Iraq worried about rush to become a member of the World Trade Organization

Stressing that Iraq had succeeded in getting rid of sanctions and restriction imposed as a consequence of the invasion of Kuwait by the Saddam Hussein regime, Mr. Talabani encouraged the international community to seek investment opportunities in the country in the fields of oil, natural gas and infrastructure.
“The economic policy of Iraq is based on encouraging investments and providing the appropriate legislative environment to protect investors and their capital,’ said Mr. Talabani.
He said Iraqi security forces had proved that they are capable of providing security and combating terrorism when United States troops withdraw from the country at the end of the year.
Noting that Iraq’s foreign policy is based on the principle of good neighbourliness and respect of international obligations, Mr. Talabani urged Turkey and Iran to resort to diplomacy and dialogue to resolve their dispute with their Kurdish communities, and to refrain from bombing Iraqi territories in the Iraqi Kurdistan which he said was causing harm to innocent civilians.
Mr. Talabani said the Middle East should be a region free of weapons of mass destruction and urged Israel to join the nuclear non-proliferation treaty and put its nuclear facilities under the safeguards regime of the United Nations International Atomic Energy Agency (IAEA).

Erbil, Sept. 27 (AKnews) - 22 different types of vegetables are not longer banned from being imported into the Kurdistan Region, the Ministry of Agriculture has announced. The ban had been imposed in May in order to boost local production. "Since the local production of these vegetables has decreased, the banned items are allowed to be traded in, beginning on Monday," Minister of Agriculture Jamil Suleiman said. The banned vegetables include marrow, tomato, okra, leek, onion, green beans, pepper, egg planet, watermelon, melon, striped cucumber, grapes, apple, fig, peach, potato, sunflower seeds, cabbage, cauliflower and lettuce. However, Iranian potatoes are still banned. A new World Bank report released today, Republic of Iraq Financial Sector Review,highlights that while reforms are ongoing in the financial sector, the country needs to push further to ensure that a system still characterized by state-domination and lack of transparency reaches its full potential. The report stresses the critical importance of the financial sector in modernizing the Iraqi economy and allowing it to reach its full potential. “The link between sound and well-developed financial systems and rapid and sustained economic growth is clear and backed up by decades of empirical evidence in many developed and developing countries,” says Sahar Nasr, World Bank Finance Lead Economist in the Middle East and North Africa region and the report’s principal author. “Efficient and prudent allocation of resources by the financial system is absolutely critical for increasing productivity, enhancing equality of opportunity, and reducing poverty.” The report assesses the impact of recent reforms introduced by the Iraqi Government and the Central Bank of Iraq on the performance and soundness of the financial sector, as well as the sector’s contribution to enhancing Iraq’s economic growth. Its key findings about challenges facing the sector include: Domination by the banking system, with most assets held by state-owned banks;
The need for further strengthening and consolidation even while many private banks are in the process of developing modern banking practices;
Concentration of other financial markets in the Iraqi Stock Exchange but capitalization is low, and few instruments are traded;
A small insurance sector, dominated by state-owned enterprises, and is not supervised;
Weak financial infrastructure a clear impediment to access to finance; and
SME and microfinance not yet well developed.
The report also emphasizes that while work should commence on a broad range of issues, some key decisions need to be taken immediately and others may be implemented over the medium term. Crucial issues to be addressed up front are the role of state banks and the creation of a level playing field for all banks. This will need to be followed by the early adoption of the proposed permanent Securities Law and steps to turn the insurance Diwan into an effective supervisor. Supporting ongoing efforts will be needed to address financial sector infrastructure, including supervision, credit registry, the collateral framework, judicial systems, and accounting and auditing frameworks. The progress and pace of reforms have been commended by donors and the international community despite ongoing challenges on the security front and the predictable resistance to new ideas and reforms. “This is a fairly large agenda but ongoing reforms will facilitate the move forward with the Banking Sector Reform Strategy initiated by the Iraqi government in 2009,” says Hedi Larbi, World Bank Country Director for Iraq. The Government of Iraq acknowledges that there is still work to be done to fully reform the sector and address its main challenges. “We are aware that we still have some way to go to achieve the reform we want and Iraq deserves and we will continue to foster efforts to enhance our financial system” says H. Microfinance Focus, September 26, 2011: The USAID-Tijara Provincial Economic Growth Program in collaboration with Iraq’s 12 microfinance institutions will hold an Inclusive Financial Services Stakeholders Conference in Erbil on October 3 and 4. The conference is themed ‘Transforming Inclusive Financial Services for Increasing Outreach’. The forum will attract Iraqi policy makers, international rating institutions, donors, commercial bankers, representatives from the U.S. Agency for International Development. The forum will discuss institutional reform, transparency, governance, how to better serve vulnerable groups such as youth and women while developing new, demand-driven products and alternative collaterals. Strategic business planning and the development of a credit bureau also will be studied. Planet Rating, Shore Bank International and the Central Bank of Iraq will be among those participating. Since 2003, Iraq’s microfinance industry has made 313,300 microloans with a total disbursed value of over $729 million. Higher oil prices and rising exports in the first eight months of the year have meant Iraq has already eclipsed the total amount it earned from crude exports in 2010, figures published on Thursday showed.
The country, which depends almost entirely on oil sales for government income, generated $55.733 billion (41.493 billion euros) in the first eight months of 2011, compared to $52.202 billion all of last year, according to an AFP tally of figures released by the oil ministry.
Exports and prices have both been higher in 2011 than last year, resulting in the marked rise in revenues.
Crude exports in 2011 averaged 2.19 million barrels per day (bpd) until the end of August, compared to 2010 figures of 1.89 million bpd.
Average prices, meanwhile, have risen from around $90 per barrel in January to between $104 and $114 per barrel from March to August. By comparison, oil prices ranged from $71 per barrel to $86 per barrel in 2010.
Data published by the ministry on its website on Thursday showed Iraq exported 67.9 million barrels of oil in August, earning revenues of $7.124 billion. Oil prices averaged $104.92 for the month.
That compares to overall exports of 55.4 million barrels during the same month a year ago, earning income of $3.957 billion.
Iraq exported 67.2 million barrels in July this year, but average oil prices of $108.8 per barrel meant income was higher, at $7.311 billion.
The August export figure equated to average daily exports of 2.19 million barrels per day (bpd).
In February, Iraq approved a national budget that was based on oil prices of $76.50 per barrel and average exports of 2.2 million bpd. Partly as a result of higher oil prices, Iraq's cabinet has targeted a 36 percent boost to public spending, in a budget proposal outlined this month.
Oil sales account for around 90 percent of Iraq's government income.

