The US Embassy to Iraq is hosting a two day session on how to promote private investors to Iraq.....The US is committed to growth and development that will promote diversification and jobs for the citizens. The meeting is intended to give Iraqi's ideas on how to bring investors both domestic and foreign to the right places within Iraq to assist with infrastructure projects that will help Iraq continue to rebuild and grow.
legislation supports the investment law
Many Iraqi banks are limited in how they conduct their business, most performing only basic deposits and withdrawals.....not performing any other functions for the customers, such as commercial banking, loans, etc.....the Parliamentary Finance Committee has stated there are a series of measures adopted by the Commission to achieve economic reality through stability of the Iraqi currency against other currencies....the CBI has been working with public and private banks to increase their capital to further provide stability for them.
Association calls for private banks to wait to pull the licenses of the offending banks controls
The Association of private banks is calling on the CBI to delay pulling licenses of the five banks it had mentioned at the end of January that were not meeting their obligation of raising capital to sufficient levels dictated by the CBI.....the Association is claiming that if the CBI takes such action it will damage the banking system and the economy as well.....all well and good....but where do you draw the line...if these five banks are "almost there" with their capital....then maybe a small reprieve could be granted....but if they are obviously not even trying....then pull the plug.

Ok, here we have an attorney stating the obvious....is that even possible......that the Baghdad government and the Kurds are bound by the agreement that is in place where the Baghdad government will provide 17% of the state budget to the Kurds....that sounds so very simple doesn't it....but what happens when the state reneges on part of all of their own commitment then what recourse is left available to the province......that to me is the issue that the Kurds want resolved.....stop providing false promises of payment.....the OTHER thing that would help the agreement would be a census....and here we have noise of one being completed in 2015.....woooohooo.

There are political issues associated with conducting any national census at this point in time.....issues between the northern areas and the Kurds....what else is new.....as well as political views that create problems....there does not appear to be a solution in sight that would allow for a census to be taken in 2014....this is being addressed through the Ministry of Planning.
Foreign Affairs Committee of the U.S.: the actions of al-Maliki, fueling the growth of "regulatory and Daash Qaeda in Iraq
The US Foreign Affairs Committee heard from a member of the State Department who gave an opinion of Iraq and the militant ISIL group that is causing problems within Iraq at the moment, largely due to suicide bombers.....this State Department representative says that Maliki is too authoritative in his actions.....I personally think that he must act in an authoritative manner to deal with these terrorist factions.......this rhetoric from our State Department is simply voicing the pacifist beliefs of the current administration....IMO. If Maliki does not do all within his power to expel these terrorists they will overrun the country in no time....IMO.
Kurdistan, Iraq's central govt close to a deal over oil dispute: Genel
According to the President of Genel, a drilling company that has performed much work in the Kurdistan region....the Kurds and Baghdad have whittled down the list of concerns to three things......who is going to sell the Kurd oil...the Kurds or Baghdad....what bank account will the revenues be deposited into....and oil payments due the companies that have been operating in the Kurdistan. Baghdad has agreed to pay the Kurds 17% of revenues, based on the Iraqi constitution....each side then paying their own contractors, eliminating any discussion about the legality of the Kurd contracts in place. Baghdad uses SOMO their recognized oil company to handle most all exports.....the Kurds have their own export company, COMO that does the same thing....they are now talking about a joint venture involving members of both groups to handle exports. As for the bank account issues....Baghdad wants revenues to go into the DFI account, not some Turkish account designated by the Kurds. The last issue is how are companies that have been operating in Kurdistan going to be paid for past efforts....these payments have not been forthcoming from Baghdad that amount to about 50 million barrels worth of oil money.....they need to be paid for their efforts.....Baghdad...step up to the plate here.....there is anticipated a deal between the Kurds and Baghdad in the coming days before the Parliament meets on Tuesday.

