Quick update. Back in August they formed the new pay scale law. They needed to amend and draft new legislation for the pension, general retirement (public and private), new pay scale, social security, employee salaries laws. It all falls under the civil service law. This was completed and past on Dec 30, 2012. Now, all these laws are attached to the 2013 budget. This is why no matter what they need to approve the budget as soon as possible.
You also have some blocs that are demanding pay raises and want an amendment to the pay scale law. This wont happen till the budget is approved, they are just positioning themselves for the future. This is also why the 2012 budget needed to close, the new pay scale is a fresh start for 2013. It contains the new dinars and once the 2013 is approved by the presidency of the council and put for its final vote for implementation they will calculate the employees pay under the new pay scale law with whatever the new rate will be.
This happened once before when they issued the new dinars to the iraqis back in 2003-2004.

You see if they did'nt include any new laws for pension, pay scale, and so forth the 2013 budget would have been the same as the past budgets.

This is why you see so many articles saying the budget has to pass or else it would effect there economy and the iraqis. The 2013 budget has all the elements of an RV. This is it!
