Monday News Summaries and Commentaries
The news the past 24 to 48 hours has been fire-brand hot so to speak.....so much about reformatting the government....doing away with key positions which include the three VP's and three Deputy PM's and a host of other high level positions.....
The elimination of some ministries or combining of ministries to stream line some operations.....
PM Abadi is definitely being courageous and bold all at once, and he's not waiting long for what others might think of his actions....many in key positions of Parliament and with political blocs are verbalizing their agreement with his actions....
So any "vote" that might need to be forthcoming from Parliament over his actions seem to be a foregone conclusion that he will find the necessary support.
Corruption is being given a swift kick in the butt and security is being locked in for all practical purposes.....
Maliki tried to test the border and airport security and was caught at the Baghdad Airport as he tried to leave....wait he admitted he was only meeting President Masum.....guess his driver took a wrong turn as they left the Green Zone.....
Oh I could so easily go on and on about all the good that is coming from the actions that Abadi decreed over the weekend.

For anyone in the government who might be thought of as remotely tied to anything to do with corruption PM Abadi has brought the hammer down on their ability to travel....oh indeed their wings have been clipped.....
With no where to go, they now look for rocks to crawl under.....meanwhile Abadi sees through any attempt at transparency by these individuals who try to profess any level of allegiance towards Iraq and its citizens.....
He has their number and knows their whereabouts.....security is well in hand.....corruption is about to become a thing of the past.

This is the pot calling the kettle black....Maliki wanting to punish the corrupt and looters.....well get up to the head of the line then M......let the punishment begin with you.....escape to Iran.....not likely....not in this lifetime.....PM Abadi has a list better than Santa Claus' list.....he's checked it multiple times and he is ready to identify those who are oh so corrupt....as well as those who have been the naughtiest of the naughty....and the alphabet starts with the letter M it would seem.
President calls for "investigation" in all files of corruption "without exception"
President Masum is calling for the full and complete investigation of anyone who has their name listed in a file that is marked "C".....for corruption.....at the same time he is in agreement with efforts stemming from PM Abadi to streamline the government eliminating a number of high level positions, their salaries, their expensive security groups and vehicles....turning these funds back to the government to help take care of the current deficit.....remember that fateful question from Abadi.....'where did you get this?"........oh it is going to haunt a good many I do believe.
Dear Abadi .. Do it do not be afraid
Do it and don't be afraid......just do it....they will understand....the citizens will recognize you as one of them and will cheer and celebrate instead of demonstrate against your government....take the steps that you can legally do within the Constitution and be strong....then be stronger....they understand......the BEST is yet to come.....the citizens truly do find your honesty refreshing and they want to see more from you....so do not be afraid....instead lead with honor and dignity.
Parliament urges the government to expedite sending anti-money laundering law
The memory slips with age.....I thought the COM had already sent the anti-money laundering law to Parliament.....who has it and what have they been doing with it....so the Legal Committee in Parliament is saying....get us the law and we can have it read twice within 48 hours and ready for a vote.....can anything truly move that fast in Iraq....save for a camel with diarrhea....ok ok....TMI.
Sadoun: Abadi can request the assistance of the United Nations to take action against "corrupt"
One Kurd MP is of of the belief that PM Abadi has the ability to ask the UN for help in getting "corrupt" funds returned to the state...at this point I am sure the people of Iraq would not care who helps find those funds or how they are returned to Iraq....just bring them home.....and we see that question again...."where did you get this?"......don't have that question being asked of you.....the results are not likely to be positive for you.
Abadi confirms that there are other packages of reforms at the same level
Get ready citizens of Iraq.....there are more reforms being worked at this moment....more reforms than just the sacking of certain government officials who may have been caught in the corruption roundup....reforms that will bring an end to terrorist threats.....reforms that will ensure more jobs and improvements in living conditions.....watch for these efforts at the same time the government is undergoing its huge reform as well.

