Interesting news day today, parliament made it's quorum without the Kurds and the Council of Ministers are clicking along too without the Kurd's Council Members.
Do not get this confused with a Maliki majority government though because the U. S. and Maliki confirmed that Maliki is trying his best to get there but he hasn't accomplished it as yet, according to several articles from both the U. S. and Maliki over the weekend.
He may just get there with his attempt to rule by majority but he is not there yet no matter who says he is.
There is a clear sign that Parliament has drafted a Convention of Agreement that needs passed so that Iraq and Kuwait can move forward after the lifting of Chapter VII, see my break down forum and the links that help back up my understanding of this.

JUST TO SUMMARIZE, Shabibi and the IMF have both said that all debts of Iraq must be paid or arrangements must be made before they change their Monetary Framework and I see this as the joint committee that parliament must approve to continue with both remaining funds ($13.5 billion) left owed and ongoing issues that will take more time to complete. Plus this last part about leaving the Iraqi funds alone help point to this as well, IMO.
