THERE IS AN ABUNDANCE OF GREAT NEWS THIS MORNING ...
1. ABADI IS ON A MISSION .. He is speeding up the processing of imported goods for "investment purposes", and the placing of taxes and tariffs on them. Today he gave each competent minister authority to sign off on such imports. This is a clear sign that he is serious about getting international businesses into Iraq to kick-start the economy. This was approved at the Council of Ministers meeting today:
Exerpt from: "Text of the 16th Session of the Cabinet Decisions (All of Iraq, 04/21/2015)" (link below)
" .. approve the amendment to paragraph (7) of Cabinet Resolution No. (223) for the year 2013 to become the following formula: ((insert imported materials for the benefit of the investment projects under books signed by the competent minister or authorized agents ministry to the border port and a copy to the Ministry of Finance of the General Authority for taxes, and the General Authority for Customs, and confirm Health released through the fastest way possible (the Internet)

2. TODAY, ABADI TOOK CONTROL OF EXPEDITING THE ECONOMIC AND MONETARY REFORM (PLUS ELECTRICITY)
In addition to expediting the processing of goods, tariffs, and taxes, Abadi decided to take the helm of leading the teams responsible for economic reform. As of this morning, he is now the head of a committee to focus on expedinting INVESTMENT, which includes the following people: ALL OF THE INVESTMENT AUTHORITY (aka, economic reform), THE CENTRAL BANK (aka, monetary reform), AND EXPERTS FROM THE MINISTRY OF ELECTRICITY (aka, the #1 project on the infrastructure to-do list).
Council of Ministers constituted a committee headed by Abadi to put investment plans
develop strategies and mechanisms for investment.
A statement to the Office of Abadi stated for "Twilight News" that the Council decided at its 16th this year to form a committee of cell crisis and add to it all of the Investment Authority and the Central Bank and the experts and the Ministry of Electricity, headed by the Prime Minister.
He added that the Commission will develop strategies and mechanisms for investment and referred to in Article 16 of the general budget of the Federal Republic of Iraq for fiscal year 2015. :
3. PARLIAMENT IS DONE WITH THE AMMENDMENTS TO THE INVESTMENT LAW AND IS READY TO TAKE IT TO VOTE
Conscious / parliamentary investment announce the completion of the discussion of the Investment Law and its amendments
Conscious / Baghdad / MA
Committee on Economy and Investment parliamentary announced Tuesday, to discuss the completion of Investment Act, as amended.
The committee member said Burhan Almamori in a statement received ( agency, media / INA ) copy of it on "The committee has completed the debate and amendment of the Investment Act, as amended, and are waiting for a vote in the upcoming parliamentary sessions."
He stressed "the need to vote on this law because of its economic returns that would promote the economic reality in Iraq, which provides the opportunity for investors from entering Iraq and revive the economy at this critical stage."
He said the "qualifications and basic factors ripe for investors, including the security side, the labor and economic resources available and hands waiting for investment."
The House of Representatives discussed in its meeting on Monday, the second reading of the draft second amendment to the Law of Investment Law No. (13) for the year 2006
R&R: SO THERE YOU HAVE IT FOLKS .... at face value, IMO, it appears to me that the Investment laws could be sent to vote at any time, Abadi is spearheading and bridging the gap between economic and monetary reform with incredible urgency, and he has today approved expediting of the import of goods for investment, giving authority to the Ministries to send documentation to the Authorities for Taxes and Customs. Seems like somebody's in a hurry, doesn't it???
tman23 Those who may recall my explanation of the function of the ESF (exchange stabilization fund) inside the UST...they are the architects that make economies work regarding exchange rates...
Jack Lew commenting on exchange rates and warning countries of manipulating their currencies... Point being...Iraq meets IMF in Jordan... 2 weeks later Iraq meets IMF in Kuwait with the appearance of Shabibi... Week later Iraq meets with IMF in Washington and meetings take place with the UST...
This was not about 5 billion in BONDS as a loan...And certainly not about F16 airplanes!! (and making payments)...
And you don't sit at the table in these meetings unless you have a HCL that companies can work under AND a HCL that gives you the right to claim all oil belongs to Iraq thus giving you the right to make a deal using it as collateral.
Appaloosa: FOR THOSE OF YOU STRUGGLING - I REPOST MY COMMENT ---->>>> the money Iraq needs is no different than the money the US needed when Katrina wiped out New Orleans. Countries borrow money from each other ALL THE TIME. It's politics. Iraq is going country to country seeking to borrow money. All countries are say SURE - we'll loan you money....we know you are about to be a super wealthy country. Yep....we'll change you super interest on it. LOOK AT IT AS THE POSITIVE THAT IT IS
Steelers1: App-I understand the explanation of the loans and I cannot dispute it, however, the operational loans does actually make it less necessary for an immediate RV. JMO
Appaloosa: STEELERS - no......the operational load DO NOT HELP THE CITIZENS.......the RV is what will help change the lives of the citizens........ LET ME REPHRASE THAT - the operational loans will help those displaced citizens......the RV is what will help the citizens country wide........
Steelers1: App- I agree with you. It just hasn't appeared that the GOI/CBI has been overly concerned about the economic well being of their citizens up to this point. I am not disagreeing with anything you you are saying. It's just my observation. I could be wrong. I actually hope that I am.
