Plans bill for vote on “special status” in rebel held parts in the east. He also says Russia pulling forces from eastern Ukraine., raising hopes for peace.
Russia denies having forces on Ukraine territory. Pres. Putin says Russia developing new range of conventional and nuclear weapons.
The West shouldn’t be surprised, given of recent moves by US and NATO. Russian assets under pressure as EU delays implementing new sanctions.
Fighting ISIS : Pres. Obama to outline plan to combat ISIS in Iraq and Syria in prime time speech. Pres. Obama authorizes drawdown of $25M in military funding to the new government in Iraq. Will also seek more money from Congress to defeat ISIS.
Pres. Obama told Congressional leaders he has authority to take action against ISIS. He said nation is stronger when White House and Congress work together.
Obama administration set to brief full House on ISIS plan on Thursday morning. Full Senate briefing moved to Thursday as well. Plan could include airstrikes in Syria. President may ask congress to approve arming moderate Syrian rebels opposed to Pres. Assad.
Pres. Obama called Saudi King Abdallah today, ahead of speech on ISIS to thank King Abdallah for hosting Secy Kerry and Arab leaders on their plans to counter ISIS threat.

Kerry also added threat from ISIS is a fight Iraq and the world must win. US and the world won’t stand by and let ISIS spread its evil. He added Saudi foreign minister asked new Iraqi PM to meeting in Jeddah.
He says Saudi re-engaging now that Abadi has formed inclusive government. Kerry also comments on whether US would work with Iran vs ISIS. US doesn’t coordinate or cooperate with Iran, no intention on doing so.
The message delivered is US will expand its airstrikes and offer intelligence along with logistics and training to combat ISIS.
New PM Abadi appeals to international community to help battling ISIS. He urges world “to act immediately” to stop the spread of this cancer.
