Baghdad, Aug.18 (AKnews) – The parliamentary integrity committee’s probe into two fake contracts signed by the Ministry of Electricity worth $1.7 billion will continue following the interrogation of Electricity Minister Raad Shallal in parliament yesterday.
Committee member Aliya Nassif told AKnews that Shallal - who had previously refused a parliamentary summons to discuss the case – was hosted along with the Deputy Prime Minister for Energy Affairs Hussein al-Shahristani to respond to questions from the house about the contracts.
“The guests declared that they didn't know that the two companies were fake, saying that what had happened resulted from piracy and the work of organized crime syndicates,” he said.
“The investigative committee formed by the Integrity Committee will continue its work and will host all the people who are involved in the corruption file and submit a report to parliament”.
Prime Minister Nouri al-Maliki sent a formal letter to parliament earlier requesting a withdrawal of confidence from Shallal for signing the two fake contracts and violating the parliamentary decision not to contract with intermediary firms.
The Electricity Ministry contracts to build power plants in Iraq were discovered to be fake by Iraq’s former Planning Minister Jawad Hashem after conducting his own investigation into the two companies involved.
On August 2 Hashem sent a letter to Prime Minister Nouri al-Maliki outlining the details of his findings.
The first contract - a $1.2bn deal signed between the Ministry of Electricity and Canadian firm Capgent in July – was discovered to be fraudulent when Hashem, a resident of Vancouver where the firm was allegedly based, went to visit its headquarters only to find that the company didn’t exist.
Further investigations uncovered that the German firm Maschinebau Halberstadt (MBH) with which the Ministry signed a $5 million, also in July, was declared bankrupt on January 11, six months before formalizing the Iraqi energy deal.
The ministry responded by refuting all allegations of corruption, saying that both contracts were signed transparently, and according to the requests of parliament and the council of ministers.
Corruption has been a major problem in Iraq since the US-led invasion in 2003. In the Corruption Perceptions Index, conducted by Transparency International in Berlin and issued in May this year, Iraq came 160th out of the 163 countries polled.

Jamil Suleiman told AKnews that the 23 meter-high dam with a 50 cubic meter water storing capacity, is scheduled for completion by 2012. The Alwand River which flows from Iran into Iraq provides local farmers with their main source of water for irrigation. For the past eight years, residents have complained that Iran is cutting off the water flow during the dry summer months between March and August, having a devastating effect on agriculture in the region. This year, angry locals blocked the nearby Parvizhkhan border crossing – a major route for Iranian traders transporting their goods into the booming Kurdistan Region – forcing Iran to release the river’s waters. BAGHDAD: Iraq’s core annual inflation rate quickened to 7.1 percent in July from 6.4 percent in June, driven mainly by higher housing rental prices and an increase in the cost of building materials, a central bank official said on Thursday.
Deputy Governor Mudher Kasim told Reuters the slow response by government in addressing Iraq’s chronic housing shortage had continued to push prices up.
“60 percent of Baghdad families do not own houses,” Kasim said.
Iraq faces an acute shortage of houses after years of war and sanctions and needs between 2-3 million new homes for its growing population, officials have said.
The housing shortage is a pressing demand for Iraqis and progress on the ground to address the problem has been slow, mainly due to a lack of finance.
The government hopes a sharp fall in violence from the sectarian strife in 2006-07, and a new investment law allowing foreigners to own land for housing projects, will help entice foreign investors.

The Iraqi Electricity Ministry has said that a third Turkish ship will arrive within a few days in the Umm Qasr port (to supply 108 megawatts of power to Iraq’s struggling electricity grid.
A spokesman for the ministry has added that two other Turkish floating power plants off southern Iraq supply a total of 180 megawatts to the country.

Iraq’s Ministry of Electricity said on Wednesday that it had received bids by three foreign companies to build a 1,014 megawatt gas power plant in the town of Taji, 20 km (12 miles) north of Baghdad.
Reuters reports that South Korea’s Hyundai Engineering & Construction bid at around $500 million, Egypt’s Orascom Construction at $463 million, and a Chinese company offered a bid at $337 million.
The contract is to build a plant with 6 gas units, each with a capacity of 169 MW, which Iraq bought from Siemens in a contract signed in 2008. “The sums which the companies offered are considered initial figures, they can be negotiated,” the ministry said.

Joey: Doesn’t that really show that they’re not fighting about the ports in Kuwait? They’re using the same company and the same strategies.
Patriot: Some perspective. That’s enough to power 135,000 homes. This is absolutely major! This is significant. It’s interesting to note that they are powering them with gas. Remember Vic just read yesterday that they’ve been burning of gas flares wasting much energy. The Kuwaiti’s signed the contract to go ahead and connect those flaring fields for the electrification of the country. If you’re sitting here asking what this has to do with the RV? It’s in the plan, please download The Iraq Project. This electrification is right on time, in the final parts of that plan. This is not haphazard.
Vic: A couple days ago a lady called in asking about banks needing electricity, and of course, the banks are well fed with power to operate. Also, there’s a gentleman I want to introduce for some deserved accolades, he’s in the background. He’s also a Dr. very well educated. He’s Dr. Shabibi’s buddy, very connected together, keeping an eye on parliament, and making sure that all is done that needs to be done both in the offices of the politicians and in the field.

