as we watch them all being settled and for iraq even 5 or more years later they are moving at record speed now as they get close to the last day of december 2012 when they have to have so much ready and active for the new year and i guess we should start with some of what has been troubling many over the 25% of the oil profits that were to be distributed to the people before the end of the year,
that had been passed in the 2011 budget and was party to being a law but then again they haven't said they have the hcl passed yet have they? and the part of the hcl that they have been fighting over since 2005 is the profit sharing who gets what and how much,
so without passing the hcl 1st how can you distribute the hcl profits to the people?
so maliki filed a law suit with the gov, to disburse it in other areas, salaries and retirement money which caused a big rift, but he had to file a suit showing the law suit, if he didn't then he would have been breaking the law, 25% of oil profits to the people law, without the hcl again how can you pass out the parts of the hcl law that has kept the hcl from being passed,