Economic expert stressing the need for oil revenues to finance projects within the oil sector as well as agriculture and trade....that would lead to reduced unemployment and reduced poverty rates. The normal Iraqi citizen is currently not reaping any direct benefits from the oil revenues....this economist is calling for the private sector to put Iraqis back to work within the agriculture industry as well as in the oil industry. There are many economic hardships that are being experienced throughout Iraq that better use of oil revenues could greatly help.
Maliki exert considerable pressure against the judiciary for personal gain or partisan
Maliki spoke before a crown at the opening of the new building for the judiciary.....stressing the constitution mentions the separation of the three powers.....but yet they converge in a tent to form an independent state to foster cooperation in building the country....the judiciary is under great stress to perform their work.....Maliki is also under much stress and so is the Parliament....so what else is new....not sure where there was anything being said for personal gain or partisanship here....maybe you had to be there.
Kurdistan Alliance: our opposition to the budget is not about the rights of the province only
Here we have a MP from the Kurdistan that is speaking out on what they perceive to be failures of the budget system, stating they are out for the good of everyone not just the Kurds.....since when have the Kurds been looking out for anyone but themselves....I believe this individual needs to be in touch with the committee that is talking to Baghdad about oil issues as those seem to be mostly ironed out.....to come out and blatantly state they will not approve the budget in its current state is blind misleading opinions of this person.....that is the purpose of the first and second readings of the budget.....to get the issues on the table and talk about them....stop crying before the milk has even been spilled.....get to the table and do the work you are getting paid to do....be a leader, not a whiner.

This article spends about half its time whining about the Kurds and the issues they are having with the Baghdad government...they do not talk of the ongoing discussion between the two or the fact that they seem close to a deal...probably late this week or early next week.....they keep pounding on the fact that the Parliament didn't get the budget until late in January....that is water under the bridge....get over it.....if you want to jump on someone.....lower the hammer on Speaker of the Parliament Najafi who put everyone on hold for over a week, while he takes a trip out of the country....that was just plain stupid in anyone's book....he has caused much of the delay in going forward with the budget....not Maliki...not the COM.....I would think they should be looking for a new speaker....one that understands time frames and getting work done.....not one that leaves the Parliament hanging at inopportune times.

I read this article and I simply shake my head in silent sadness.....we....the United States gave up lives...many of them for this country....in a war that many did not like, but yet a war that Congress approved....an effort that saw good things finally happening with Iraq before we pulled out and let the door slam shut on our own butts.....now all we can come up with is "why don't we let them all kill each other".......this is sad.....what happened to helping our allies....to standing shoulder to shoulder with them in their own crisis....that is not the way of today...instead we would prefer to see them fall and fail....because instead we are attempting to befriend terrorist nations like Iran.....instead we demand an ally to give concession after concession to an enemy state....for nothing in return. This article comes from the Chairman of the Foreign Affairs Committee who is merely parroting the words of the Sec of State underling that reported to the committee yesterday.....these harsh words are uncalled for IMO.....they do not paint the whole Iraqi picture....far from it.

Iraq has great potential.....MASSIVE POTENTIAL....at least the Brits see it......other countries, companies, diplomats see it.....they need support from the world to combat the violence and infiltration that is ongoing from al Qaeda backed militant groups....this is a fight that must be turned....and Iraq is doing the best they can on their own.....they are slowly turning the tide in their favor....contrary to what some US politicians seem to want to believe.....they are finding friends elsewhere that will have their back when times get tough....the Brits are more than ready to step in and help with trade issues today knowing full well what to expect when the good times come to Iraq.
A series of car bombs hit Baghdad, leaving dozens of innocent victims
I don't normally like to include these articles of such obvious violence that is going on in Iraq....they are pretty self-explanatory....this one tho points to 6 separate car bombings that have occurred in Baghdad today.....six.....that is incredible....these terrorists must be brought to justice.....I know the form of justice that the Iraqi's believe in for them....swift trials and hangings....these events will hopefully lessen in coming days....I know that Maliki promised just yesterday that the fighting in Fallujah would be over with in a matter of days.....I pray that he is as confident with the terrorist attacks that seem to be mounting on Baghdad now.

The federal government has reduced the of the provinces by 15% to help control the fiscal deficit found in the 2014 budget. This will include operating budgets of the provinces by about 10% but will not affect the petrodollars at all. They talk about Basra specifically in that they will not see much of a change in their budget due to the petrodollar....I'm thinking the oil producing provinces will not like the sound of this....because they probably had the petrodollar money ear-marked for other use, not for replacing what the feds are pulling out of their budgets.

