Monday News Summaries and Commentaries
Well from first glance it would appear that the Iraqi gnomes that seemed to come out of the woodwork over the weekend have rescinded back into whatever deep dark recesses they came from.....the news today has taken back on an air of believeableness that was missing for much of the weekend.
Mutlaq exposed to stroke and transferred by private jet to London
Prayers go with this man to London to bring back a healthy heart so he may be able to complete the investigation into the allegations against him and then stand trial if he is believed guilty of the wrong-doing that stands before him.
Finance Committee: All blocs agreed on the draft budget and we shall table bill to parliament in the next session
It would appear the Finance Committee within Parliament is giving its thumbs up to the 2015 budget all the while continuing to look for other sources than oil to help fund the budget....as it stands now the budget is to appear on the agenda for the Parliament session this coming Wednesday, January 7.....this is to be the second reading.
Parliamentary Services: Iraq has about $ 100 billion as a reserve, must withdraw part of it to deal with the crisis
Can you imagine owning maybe $100 billion dollars and not being able to lay your hands on it....some of it you may not even be aware of where it is banked.....supposedly this is roughly the amount thought to be held in US banks from past Iraqi regimes and years....so Committee Services is asking the government to get some of these funds released to deal with the current currency crisis and to stave off the budget deficit....meanwhile the Iraqi Finance Committee is searching for other ways to address the deficit....from taxation, to renewed efforts in other industries, to encouraging new investors...the search goes on.
Economist calls for wealthy families to lend to the state to meet the budget deficit
The age old picture of robbing from the rich to meet the government shortfalls.....who got the government in trouble to start with....corrupt leadership....corrupt politicians....why not hold them accountable....go after the billions that they took and smuggled out of the country.....that is where the real problem originated from in the first place.....if rich families were seen to benefit from these corrupt measures then by all means go after them too....but leave the ones alone that have built their wealth legally.....stay focused on punishment of the corrupt ones.
The government intends to implement projects on credit and borrowing from the International Monetary Fund to bridge the budget deficit
Here we hear from the advisor to the PM again....Dr. Saleh....stating that the government is seeking to sell government bonds in an attempt to meet the budget deficit....this would be in addition to borrowing from the IMF.....but how can this be if Iraq still has outstanding loans from the IMF dating back to 2010.....he states also that Iraq is actively pursuing the continued efforts to raise their oil export capacity while they are not being required to operate under any constraints from OPEC at this time....
Dr. Saleh also states that the austerity issues faced today in the government are a direct impact of wasteful handling and spending of public money by the prior government.....he points to customs tariffs on imports coming into Iraq must be implemented all across Iraq including the Kurdistan or any such efforts will have little to no value.
The federal government plans to resolve the enactment of the oil and gas law
Currently a committee is working to review the oil and gas law draft and make suggestions for changes...meanwhile there are hopes this effort can be expedited....probably after the approval of the 2015 budget.....it should be second in importance in their minds today....in all fairness the government appears to be trying to ride a wave of positive air that has many within Parliament finding agreement rather than dissension that was wrought there in the past government.....strike while the iron is hot so to speak....
.I suspect the oil and gas law is waiting nervously in the wings.....watching the efforts of the budget....if it should pass I look for the oil and gas law to follow closely on its coattails....maybe not immediately....but very soon thereafter.
Former PM Maliki Wants to End Baghdad-Erbil Agreement
So 20 Shiite or Shiite sympathetic MP's are standing up on Maliki's behalf and passing a petition around that would bring an end to the recently signed Baghdad/Kurdistan oil and gas agreement.....
Maliki will go to no end to see PM Abadi fail....even from his do-nothing position as VP of the Republic.....in making Abadi fail he believes it would open the doorway for him to simply walk back into the PM position.....enough said....will this petition get anywhere, I seriously doubt it....will this band of 20 gain steam....I doubt it....but what they have done is clearly identify themselves as Maliki sympathizers to all others in Parliament....probably not a good distinction to have hanging from your neck these days.
Member of the parliamentary integrity: Maliki Reward corrupt in his office rather than hold them accountable
At least one member of the Integrity Committee is saying that Maliki did in fact know of the corruption going on around him.....I've seen articles that would suggest he was as big a part of it as anyone else.....so why wouldn't he turn the other cheek to it....put his own hand out for a cut of it.....turn a blind eye to any attempt to prosecute....unless of course it would put blame on someone such as Dr. Shabs that would gain him access to billions....corrupt....for sure...it is amazing the different air of purpose that can be seen within such a group as the Integrity Committee today versus when Maliki ruled everything with an iron fist...."my way or the highway" sort of attitude.
Deputy: Baghdad and Erbil on the verge of understanding on oil and gas law
If Momma is happy....everyone is happy....in this case the Kurds.....if the Kurds are capable of bringing and end to past differences and assuring that all people of Iraq will see their share of law rendering profits from the export of oil....then all of Iraq should be in agreement with such efforts....keep an eye on these details as they continue to evolve.
Reconstruction looking with the company (Ki Card) to issue smart card to the staff of the ministry
Yet another ministry...in this case Construction and Housing is looking to the Ki Card to make payments to employees and to fund loans.....again in efforts to smooth out work flows and reduce bottle necks in making payroll....this is especially helpful for displaced citizens who are away from their natural homes.
Zebari announce the allocation of funds from the budget in 2015 for the implementation of Article 140
Finance Minister Zebari is talking about the inclusion of funds in the 2015 budget to implement Article 140....he states this money has been deposited within the budget by the General Secretariat of the COM without divulging any specific amounts at this time....this would be a strong positive step as things have never gotten this far in the past with regard to talks about resolution to Article 140 differences...largely at stake here are disputed areas between the Central government and Kurdistan....it would appear the government for the first time may be showing some signs of support towards the Kurds.
Supporters of Nuri al-Maliki can not disable the ratification of Iraq's budget
Those supporters of Maliki talked about earlier are now seen as just pesky flies it seems....swat them away and continue forth with the budgeting process, then the oil and gas law.....at least the Kurds believe their efforts to be quite ineffective at this point in time and the budget for 2015 will still be on target to be approved this month.
Member of the board for "direction Press:" the next few days will see the lifting of many of the concrete barriers and open the closed streets in Baghdad
It would appear that some of the barriers within the Green Zone may be coming down soon.....the Iraqis are claiming to have sensitive monitoring devices for explosives at the entrances to vital areas that can stop terrorists attempts before they get into sensitive areas....barriers could be lifted as early as next week and increased traffic seen to follow shortly.....the security of the area will also be handed over to the Ministry of Interior....this is all an effort supported by PM Abadi.
Brrrr in the -teens here this morning with wind chills in the -30's.....but guess what it has warmed up from temps over the weekend....let's keep moving forward and looking for Dr. S to speak....but remember he needs to be given a green light by PM Abadi....that is the first order of business in the coming days I think.