If you can bring real proof.....verifiable proof of corruption within the CBI.....bring it and it will get addressed.....no one....no office is above reproach in this roundup of corrupt officials.....just have the proof that will bring about convictions.
"Reference" I phoned Abadi Friday morning ... and reforms on 3 stages
After talking to the religious cleric in Najaf, it appears that PM Abadi felt strong enough to put a paper together that can be presented to Parliament on Tuesday for a vote of his proposal of government reform.....a three stage process....the first stage is set to cancel the government bodies that Abadi has identified already....those include the three VP's and three Deputy PM's.....as well as a host of other positions that will net the government back some 40 billion IQD....
The second stage will see the integration of a number of ministries....and the third stage will see the cancellation of a number of independent bodies and positions.....
What I have to wonder is the real support come time to vote on Tuesday....especially where it might be suspected that cuts may or will occur within certain areas of Parliament.....will those who may be cut be allowed to vote....their vote I am sure will not be supportive to Abadi if they know or suspect their job might be on the line.
Bolani: Central Bank initiative will provide thousands of homes and jobs if employed correctly
The head of the Economic and Investment Commission says that the CBI's initiative in supporting specialized banks will be formative in supporting several other Iraqi sectors, creating thousands of jobs and homes if it is employed properly...no funny stuff that will see funds bled off to other unrelated areas and leave these families high and dry with crushed hopes of recovery....this is a highly sensitive issue of loans for a select group of industry sectors within Iraq....it needs to get moving in a hurry and be pushed by the right people who can be trusted to keep this action flowing in the right direction....in other words....someone who is not corrupt.
Mr. Adel Abdul Mahdi, proposes to change the consideration of the budget and use it to bring about reform
Now is the time to be thinking outside the box.....Oil Minister Mahdi is suggesting the Iraqis make changes to the budget and use it to create reform.....require the government to handle the operating budget and then reassign the bulk of investment projects to the private sector.....
That would sure make the private sector feel useful and also put some pressure on them to perform.....his idea is to stimulate growth throughout the country, not to just focus on oil and gas revenues as their source of income.....but instead putting other sectors in a position to make a difference depending on how they respectively perform.....time to fish or cut bait maybe.
Whatever they do they need to focus strongly on local supplies and work force and stop seeking to import either....the state needs to play its role in keeping efforts moving rather than trying to shut them down and snarl things up with red tape and corruption...this comes at an opportune time when corruption is being clamped down by an iron fist....again thinking outside the box....will be interesting to see where this might lead if it picks up any support and steam.
Jubouri: good government reforms package but not sufficient, the parliament has another package
On the one hand the Speaker of Parliament applauds PM Abadi for his list of reforms....but then says those aren't enough....we as Parliament have a different package that we would like to have considered....now this could....IMO....throw a wrench in any vote or agreement of quick consensus on Tuesday if this second "package" is allowed to be considered....how receptive would Abadi be of this effort from Parliament.....
I would be surprised if he is supportive if their package is significantly different than his.....after all he is the leader here and the mastermind of what is about to transpire....would he be willing to pass off the credit to Parliament.....I doubt it.....but......could they have secretly transpired a different package and have this ready to vote upon on Tuesday....one that still retains Abadi's name as author....most likely yes they could.
Parliamentary Legal: Congress has no right infallible and Abadi return to parliament after the cancellation of office
There is quite a bit packed into this one article....but one key thing if I'm reading it right says that PM Abadi did right in his move to cancel these major positions immediately....for it eliminates the possibility for any of them, Maliki in particular to return to Parliament as a deputy.....had they resigned on their own, they might still have that option....if this is correct, Abadi is a cool cucumber and thinks well on his feet.....good for him for shutting this door.

Trimming the tree.....removing low hanging fruit.....cutting the fat....call it what you will.....such an effort to eliminate up to 50% of the government deputies has to tell you there has been a significant growth of unnecessary positions in 10-12 short years of this new Iraqi government since the reforming of the government after the fall of Saddam.....more savings to the state if this comes about....many of these individuals I suspect will find jobs waiting for them at the province or local levels that will provide them more power than they likely wield at this time.....this will no doubt be an interesting week for Iraq.

Music to an economists ears...."significant financial abundance".....it does have a nice ring to it doesn't it....watch for more in this area over the next days and week I think.
Abadi plans to launch other reforms package
PM Abadi has a plan....but even beyond that he has a play book that includes some of his best work yet....this book includes plays for administrative reform......financial reform.....economic reform.....a renewed focus upon industrial services.....and finally a refocused effort regarding the fight against corruption.....these all seem to have some inter-related integration which to me is vitally important for the success of what Abadi is in the process of laying out for all of Iraq and the world to see.