No doubt Iraq sits upon a number of resources that can provide good times ahead if they can manage to shake the issues with today's violence....and work through the legislative issues that face their economy. There are safe places within Iraq to invest at this time....but many people on the outside looking in see and focus on what the media feeds them.....violence day after day and they translate this into risk....high risk.....so they wait to move in.....if Iraq expects to bring in these investors with their capital and experienced people....they need to be able to assure them of safety, both from violence and for their investments.
What Went Wrong with the American-Kurdish Relationship?
The Kurds they are a proud people....proud of their heritage....proud of how they befriended the US years ago and how the US accepted them as friends...as an ally. Sure they can be stubborn and want things their way.....but they have been pushed around by an Iraqi government that has been anything but cordial to them.....and I will say the blame is not all solely on Baghdad...the Kurds carry some of the guilt themselves.....but how the US has been treating the Kurds....especially the last few years is not good when they are considered to be friends...allies of the US. They are added to a growing list of allies who seem to have had their wings clipped where once there was great support....now there is practically none. It seems that every move the Kurds make is denounced in some way by someone in the current US administration or Congress. They want to exist with their neighbors and be given credit for what they have done for Iraq, not looked upon as some second class group that no one wants to be associated with.
Reduce the allocations of the Ministry of Oil at $ 3 trillion dinars to arm the army
No one likes for Big Brother to step in and say, "We are cutting your budget"....but that has happened to the Ministry of Oil to the tune of 3 trillion dinar.....and that same money will be moved into the Ministry of Security to help fund the army and police. No budget is ever perfect....you make it as accurate as you can....with some "fudge" built in that will cover if things don't materialize as planned.....in this case they hinge much of what they will do in 2014 on $90/barrel oil....and a production rate of 3.4 million barrels of oil per day.....stretch goal for sure.....doable...you betcha if they can get most of the violence under control....and sustain peace for a while.
Western sources confirm the existence of a deal to 6 billion between the government and the elders of Anbar
The government of Iraq has provided 6 billion dinar to the province of Anbar to be distributed to the tribal leaders that have been helping to push the ISIL out of the cities of Ramadi and Fallujah.....basically each tribal leader will receive around 100 million dinar each for their support....this should help in the upcoming raid that will be conducted on Fallujah.

As I suspected earlier today.....provinces are not taking the 15% budget cuts and 10% cuts to operating budgets lightly.....especially when they are being told they have the petrodollars to make up for the cuts....never a good thing coming from up on top.....but it is what it is....they will have to learn to live with it. The real issue is the anticipation of not receiving the budget until mid-year which will seriously curtail projects that are planned for 2014. Iraq is still in a process of evolution when it comes to budget processes....they would do well to invest in a professional that could help them develop a timely budget and I highlight the word "timely"......they have grand ideas each year but cannot make them happen due to delays in the process or money being cut each each year.....no one and I mean NO ONE pushes a budget out and doesn't expect that it will be cut....to what degree no one knows and it depends on current events at the time of approval....the forward looking ability of the process and what can be seen as positive and negative on the short term map ahead. Iraq is not alone in this process every country goes through this....every company of any size goes through this....some have just gotten beter at it than others.

It totally amazes me the difference in opinions of what is actually going on in Iraq......I am one who will not put much faith in what a single person says about conditions in Iraq.....especially when I haven't seen evidence to the fact that this individual has spent any time in Iraq assessing the real issues that are ongoing......Iraqi news paints a very different story than what was given to the Foreign Relations Committee of Congress...shaking my head.....Maliki is far from perfect....but this article seems to point to a fear the Daash terrorists pose a greater threat to the US than they do to Iraq....how can this person make a statement that says these terrorists do not pose a threat to Iraq or Syria....but instead pose a problem for the US.......he goes on to say "Washington wants a strategic relationship with Baghdad military"....really.....how is that working for you.......sure we can supply them with missiles and other hardware....at some point.....why haven't we been doing that already....why let this situation get to the point where it is at today....forcing Iraq to seek help elsewhere....and now we act "concerned" that Iraq went to Russia for help....they stand at wits end.....looking for an ally that can offer the help the quickest....go figure.