Appaloosa: STEELERS - Historically speaking, you're correct. However, it's every one's hope that Abadi is different. That he cares for his citizens. We know that Shabibi is the one that needs to be convinced it's time to make it happen. So, we don't know what Abadi is being faced with in that attempt. Lets just hope that Abadi is on it and he'll make it happen as he has done from the day he was elected.
bluedog :THE QUESTION IS THAT THE CENTRAL GOVERNMENT HAS BEEN SHIPPING OIL ...... FOR SOMETIME MAYBE I HAVE MISSED IT BUT WHERE ARE THE FUNDS AND TOTALS.... I GUESS THEY ARE NOT BEING TOLD TO US ...............
BUT THE CENTRAL GOV WANTS TO KNOW EVERYTHING KURDISTAN DOES ............ SEEMS WE HAVE BEEN LED ASTRAY IN WHAT THEY HAVE REALLY ACHIEVED ........ HUH ......WE HAVE SEEN NUMBERS OF OIL OUTPUT BUT WHERE DID IT GO..... AND AT WHAT PRICE ......... AND WHERE IS THE BUCKS FOR THE YEARS OF SELLING OIL
AND WE SHOULD WONDER AT WHAT RATE PER BARREL... GUESS WE SHOULD JUST THINK IT WAS AT 30 ISH USD PER BARREL......
GUESS IM JUST LOST IN THE DARK AS A RESEARCHER ON THIS POINT.... CAN SOMEBODY PLEASE TELL HOW MUCH OIL HAS BEEN SHIPPED.... HONESTLY.... AND TO WHAT COUNTRIES AND AT WHAT RATE.... THANKS....... Bluedog
Frank26: Told all on CC last night :
"The IQD is not tradable currency right now. They pay right now (with a rate unknown to you) with oil, futures, bonds, etc. … because the Iraq banks cannot move money to USA banks right now until they are Article 8 compliant."
"How was the 30% of The Budget used at an unknown rate to us to accomplish that much and locked up the other 70% in a cave........ Do the same with the 70% NOW !!!"
tomsrunners : Didn't Frank say the IMF said "NO" to a loan? Seems someone is confused. But not sure who...
Frank26: Not i. Some of these studies must depend on YOUR logic Friend ........ Not JUST my sequence of words shared.............
To remove Your CONFUSION ............ Did You not see the articles last week where IMF said NO to any more loans?........... Of course You did.
NOW ......... REALIZE that seconds after Your Monday CC the IMF ........... Does a 360 on this subject......... Why?

Kuwaiti crude oil exceeds $58 a barrel - KPC
21 April 2015 08:19 AM Last update : 21 April 2015 08:19 AM
The price of Kuwaiti crude oil increased by 14 cents to $58.01 per barrel on Monday’s trades, compared to $57.87 on Friday, according to Kuwait Petroleum Corporation (KPC).
Brent crude settled at $63.45 a barrel, following the drop which exceeded $1.
The price of the American crude oil inched up 64 cents to $56.38 per barrel.
JJONESMX : Looks as if the IMF; SAID AN EMERGENCY YES... TO A (SDR)... LOAN... HMMMM .... Little longer For IRAQ to hold on? I just don't know. ... very vague about the amount of money from the SDR .... Thanks walkingstick for the news ..... *JJ*
Frank26: Dick and Jane saw SPOT run.
But You JJ are ........... SPOT ON.
IMF loans are like the USA BUDGET ......... ONLY enough for one month at a time.
Because there is an ....... EXPECTATION of not needing many more of them to get by before the RI/RV.
aggiedad77: A number of you are questioning what the IMF is doing today with Iraq, against what Frank said PM Abadi was told last week....Abadi was indeed told no to loans.....however Finance Minister Zebari went to the IMF regarding an emergency type of loan....I believe this is what is being granted....the emergency loan....and although they do not talk of the amount in today's articles.....the articles from last week were speaking in terms of $700 million dollars for this particular loan request. Time should tell us more on the issue.
Frank26: NOTE: ONLY enough for less than two weeks ........ The remainder of this month's worth.
boxman :I believe he said they said no to Abadi, but he also said that Dr S had asked for something...which was possibly this loan.. in one of the articles discussing this loan, Dr Shabbi was mention as one of the participants...IMHO
Frank26: FINALLY .......... FREAKEN GOOD NOTES FRIEND !!!!!!!!!!!!!!!!!!!!!!!
cleitus :The question now becomes, are the funds enough to keep Iraq "going" up to Ramadan or until after Ramadan!?
Frank26: Award winning question with the same value as an answer:
%$#@............ NO !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
jdtolle » April 21st, 2015, At peace with the moment
Frustration is caused by wanting to be where you are not, or to do what you are not doing, or to stop what you are already doing. Enjoy where you are and what you’re doing, and frustration is no more.
Of course it goes against your grain to enjoy something you’ve decided is not enjoyable. But it is not as hard as you might think.
Would you prefer to be frustrated, anxious and inefficient, or would you rather choose to enjoy the moment? Do you want your attitude to work against you, or would you like your attitude to work in your favor?
Can you find it within yourself to be at peace with the moment, with the situation, with the task at hand? Of course you can.
Let your choices, rather than habitual reactions, determine your state of mind. Let yourself be your best by letting go of the need to fight against whatever is going on.
Express your high standards not by getting frustrated, but by getting peacefully and purposefully busy. Be at peace with the moment, and enable yourself to live it at your best.
