Baghdad, October 27 / October (Rn) - The United Nations envoy in Iraq, Martin Kobler on Thursday, he will begin early next week to tour the disputed areas between Baghdad and Erbil to work to find formulas for understanding between the people of those areas before the withdrawal of the U.S. Army in the end of this year. and handed Kubler German diplomat veteran functions as a special envoy of the United Nations in Iraq in August / August substitute for the Dutchman Ad Melkert to oversee the activities of the organization of international political, economic and humanitarian there. said Kuebler, told the Kurdish news agency (Rn) that "there is a tour I'm going to the in the disputed areas and I will be on Saturday or Sunday next in the province of Kirkuk to meet with officials there and talk to them about the problems facing the city, "noting that" the United Nations in Iraq working to find a formula of understanding between the city's population to end the problems. " and the province of Kirkuk as well as areas in Nineveh and Diyala, Salahuddin, one of the disputed areas between the Baghdad government and the Kurdistan region. The former Iraqi regime, which dropped in 2003 at the hands of international forces led by America, has conducted demographic changes in areas of mixed national in favor of Arabs at the expense of the Kurds, including Kirkuk which lies 255 km northeast of the Iraqi capital Baghdad. He cited Iraq, an article in the constitution is 140 to settle the dispute on those areas and provides for the normalization of the situation to remove the effects of previous policies before making a census paving the way for the final phase of a referendum in those areas to determine the dependence on the administrative territory of Kurdistan, or government in Baghdad Federation. and was scheduled completion of the provisions of Article end of 2007, but the presence of complex problems in Iraq, particularly in the disputed areas prevented it. He Kubler, "The United Nations Mission will be a set of solutions to officials in the province (Kirkuk) in an attempt to bridge
the gap between the parties that are out there, "stressing" We must reach a formula of understanding between the parties before the U.S. withdrawal from Iraq. " Observers believe that the file of the disputed areas between Baghdad and Erbil is the most important challenge in Iraq after the withdrawal of U.S. forces at the end of this year, and say The failure to resolve the situation in those areas would provoke conflict between the components. Kurd and stresses the need to apply the constitutional article and they say the only road map to restore the rights to their owners upon resolution of the conflict, but the Turkmen and Arab parties rejected it. From: weigh-Shammari. Open: Abdullah Sabri
Joey: So Erbil, Article 140, must be settled before the troops leave....thats pretty outstanding guys....BEFORE the troops leave...
Remember what we read Thursday night from May 2011, once they decided on troops (which they did) then they would give us Erbil & the ministers
Remember the article we read Thursd.....One sentence from it: The President of Islamic Supreme Council to take on the importance of the UN role to help Iraq achieve full sovreignty after the departure of the US Troops thru the relentless pursuit to solve problenms related to the exit of Chapter 7
They are working on so many things...rushing to get things done....
The UN in Iraq will close all offices outside of Iraq, and then it will reopen inside after the significant security improvement...so They had closed their offices over there and they are re-opening them back up.......Do you think they are trying to send a message to the world?....That Iraq is safe...The Un is here..please come and invest...sounds like it to me...the UN will spare no effort in providing assistance to the Iraq Govt to the situation after the US withdrawal.....very important!!!
Joey: Some articles I will paraphrase about the Kurds, Erbil and Article 140...you will be outstanded at some of the statements in these articles I am going to share
Baghdad and Erbil agree on a settlement to approve oil and gas law
Iraqi officials have said that the Iraqi central government in Baghdad and the Kurdistan Regional Government in northern Iraq, autonomous, in Arbil had agreed to amend the draft law of oil and gas in Iraq and the issuance of the new unified law by the end of this year.
The officials said that the Iraqi Prime Minister Nuri al-Maliki and President of the Kurdistan Regional Government, Barham Salih, agreed during talks in Baghdad last week that by Dec. 31 will be amended Act 2007, as agreed upon by all the political blocs, or approval as it is. He said government spokesman Ali al-Dabbagh Central "We have two sides agreed that the end of this year will be the preparation of a draft is agreed upon, either to go back to the old draft, or create a new draft, as we agree upon."
Senior advisor to Maliki for Energy Thamer Sevdilan angry that the two sides adopt the old version without any modifications because time is running out. "We have agreed there is a preference for no changes so as not to waste time."
Officials were not available for comment on the Kurds that. And Kurdish officials strongly criticized the draft law approved by the Iraqi
government late last August to expand its control over oil reserves in the country, the fourth-largest reserves in the world. It seems that the agreement would marginalize al-Maliki and the draft law in favor of the controversial, was expected to ignite a political battle within the Iraqi government's shaky coalition. And impose the draft central control over oil and gas resources by giving Baghdad more control of the producing fields and fields awarding investment contracts backup. The 2007 law gives regional authorities the control of partial reserves.
And analyst in the "Iraqi Institute for Strategic Studies," Yahya Kubaisi that the differences are so deep can not be solved in two months. "The law was passed in this way is very difficult because the differences are not about the individual but the same philosophy by a dispute over who owns the oil and gas. I think it's kind of political propaganda."
He said Iraqi political analyst Ibrahim Sumaidaie that al-Maliki to reach an agreement with the benefit of having tried to "Iraqi List" led by Iyad Allawi, the most prominent opponent win over rival Kurdish MPs to topple the fragile government. "The more nearly approaching one of the leaders of the Iraqi Kurds to blackmail Maliki, Maliki offers concessions to its partners, the Kurds"
Joey: "the two sides adopt the old version without any modifications because time is running out. "We have agreed there is a preference for no changes so as not to waste time."...Huge Yippee......Time is running out...they must be under some kind of time constraints...what would that be...oh they just told us.....they have to have this resolved before the troops leave....hmmm..that must be why they are galloping off to make decisions.

