UU8167 - “The Coming Stability of Iraq” by Mnt Goat
For all my personal friends I first want to tell you my family and I had a wonderful time at the Munchen Oktoberfest this year. We witnessed the opening day parade, the noon cannon fired and were able to drink from the very, very first keg of bier. There was plenty to do for the entire family and we relaxed and forgot about the RV at least for the entire weekend. Now we are back and my phone calls have been many. I will tell you now what I have learned.
I come to you today to give you a quick update on the progress of the new government and how this relates towards the international rollout of the IQD for Iraq.
Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. Please refer back to my last news letter of 9/16 (LINK) as this news letter is a continuation of this news
I could come to you with lies and false hope of an imminent RV. But I am afraid this is not just the case. Some say the RV has already happened. I do know for a fact it has happened on paper but the impact is minimal and is being withheld globally due to this new terrorist attacks and the instability it has brought to the region. I will try to explain to you today and we can see maybe some light as to when they plan to pop this out internationally.
Voting on the Final Ministers-
Today is Friday 9/26 and this week Iraq sessions once again did not get the needed votes to confirm the last of the few ministers. I am hearing this is once again on the agenda for next week along with the first of the readings on some new laws, treaties and reforms dealing with the economy and financial reform list. These are the words we like to hear…..lol…
The First Phase of New Reform Laws-
So next week they will conduct the first readings of many of the draft laws put together by the committees established for this purpose by Abadi. These committees are essentially going down the list of the 27 Reforms put together and agreed to by all parties to get the government formed. Many of these reforms are to replace some of the Erbil agreement items. Remember I mentioned these reforms to you in my last news letter and I stated we may have to witness the implementation of many of these reforms prior to any RV. I also said many of the reforms are dependent on the RV. So the timing is going to be tricky, but there is a plan.
The sessions next week plan to begin the ratification process of many of the initial reforms. Many of these reforms are between the neighboring governments (i.e. Jordan, Turkey and Kuwait). Many of these reforms were started last year and never continued. Many of these reforms deal with stopping money laundering and funding terrorists organizations. Now they are picking up the pieces and moving forward. Here are a few of the laws for next week’s sessions.
• economic and trade cooperation treaty
• law for the promotion and protection of investments
• scientific and technical cooperation treaty
• law for the establishment of health institutions and promote for companies to come into Iraq to provide competitive medical and health services
• vote on international treaties related to drugs and psychotropic substances, and to tackle the spread of illicit trafficking in narcotic drugs and psychotropic substances in Iraq
Here is the icing on the cake, as I heard. If they can get the session agenda next week to vote on the latest list of ministers, then they will also vote on the Budget bill in the same session and no longer delay it. This is wow news if it really happens.
Can you see now after these recent terrorists attacks how these are all very necessary treaties, reforms and laws?
One only has to look at the real reason why the USA invasion happened in the first place in Iraq to understand when the currency will be restored. Yes – the implementation of all the new reforms are important too but they are designed to create the stability in the country. Stability needed so investors and oil companies can come in and operate on the extraction and shipping process of the oil to bring it to market.
It is the process of selling the oil that concerns the USA the most. Oil in the ground does very little for the pocket book. Fighting terrorists or political stability are only secondary, a nauseas task but are necessary tasks to reach the final goal. Thus preserving the petro-dollar is the final outcome to all this middle eastern madness. I know it is very hard to understand or see for most. All other issues we are reading about are simply “the means to the end”. Do you understand me? Did you notice how the USA stepped up operations recently when the three oil barges containing hundreds of millions of barrels reached their destinations? Was the oil ultimately sold in USD or in other currencies? What made these three shipments of oil so important? The answers to these questions are all in this news letter. Pay attention.
Remember also we were told 4 years ago there would be no RV without the Erbil reforms. This still holds true. Many of these past Erbil reforms are now part of the 27 reform list. The latest of the reform is scheduled to be completed by February of 2015. Pick out these reforms and watch for their implementation. I believe this is a path to the RV.
