[millionday] The Iraqi government recently announced a five-year plan to modernise and reform the public sector's administrative system. The plan, approved by the cabinet on September 24th and rolled out on November 9th, was prepared over the course of a year by a working team made up of representatives of all Iraqi ministries and international experts and specialists.
[millionday] The plan is a blueprint for modernising and improving public sector administration and thereby improving the performance of state agencies and their development projects, senior cabinet advisor Thamer al-Ghadban told Mawtani.
"We inherited from the former regime a heavy burden of regulations, decisions, legislations and working methods which no longer suit the status of the new Iraq and the current situation," he said

The document sets a five-year timetable for reforms, 2014 to 2018, and covers three sectors that have a direct impact on the public: health, education and municipal services.

[millionday] Developing and improving Iraq's human resources is an essential pillar of the new strategy, al-Ghadban said, noting that the plan focuses on training the staffs in these sectors in order to develop their skills and capacity and increase their level of professionalism.
The plan also seeks to develop government entities by moving towards administrative decentralization, giving them additional powers, instilling the standards of quality, integrity and transparency and combating administrative corruption, he said.

[millionday] It also seeks to strengthen e-government and smart management solutions, he added. "We have taken the first practical step of applying the document's concepts by setting up the plan for next year," he said, noting that a specialized administrative committee has been set up for this purpose.

It will help government agencies meet the needs of the people and push forward the pace of development and progress in the country, he added.

[millionday] Administrative reform of the public sector is "a necessary step which will benefit the citizens and the country in general", said Mahma Khalil, who serves on the parliamentary economic committee.
Introducing modern technology and mechanisms into the daily administrative transactions of government agencies will help to improve institutional performance and curtail bureaucracy, eliminate corruption and instill the principles of integrity and accountability, he told Mawtani.

The administrative reform process complements an economic reform plan the government approved in 2010, economic expert Bassem Jameel Antoine told Mawtani.