The people are starting to organize to demonstrate against the actions of Parliament this week that saw the passing of the Retirement Law....that included benefits for members of government that were believed to be exempted last fall by the courts from receiving a pension....they are currently planning peaceful demonstrations.....to make government realize they are not happy with this outcome and expect changes to be forthcoming.

Some members of Parliament are expecting to vote on the budget Tuesday but I do not believe that to be possible at all....they haven't even had the first reading yet.....don't put the cart before the horse.....unreal expectations will only bring about more strife than they already have....and they don't need more. This article states that that the Kurd share of the budget is now down to 9.9% of the total budget....that is down from 17%....doubt that will be taken well by the Kurds.....I'll just be happy if there is a quorum on Tuesday to have a reading of the budget....then the discussions can honestly move forward.

Allawi the leader of the Iraqi List is calling for an urgent national conference in Najaf, Anbar to bring resolution to the issues that Anbar is currently facing. It is difficult to determine who is in favor of the military's involvement with the Sunni tribesmen in fighting the terrorists.....there have appeared to be good efforts between the two in re-taking Ramadi....and they are poised and waiting for orders to do the same with Fallujah.....the governor of Anbar announced good results of the military working with tribesmen over the past few days.

Can the Kurds average 400,000 barrels of oil a day going into Turkey....that is a big question....last year there were 53 sabotage attacks on the pipelines out of the Kurdish region.....these pipelines have to be protected if they expect to maintain anything near 400,000 barrels a day.....IED's exploding on the pipeline can cause them to be down for several days at a time....no exports mean loss of money.....if the Kurds can truly reach an agreement with Baghdad and open the valves to flow oil big time....it will be interesting to see what they are capable of....it would also help to get contractors paid so they have some initiative to drill faster and bring wells online quicker.

Russia is bringing another field on board to be exported.....starting out at 15,000 barrels a day....growing to 170,000 barrels by 2017....big advancement.

Flights are increasing to more than 30 per day.....passengers are at the 5,000 per day level...this airport is doing well and attracting big business too as airlines grow to trust them....they have expanded facilities and handle baggage in a better fashion these days.

Maliki has committed to implementing UNSC Resolution 1325 on behalf of bringing equality to women in the workforce equal to that of men....this should prove to be an interesting venture for the Iraqi's.....is this something that M can make happen before the elections...or at least get it started....to garner votes from the female population of voters.

Really impressive numbers for 2013 construction and projects.....better than 97% for financial projects completed in 2013...and 87% completion of construction projects in all the combined provinces....yes very impressive.....these include residential housing units....residential complexes, assuming apartment level living....schools, mosques, and hospitals.....more proactive work going on that we hear little about in Iraq.

More detail on the actions taken by the CBI today with the Warka Bank....good news it is that they are lifting the guardianship with the bank....believing that the bank has been improving business and financial dealings within Iraq....this has solicited comments from Dr. Mohammed Saleh again.....this is another positive indicator for them as well.
Korean Gas Company is considering selling 49% of the gaseous Akkas in Anbar
South Korean company is considering to sell 49% of its holdings in the largest gas field in Iraq....it happens to be in the Anbar province....security must be a significant problem I would guess.....this field has reserves of gas calculated to be at 5.6 trillion cubic feet.
Washington plans to send experts to Iraq to protect oil facilities
An agreement has been reached between the US and Iraq to bring in experts to help in protection of their oil facilities....Maliki was quick to report publicly that this does not mean there will be US troops here and there will be no foreign forces guarding Iraqi equipment......sooooo....that sort of...kind of....leaves one wondering just what these experts will be doing...maybe as advisors or trainers to get Iraqi personnel up to date with the rest of the world on how to protect themselves against terrorist activity and natural disasters.

Distribution of electronic cards in Baghdad on February 21
Baghdad will be a busy place with regard to voter e-cards on Feb 21......I envision long lines and people getting discouraged.....makes you wonder how well the election day process will go.....cards are currently being handed out in various places....I guess as a citizen you must have received some notice as to where to go to get your specific card. As a side note, 69 candidates for the ballots in April have been disqualified due to closer scrutiny of the candidates revealed that some were criminals.....makes one wonder.....do they do anything to go after these folks.....guess they could be for crimes in the past.