What you never hear about.....you see all of these huge oil contracts ..drilling....doing geological surveys.....do you know there are all kinds of oil fields that all they had to is go in and refurbish them....they were capped after they overthrew Sadam because they were only allowed to export a certain amt of oil... so you wonder what really is going on.......I remember along time ago reading an article which said it was very possible by Dec. of this year they could pump 4 mil bpd simply by refurbishing those old wells... BAGHDAD (Reuters) - Iraq has signed a contract to buy 18 Lockheed Martin F-16 warplanes to bolster its air force, an adviser to Prime Minister Nuri al-Maliki said on Monday.
The value of the deal was not immediately known, but a senior U.S. military official said recently that the offer on the table for the Iraqi government was valued at "roughly $3 billion."
Iraqi and U.S. military officials have said strengthening the air force is one of Baghdad's top priorities as U.S. troops prepare to leave by December 31, more than eight years after the invasion that ousted Saddam Hussein.
"The contract was signed ... and a part of the contract cost was sent to the bank account of the company," Maliki's media adviser, Ali al-Moussawi, said.
Iraq has long sought a combat jet for its rebuilt air force. The government delayed a planned purchase of F-16s in February to divert a $900 million down payment to its national food ration program to help quell street protests.
But Maliki said on July 30 that Iraq would buy 36 F-16s, double the number it had originally planned, to shore up its weak air defenses. The OPEC producer has found itself flush with cash this year, reaping windfall profits as the world oil price has remained above budget projections.
The two sides had been negotiating for the F-16 Block 52 export model with sophisticated avionics and weapons in a deal that included maintenance and training, a U.S. military official said.
Iraq relies on the U.S. military for air support as it rebuilds its forces and battles a stubborn Islamist insurgency. Washington and Baghdad are discussing whether to keep some U.S. troops or military trainers in Iraq beyond the year-end deadline.
Iraq's two airborne defense units, the Air Force and the Army Aviation Command have only 158 aircraft, including 89 helicopters and 69 airplanes, and about 7,500 personnel, according to U.S. figures.
It has three Cessna Caravan propeller planes equipped with Hellfire missiles but no combat jets, a U.S. military official said.