It would seem the Integrity Commission is ready to push the button on at least 13 named in bank money laundering activities....these 13 include some bank executives down to some bank customers.....corruption at all levels it would seem.
Parliament decides to make a public vote on the reforms and broadcast live session
Time for some real Parliament transparency.....opening up its session tomorrow with a public vote on PM Abadi's reforms and a live broadcasting of the session.
Mahmoud Hassan: There is no immunity to the Prime Minister, his deputies and all ministers
No immunity for the PM or the COM.....how interesting that thought is.....immunity for Parliament....but not the higher body.....wonder how this will play out and who will have the final say here.....not that PM Abadi has anything to hide....just get the interpretation right.

First noise of Maliki getting a total sack package.....loss of VP....and now perhaps a loss as leader of his party....is that really a surprise to anyone....his popularity is waning even with his own supporters.

Some may rightfully believe that it is now time to go along with PM Abadi's ideas and plans.....to do otherwise would be akin to shooting yourself in the foot.....not a good move.

If your Parliament seat has dust in it....then it is time for you to go....if you can't represent the people properly by showing up to meetings on a consistent basis...why should you even be here.....this is not a time to be absent.

Please let this law see the light of day.....you have made a number of amendments to it....taken away much red tape and focused on how to eliminate corruption that has been rampant in the past....now move this along and let it be put to a vote in Parliament....enough is enough.....give the citizens what will make them happen.....let them see work restarting because investors are choosing to return to Iraq confident of winning project bids and not having to fight red tape and old corrupt ways of doing work.
Allawi: ready my resignation four months ago and a paper reform unconstitutional
Here we see Allawi and Araji attempting to indicate their resignations were done prior to PM Abadi announcing the elimination of key government positions.....this battle will not end lightly, nor in the next day or so is my prediction....some of these individuals will fight back against Abadi....though they will try to make it appear they are going along in support to appease the people of Iraq.....just the beginning of skirmishes against Abadi and his reforms.
Parliament present a paper reform of 16 points, and most notably the dismissal Fahdawi Shammari and deputies absent
Speaker of Parliament has received PM Abadi's paper that contained 15 points of reform and has added a 16th point to the document and has asked for the removal of the Ministers of Electricity and also Water Resources....as well as any MP's who have been absent more than a third of the time without excuse (long time in coming).....the issues regarding dual citizenship and its overbearing issues is also to be addressed.....most of the points of this document come with rather short fuses....short dates of completion.....this will be a vitally important session of Parliament tomorrow...perhaps the most important session they have yet to convene upon.

Maliki and his 8 year reign as PM are being quickly tied to corruption at all levels and demands for thorough investigations and charges where appropriate are being sought......no want to be in his shoes at this time.
Under the auspices of Iraqi lawyers .. Federal Court issued a decision to arrest al-Maliki, right!
Maliki......arrest warrant.....Federal Court......make it so #1....warp speed.....and all those in his government tied to corruption.....there isn't a court in the land big enough to hold all who would be named.....let's try them under a large oak tree with an appropriately stout branch standing by for swift punishment of those decided to be guilty.

PM Abadi understands the demands of the citizens and is doing all he can to reduce the amount of the budget deficit....first through the reduction of significant government positions and all the trimmings that typically have been a part of those positions in the past.....that adds chunk of change back into the budget tills...then don't forget those other reform options that he has talked about already yesterday....more to come.
Zebari: any delay the reform process will reflect negatively on the credibility of Iraq in front of the international financial institutions
Don't let too many see your cards that you still hold.....Finance Minister though admits that any delays in this new reform process could have detrimental effects on international financial institutions that have an ability to provide strength to Iraq in the form of credit ratings....remember there are still two that have not provided their ratings as yet.....keep that poker face though at least until after the Parliament meets tomorrow....don't let any weaknesses be shown through any cracks.

Good poker strategy on PM Abadi's part.....hold your hand close until the opponent has bid their last time.....wait on meeting until well after Parliament has had their chance to get things right....and pray they do in short order...this needs to happen quickly to keep the momentum flowing in the right direction for Abadi....pray it does.
