TNvolunteer i dont either but we were allowed to invest in the currency when it was put into effect so some part of the order allowed it or it was a direct result -- i have looked to see what result it would give and the entire executive order has been read --
clay] in your opinion if by some chance M wins will this put the RV off 4 yrs to come, he wants to keep the people suppressed IMO
[millionday] in my opinion -- i dont see that being much of a chance -- Iraq has come to far in commerce and preparation for the entry to the globe and there is way too much money involved imo --
