United Nations: 32 recommendations for Maliki's Government, including full respect of the right of individuals to peaceful demonstration and freedom of expression
I believe we see two articles this morning stemming from UNAMI recommendations for Iraq....this is a biannual report update that covers the first half of 2013. Out of 135 recommendations Iraq has fully implemented 33 of them, with 99 under partial implementation, and they have 3 that are pending.
These recommendations largely have to do with human rights, the Iraqi court systems insuring people can take advantage of fair trials and will not be detained for excessive lengths of time without due process. IMO....I don't see this list as being a hold up for the RI/RV.....going forward.

This article talks of an ongoing framework between the UN and Iraq that will continue to foster improvements and growth within Iraq with assistance from the UNAMI.
Areas that this will cover include: an extended framework window (2015-2019) focusing on strategic projects in this time frame that will help build a stronger Iraq towards development within the country as well as with international customers; an ongoing partnership between the UN and the Ministry of Planning looking forward to the 2015-2019 timeframe; work with the Ministry of Water Resources, focusing on reconstruction practices; and lastly work in the area of social cohesion, justice, and equity.
Shahristani to visit Erbil to complete talks Kurdish oil exports and the budget
I am wondering if we will truly see this trip take place, or will the Kurds meet with S in Baghdad. From the sound of things they are close to an understanding....from what I have read, they are only bickering about the petrodollar issue now....and according to Maliki that isn't an issue, the $5/barrel has never changed....though the wording of the budget would say otherwise....let's hope this gets resolved soon.

The Foreign Minister Zebari from Iraq will be participating in the Geneva Conference in an attempt to bring Syrian parties together to find a consensus through political settlement of the ongoing Syrian crisis that is into its 3rd year.
Maliki: reassure the provinces that their right to a saved five dollars per barrel
Maliki reiterates to the Iraqi people the $5/barrel of oil remains intact....he also points out that discussion continue with the Kurds and a resolution should be occurring soon.....he briefly mentions the three new provinces and says....."they are constitutional and no one has the right to question".....guess he is heading off any contention from the Kurds....last he says that military operations will continue in Anbar until the last of al Qaeda are eliminated.

This is the article that I referred to up above about things being almost done with the Kurds....again what remains appears to be haggling over the petrodollar.....and Maliki seems to be saying that is a non-issue....the $5/barrel of oil has not been touched....maybe he needs to read the budget a bit more carefully.....oohh I know it was a typo.

It appears that the Kurds are balking at applying the Tariff Law to luxury items that may be entering their region of Iraq and Baghdad is up in arms about this....the law applies to "all" border crossings....the Ministry of Finance with the help of the help of the General Authority of Customs will help to implement police at these crossings.
Council discusses Baghdad not to change the share capital of the petro-dollar imports
Even the Baghdad Provincial Council is wading into the argument about petrodollars....add another to the growing list of concerned provinces....they are also expressing concern about the Federal government reducing the regional development budget by 15%.