Hussain Ibrahim Saleh al-Shahristani is the current Iraqi Deputy Prime Minister for Energy.Born in 1942 in Karbala, Iraq, Shahristani received his BSc in Chemical Engineering from Imperial College London in 1965, and an MSc from the University of Toronto in 1967, from where he also received a PhD in Chemical Engineering in 1970. From 2006 to 2010, he was Iraq's Minister of Oil, and he served as Acting Minister of Electricity in 2010. He was a former nuclear scientist who was imprisoned in Abu Ghraib in 1980 and subjected to torture. The reasons for his imprisonment have remained unclear. Some former Shiite leaders have stated that he used his powerful government position to make and distribute pamphlets urging Iraq's Shiite soldiers to abandon the army and fight against their fellow soldiers and officers. While other Government Defectors, including Khidir Hamza his supposed successor, have claimed that he was imprisoned for his lack of skill in handling the Nuclear program, constant problems with the IAEA, and his purposed delays in the program in order to prevent the country from constructing Nuclear Weapons (costing the Government Billions of dollars that could have been used toward the Iran-Iraq War) and was imprisoned personally by Saddam Hussein himself. Patriot adds: Another point to correct, that electrical project you mentioned is like one in 50 people will have power from that project. It’s like 2.18% of Iraqi Citizenry, just from that one project. Let’s hope they get it up quickly, and thanks to Mr. Sharistani.
Patriot: A question was asked last night, regarding the Bush Plan, at what point did the US take a despotic Saddam at his word that they did not have WMD? After the Kurdish genocide of up to 20,000 people with gas so many other known atrocities, and now we learn of Sharistani’s view from resisting Nuclear development to the point of torture, at some point somebody needed to step in and save these people, and the world from Nuclear Weapons.
Vic: We read this week, that Iran was going to ‘help’ Iraq with Nuclear Power development, and this will be right up Mr. Sharistani’s alley, and he will watch it closely. There are a lot of very good Iraqi people! Most of these people have been educated in England. They’ve come home with PhD’s and extremely educated. Let’s give credit where credit is due.
Patriot: Many of us have political points of view, either red or blue, both mods and listeners, and at times like this we need to step back and really consider the difficulty of leading in this world. We are neutral on this call and should pray for all leaders of the world.

Speaking at a seminar titled “Opportunities in the Iraqi Market”, the minister said that the Iraqi market is very competitive, stressing the importance of holding periodic exhibitions in Iraq to gain a greater market share, according to the report. “The 38th Iranian periodic exhibition will be held in Iraq major cities in the near future,” he was quoted as saying. Referring to Iran’s First Vice-President Mohammad Reza Rahimi’s recent visit to Iraq, Safdel said that Iranian and Iraqi officials have conferred to facilitate transportation, customs clearance, implementing the agreements already signed by the two countries in different fields and develop cooperation of Iranian and Iraq private sectors. In July, Iran, Iraq and Syria signed a major gas deal to transfer the country’s natural gas from South Pars gas field to Europe.The agreement for the “Islamic Gas Pipeline” was signed between Iran’s caretaker oil minister Mohammad Aliabadi, the Oil Minister of Iraq Abdul Kareem Luaiby [Luaibi, Elaibi] and Syrian Oil Minister Sufian Alao at the Asalouyeh energy zone in Iran’s southern Bushehr province. Vic likes history and culture and reads: Looted antiquities returned to Nineveh 18/08/2011 19:40 Nineveh, Aug. 18 (AKnews) - The authorities in Nineveh announced Thursday that they have received 23 Antiquities that were stolen after the looting that occurred after the U.S. invasion in 2003.
Alaa al-Din Burhan, spokesperson for the Department of Antiquities in Nineveh told AKnews that security agencies seized the antiquities in the possession of a smuggling gang that was recently arrested in Mosul.
In July 107 artifacts out of 1,200 stolen pieces held by Washington were returned to Baghdad and these are now being redistributed to their original provinces.
Some of the pieces received from Washington date back to the Babylonian times, including necklaces and painted pottery.
Iraq is trying through its diplomatic missions to repatriate all of the thousands of stolen artifacts.
Iraq includes about 12,000 archaeological sites that go back to the civilization of the Sumerians, Babylonians, Assyrians, Islamic civilization, and the state of Bani Abbas.
According to reports, about 170, 000 artifacts have been lost in Iraq, including 15,000 pieces registered at the National Museum.
