Parliamentary Finance is preparing to follow up the 2015 budget exchange
It seems the Finance Committee will be coordinating with the Commission on Economy and Investment, the Integrity Commission, the Integrity Committee, and the Board of Supreme Audit to follow the money so to speak in the 2015 budget to watch for waste of budget money and issues associated with corruption....they are wanting to put an end to what happened with the monies from previous years....nipping corruption in the bud.
Hakim: Abadi government is moving forward in achieving national reconciliation
Leader of the Islamic Supreme Council responds positively about PM Abadi's government pushing for a national reconciliation meeting in the coming days....even the German Ambassador spoke highly of the government's efforts in this direction.....it seems the Germans are keenly interested in assisting the Iraqis in their recovery efforts and their fight against DAASH.
Special / new draft oil and gas law entitles "Sumo" manage the export of oil exclusively
It seems that a friend of a friend of an MP is saying that the new draft oil and gas law will allow SUMO exclusive rights to manage all oil exported from Iraq.....well we shall see what is presented to Parliament in the coming days.....because of strong differences in the first two versions of the law from 2007 and 2011, the COM has been in the process of rewriting the law and will soon present this effort to Parliament....there is a rush on this law to get it passed at this time.
Special / Parliament is preparing to make amendments to the Constitution and put it to a referendum
A Parliamentary committee, a temporary one, is being established and led by Speaker Jubouri along with 18 others from Parliament to assess certain amendments to the Constitution.....these amendments total 20 at this time....they claim that some paragraphs written in 2005 no longer fit the current day situations....the next session of Parliament will vote on the formation of this committee.
Dry: Talabani in good health and communicate with senior leadership in the country
It is being reported that Talabani is in good health these days and communicates regularly with senior leadership in the country....he is looking forward to good things coming from the government on a variety of subjects.
A significant reduction in the price of the Iraqi dinar against the dollar after approving the budget
Since the adoption of the budget by Parliament on January 29th the price of the IQD against the dollar has fallen by 6% to 1234 as of February 8th....again the $75 million cap being placed on the auctions is seen to blame for the movement.
Hamoudi confirms the intention of Parliament to issue a discreet investment law in the country
The Parliament is determined to pass an investment law that achieve development goals and meet the needs of investors at the same time....and it will also contribute to the improvement of the investment abilities within the country.....this shows proof that Parliament is willing to listen to concerns of investors and to look for ways to repair what has been broken and overcoming major investment obstacles.
Expert: can not approve oil and gas as the previous law
Another expert is saying that the old oil and gas law draft could not meet with approval, and not until now is there a possibility of the law passing....the law as rewritten by member of the COM....great obstacles have been overcome in such a manner that should make Baghdad, the provinces, and regions happy with the outcome....keep in mind this is but an opinion of one.
Hakim fled discuss open Iranian banks in Iraq!
The leader of the Islamic Supreme Council met with the Iranian ambassador to Iraq to discuss the opening of Iranian banks in Iraq....promoting a smooth flow of trade between the two countries....their discussion also touched on political and security situations.
Abadi in Baghdad after a successful visit to Germany
PM Abadi and entourage is home from Germany but only long enough to kiss the wife, smile at the kids, and pack a new bag....another article will talk about his next travels.....wait for it.
A member of the Committee on Economy and Investment calls for action to activate the economy in Iraq
Smart move here.....the economy will not activate itself...it does take action on someone's part to make things start to roll....laws must be brought before Parliament to kickstart things....some of this action will come in the form of projects that must be implemented to make other things happen....PM Abadi spoke of the implementation of things in the near future that will push for more activity from the industrial and agricultural sectors and will also seek to reduce much red tape in the form of less administrative procedures.
Parliamentary economy: economic shock has enabled the country to deal with the next crisis
Seems that there is always good in every bad...you just have to look for it....in this case the shock that the drop in oil prices has done to Iraq has actually prepared them to handle the economic crisis....it has finally woken the country to the fact they cannot solely depend on oil and oil alone to support them....it is too volatile a commodity.....they must and are making inroads with other sectors such as industrial and agricultural interests that can help to support Iraq into the future.....the oil situation was a wake up call for them.
The inclusion of the provinces, which owns oil refineries, petro-dollars project
Provinces that own and run oil refineries will be included in the petrodollar project....awarding them $2 for each barrel of product....a good thing for them.....this has not been the case in the past and will benefit several provinces for this inclusion.
Baghdad: New ways will be opened within 60 days
With the curfew that was lifted as of last night, we see further evidence of things opening within Baghdad...the removal of concrete barricades that will see the reopening of many streets over the next 60 days.....this will not include many sensitive areas such as places of worship, police stations, areas near senior government officials....even some residents are asking that some barricades not be removed for their continued protection.