U.S. Planning Troop Buildup in Gulf After Exit From Iraq
MacDILL AIR FORCE BASE, Fla. — The Obama administration plans to bolster the American military presence in the Persian Gulf after it withdraws the remaining troops from Iraq this year, according to officials and diplomats. That repositioning could include new combat forces in Kuwait able to respond to a collapse of security in Iraq or a military confrontation with Iran.
With an eye on the threat of a belligerent Iran, the administration is also seeking to expand military ties with the six nations in the Gulf Cooperation Council — Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman. While the United States has close bilateral military relationships with each, the administration and the military are trying to foster a new “security architecture” for the Persian Gulf that would integrate air and naval patrols and missile defense.
The size of the standby American combat force to be based in Kuwait remains the subject of negotiations, with an answer expected in coming days. Officers at the Central Command headquarters here declined to discuss specifics of the proposals, but it was clear that successful deployment plans from past decades could be incorporated into plans for a post-Iraq footprint in the region.
“Back to the future” is how Maj. Gen. Karl R. Horst, Central Command’s chief of staff, described planning for a new posture in the Gulf. He said the command was focusing on smaller but highly capable deployments and training partnerships with regional militaries. “We are kind of thinking of going back to the way it was before we had a big ‘boots on the ground’ presence,” General Horst said. “I think it is healthy. I think it is efficient. I think it is practical.”
“We will have a robust continuing presence throughout the region, which is proof of our ongoing commitment to Iraq and to the future of that region, which holds such promise and should be freed from outside interference to continue on a pathway to democracy,” Secretary of State Hillary Rodham Clinton said in Tajikistan after the president’s announcement.
Officers at Central Command said that the post-Iraq era required them to seek more efficient ways to deploy forces and maximize cooperation with regional partners.
Col. John G. Worman, Central Command’s chief for exercises, noted a Persian Gulf milestone: For the first time, he said, the military of Iraq had been invited to participate in a regional exercise in Jordan next year, called Eager Lion 12, built around the threat of guerrilla warfare and terrorism.
Iran, as it has been for more than three decades, remains the most worrisome threat to many of those nations, as well as to Iraq itself, where it has re-established political, cultural and economic ties, even as it provided covert support for Shiite insurgents who have battled American forces.
Sheik Khalid was in Washington last week for meetings with the administration and Congress. “There’s no doubt it will create a vacuum,” he said, “and it may invite regional powers to exert more overt action in Iraq.”
He added that the administration’s proposal to expand its security relationship with the Persian Gulf nations would not “replace what’s going on in Iraq”but was required in the wake of the withdrawal to demonstrate a unified defense in a dangerous region. “Now the game is different,” he said. “We’ll have to be partners in operations, in issues and in many ways that we should work together.”
“As you know, the complete withdrawal of our forces from Iraq is likely to be viewed as a strategic victory by our enemies in the Middle East, especially the Iranian regime,” the senators wrote Wednesday in a letter to the chairman of the Senate’s Armed Services Committee.

Iraqi forces will not be ready to protect its borders without assistance from international partners until at least 2020, a military official says. (AFP)
The Iraqi military’s chief of staff, Lieutenant General Babaker Zebari, “estimated that it will take several more years before Iraq can provide for its external defense without assistance from international partners,” said the report from the U.S. Special Inspector General for Iraq Reconstruction (SIGIR).
“General Zebari suggested that the (Ministry of Defense) will be unable to execute the full spectrum of external-defense missions until sometime between 2020 and 2024, citing (Iraqi government) funding shortfalls as the main reason for the delay,” the report said.

A currency value of IQD 10,000 low at the moment but when Iraqi oil reserves investment will rise to a very high level is therefore advisable to purchase a class 10,000 dinars at present and sell when valued and Iraq may take years to lift the value of its currency but best buy category ten thousand dinars now because there can be difficulty in purchasing later.
Joey: Crazy article...You know why the 10,000 dinar notes are the 1st to disappear? They told us in this article...because the currency market is full of money traders and counterfeiters...
Remember every counterfeited currency found by the CBI that went thru a De La Rue Machine was a 10,000 note....someone is a very good duplicator and so they said the 10,000 dinar note going to be worth alot of money if you can find the real ones...and you better buy now before the value increases or before it becomes very difficult to find find them at all...I bet they intend to destroy them........awesome and powerful article
If they want to revalue their currency, what do you think the first thing they would do...start sucking those 10,000 dinar notes out because those are the only ones they are truly concerned about counterfeiting.
Deb: And we know how important counterfeiting is and getting rid of it....
