He Was Referring First, Of The Need In Having A Line Item In The Budget That Will Pay The Coupon On The GOI Bonds.
Second He Was Stating The Need To Pass The Investment Banking Law.
Among Many Thing It Will Empower The Banks In Iraq To Interact With The Public To Buy/Sell The GOI Bonds. Like Goldman & JP Morgan Here In The States That Buy/Sell US Debt.
One Last Thing, It Is Also Needed For OMO. Because OMO Is The Process Of Central Banks Sell Government Debt.

[WCW] i have always said if this is global we would see it on a sunday afternoon when the 1st bank in the world opens and if it is about iraq we would see it right before or during iraq banking hrs so we wait and see what happens tonight and tomorrow as US banks are closed