But let us also not lose site of Syria and what must done in that country to create a lasting stability in Iraq and the others regions. This has now also become very important too and will cause delays in any currency reform in Iraq. How could it not?
Because of the recent ISIS attacks it is now a priority more then ever to secure the boarders of Iraq. This must be done more tightly if any economic progress is to come in Iraq. See how the Kurds had to go around to Maliki’s GOI in getting the recent oil to market? Note now too also payments to the Kurdistan region are still be withheld. This all has to work itself out within the framework of the new Abadi government.
Incoming corporations can not operate without this much needed stability.
How will the USA president Obama continue the cross-boarder operations to fight ISIS in Syria? Is the ultimate goal also to take down the Syrian president Asad?
We see a huge effort being undertaken now by USA CIA to use the Syrian army. They are training these men now in Saudi and plan to step up training camps also in Iraq, Turkey and in Jordan. They are using training camps in abandoned bases and establishing some new bases. This is happening right now as I write this news to you. These will be the majority of the “boots on the ground” in Syria. This is a long term strategy of Middle Eastern men fighting for their own freedoms. This is the new philosophy of the USA administration. Will it work? Are they capable?
USA president Obama has also stated that he is concerned with terrorist funding. Why would he then allow an IQD revaluation at this critical junction point and thus allow more ISIS funding with their revalued Iraq dinar ( of course they have dinar) ? Did not the USA G.W. Bush administration after all petition the IMF downgrade of the IQD intentionally so that Saddam could not buy weapons and use them against the incoming coalition forces in 2003? So what now makes this any different? This threat of invasion from terrorists must end or at least get to a controlled level prior to any completion of the currency reform for Iraq. This is a fact.
If you look in the past, historically the IMF will not restore the currency of any country unless it can prove itself to meeting all the necessary member guidelines. The USA is a huge player in this area and almost always has the final say if and when a country gets it currency restored. So what is different now? Nothing !
These are all good questions. But I feel the most important question is this –
To what extent does ISIS have to be controlled in Syria and in Iraq to allow economic and financial stability to blossom in Iraq? Where is that turning point? I will try to tell you what I believe and am hearing from my sources.
I believe they will meet this criteria when the Iraq government is completed (more stability) and is able to perform the defensive and security measures needed to secure the boarders of Iraq (more stability) on their own. Much like the return of the state of security prior the USA forces withdrawal at the end of 2011. This is huge. It is not a matter of the USA temporarily stepping in with massive ground troops and conducting massive bombing missions. They are not going to do this again.
The dozens of bombing raids made by the USA coalition on ISIS terrorists logistics and camps too is very encouraging. We only hope this does not explode with a new surge of Iranian or Russian assistance into something yet larger. There is a fine line, a balancing act that the USA president must perform. Certainly we will not have to wait for all terrorist are irradiated. I believe it is a more realistic matter of getting the Iraq boarders reasonably secured and having trained and willing defensive and security forces in Iraq ready to handle this task.
We continue to wait once again for the controversial ministers to be seated. Too bad the security minister now is also once again being disputed. This now includes the Defense and Security ministers – 2 of the key ministerial positions. I am told there is very good possibility this could happen in next week’s sessions in parliament along with possibly the budget being voted on. I think the 2014 budget if being held hostage until these ministers are seated.
Let us also not lose sight of the 27 demands as part of their Unity Plan (unification of the three major secs) now in progress. Many of these economic demands have a 1 month implementation timeline so we could see much progress by mid October in this area.
Then when can we expect the RV?
All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed and seated.
I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the country of Iraq and its government is stable, non-sectarian and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed.
I hope now after reading my last two posts- that of today and of 9/16 that you are beginning to truly understand the concept of what is meant by enough “stability”. I also hope you can now understand the difference between political, economic and military stability and how these can all relate to an overall increased stability in Iraq and thus lead to the final goal we all watch for – the final rollout of their currency to the international community.