Economic sabotage .. Atkhabr bank official with the World Bank false information
Back in 2010 a director at the CBI was jailed for 3 months and it seems this same individual is now being accused of providing false information and reports to the World Bank....he was believed to be providing information in such a way that it would discredit private banks and damage their credibility.....this individual will be dealt with no doubt for his actions.
Parliamentary citizen calls to speed up the inclusion of illegal oil and gas and the Federal Court on the parliamentary agenda
The head of the Citizen bloc is calling for the oil and gas law, the National Guard law, and the Federal Court law to be put on the Parliament agenda as soon as possible.....these were even mentioned in prayer announcements on Friday by the cleric....I am thinking that this week should see a flurry of activity in these very areas.
Barzani meets with the oil and gas committee in the Iraqi parliament
PM Barzani met with the Parliament Oil and Gas Committee in Erbil today where they talked about issues with the oil and gas law, the Kurd aspect of this law, and how the Kurds plan on cooperating with PM Abadi to see the oil and gas law approved while final differences are worked out with the Kurds....it seems the Kurds remain happy at this point with things and will be worth watching in the coming days as we should see some positive activity in this direction.
Abadi and Barzani to Dubai to participate in government summit
Both PM Abadi and PM Barzani are headed to the UAE today to participate in a government summit in Dubai.....there will be 87 countries represented at this summit....where they will be discussing the future of governments and innovative ideas that will serve to shape governments of the future....there will be 100 speakers topped by Ban ki-Moon from the UN along with a number of other well recognized and stellar global speakers.....this should be an interesting summit to say the least....will be watching what comes of it for Iraq.
Kurdistan Alliance: Barzani's visit to Baghdad next week
Kurd PM Barzani will be in Baghdad next week for discussion on developments associated with the oil and gas law.....is the agreement between the Kurds and Baghdad in danger of failure......let's hope not....instead look for Barzani to express his desires to see the oil and gas law brought to fruition....sooner than later....with the benefits associated with the December agreements kept in place.
Approve the recommendation on the application of the customs tariff law on imported goods
Tariffs on imported goods will soon be implemented it appears...as of March 1st.....this comes from the COM approval of recommendations from the Committee on Economic Affairs that would be applied to tariff 22 associated with the 2010 law.
Parliamentary Finance: Budget committed Rafidain and Rasheed to continue lending to self-finance companies
The 2015 budget includes a commitment by Rafidain and Rasheed Banks to lend to self-financing companies so they may make salary payments to employees.....this stems from Article 38 of the budget.....they are pushing for the budget's final approval and posting to get salaries paid for these employees.
Kurdistan Alliance: relationship Abadi and Barzani positive and will meet again
After meeting while in Munich this past week, the relationship between PM Abadi and PM Barzani is seen as positive and provides for a positive relationship between the region and Baghdad.....they will be meeting again in the near future.
Barzani reveals agreement with Abadi about the "final solution to the outstanding problems."
The meetings with the German Chancellor went well with a commitment to the Kurds for military support in their fight against DAASH....the meetings with PM Abadi also went well with a continued promise to focus on airing out final differences between the two entities with a coordinated effort between the two that will lead to the freeing of Mosul from the hands of DAASH.
Parliamentary Economic calling on the government to take action sufficient to prevent the exploitation of taxes to special interests
The Economic Committee is calling the government to take action that will prevent any type of exploitation of taxes with regards to special interests.....they do not want to see monopolies being formed as a result of taxation issues on imports....what they are seeking is another birddog entity that will oversee the taxation process....somewhere in all this is the US FATCA issues that must be faced it would seem.....addressing several issues.
Baghdad Operations: identification of cars big load movement during the night
Movement of many cars throughout Baghdad last night was done under the watchful eye of Iraqi security.....and from the sound of things....it went mostly well....a great deal of celebration no doubt....along with heightened security.
Iraq deposited instruments of accession to the Convention on Conventional Weapons to the United Nations
Iraq is seeking to join the UN Convention on Conventional Weapons......and has submitted the necessary documents for such accession.
Barzani calls for oil and gas committee to monitor the parliamentary Baghdad and Erbil agreement
During a meeting with the Parliament Committee on Oil and Gas in Erbil Kurd PM Barzani asks that they monitor the agreement made between Baghdad and Erbil as it applies to the Kurds with their understanding of the Iraqi Constitution.....their leaning upon the Constitution is nothing new but it seems they are now able to be heard by PM Abadi in such a way that is making the Kurds happy....there are reports of coordination and cooperation coming from both sides.....a new level of understanding for both in this issue.....there appears to remain a few outstanding issues they will be working on...perhaps part of Barzani's upcoming visit to Baghdad.
President to visit Qatar next Wednesday
Next Wednesday will see President Masum paying a visit to Qatar....along with him will be the Ministers for Defense and Interior....no idea yet as to an agenda....but from the entourage with him it sounds like it could be concerning security and maybe about DAASH.
