AND, it takes money to make that work. AND, as you so nicely stated, it means they can go spend money - internationally :)

Janie > SLH 1812 sounds like it to me. You can't activate it unless the infrastructure is there. And gee.... what a surprise. You mean Iraq has been thinking ahead all this time? You mean they were smart enough to get all this stuff set up and in place before they revalued their currency? If anyone thinks that hasn't been happening, they're not following the investment and business activities in Iraq. :-)
Dr. Mark From a more practical approach (as I am not an IT individual) but the advent of advanced communications via phone/internet allow me to gain world-wide information, I can do all my banking/servicing business, stock management, communicate with peers, purchasing transactions and even do telemedicine all at the push of a button is just some of the values with this connectivity.
If Iraq is truly on the same page with regards to communication pathways and are open to buying and selling via the web and do all the things I use the internet for, then they truly have entered the 21st century electronically.
However, without a viable currency their "external" (outside of Iraq) transactions will be extremely limited and therefore the force/function of this internet growth and new opportunity would be somewhat of a waste from a global marketing/sales perspective.
Hence the emphasis by EXO on the impact of this announcement.... IMO

Tishknet Iraq picks Alepo to expand WiMAX services

Iraqi operator Tishknet has extended its Alepo policy, charging and CRM system to provide support for its existing WiMAX services, in addition to its forthcoming LTE network. The announcement follows an agreement signed earlier this year between Tishknet and Alepo for a complete LTE core network.
Fulfilling customer needs and expectations is the key to Tishknet's success in Iraqi Kurdistan. For Tishknet's 4G network, Alepo will provide a complete 'LTE in a Box' system, which features its Policy and Charging Control (PCRF and OCS) and Alepo Service Enabler (CRM, BSS / OSS).
Through this project expansion, Tishknet has implemented a single core network and IT system for both WiMAX and LTE services, significantly reducing capital and operational expenses related to its evolving 4G portfolio.
This convergent system affords Tishknet immediate upgrades in capacity and performance on its WiMAX network while also laying the foundation for its LTE launch. This will enable Tishknet to make a more gradual transition from WiMAX to LTE or alternatively, to support both technologies concurrently or across different markets.
