Here come the Thursday morning News Summaries:
Maliki discuss with Raundozi liquidity crisis in Kurdistan
Maliki met with the leader of the PUK from Kurdistan, mostly talking about the budget issues, and urging Maliki to find resolution quickly to get Kurdish salaries for employees back on track.....they also talked about security issues....continued support of the democratic process....and the overall financial crisis that Iraq currently faces.
Kurdistan: waiting for the final agreement on the export of oil through the region Sumo
The Kurds are doing something smart....they are waiting on the final word of differences between them and Baghdad before they start anything with regards to exportation of oil.
They point to the positive words of the Deputy Prime Minister of Energy from Wednesday announcing that an agreement had been reached to utilize SOMO to export the Kurd oil out of the region. One is left to assume that SOMO would allow the Kurds to use the newly constructed pipeline into Turkey for much of its oil exports....but at the time SOMO has no way of monitoring how much oil is exported through that pipeline.....that can be fixed easy enough by adding SOMO meters to the pipeline or electronically capturing the same data that the Kurds see.....for they would have to measure how much is shipped to get their market share.
Prime Minister Nuri Kamal al-Maliki meets with Russian Foreign Minister and Special Envoy of President Putin
Maliki received the Russian Foreign Minister and a Special Envoy from Russian President Putin in his office to discuss issues concerning counter-terrorism actions. The Russian FM agreed they would continue to be supportive of Iraq's efforts to defeat terrorism and work towards continued improvements in security and stability.
Zebari: We agreed on the activation of the Joint Committee on Relations with Russia
A joint committee on relations has been activated between Iraq and Russia according to Foreign Minister Zebari. From the meeting came a commitment for Iraq to provide land to Russia for the construction of an embassy. This bilateral committee would focus on things such as oil, energy, and Russian companies that may want to bring work into Iraq.
Zebari: Russia promised us to give us better weapons, aircraft and emergency equipment to combat terrorism
Zebari was also quoted as saying that Russia has promised to provide Iraq with improved weapons, aircraft and emergency equipment to help combat terrorism. The current contracts that Iraq has for this equipment with Russia are "long term" not "real time". They apparently need to adjust the wording of the contracts or write new contracts to get equipment to Iraq sooner than later.
The appearance of Mohammed Saleh: seven million people in Iraq under the poverty line
Dr. Mohammed Saleh surfaces again talking about the level of poverty that exists today in Iraq....he is stating that seven million Iraqi's live under the poverty line in the country today.....Saleh explains that 12% of those who live in poverty reside in Baghdad...they need to work on getting experience into the hands of the impoverished.
Shaways looking with German Minister of bilateral relations in the economic field and trade
So it is Deputy Prime Minister Shaways that is in Berlin at the Business and Investment forum....not Maliki....that explains why M is meeting people in his office today.....he is looking to bolster bilateral relationships with Germany....they wish to grow various common industry sectors.
Erdoğan and Obama talk about Kurdish oil
The Turkish Prime Minister and Pres Obama talked on the phone and one of the points of discussion was the oil issues that the Kurds are having in transporting oil into Turkey. Obama insists that the three....Baghdad, Kurdistan, and Turkey need to work this out.
Obama's "Erdogan": you do not receive oil from Arbil, except with the consent of Baghdad
Pres Obama...."urged" the Turkish Prime Minister...."do not receive any oil from the Kurds without an agreement in place between Baghdad and the Kurds.....I'm so glad that the word "urged" was thrown in here....so I will hold back what I had planned to say......wondering just what power we have to exert over Turkey's decisions as a country.

A Kurdistan employee wrote on Pres Obama's FaceBook page about their current plight of not receiving a salary for two months....I'm sure that will draw a bunch of attention.....meanwhile the Kurdistan government has decided to borrow an amount equal to half the salaries of their employees to presumably pay them something while the budget issues continue to be haggled over with Baghdad.
Iraq Press / published the first part of the text of the General Budget Law transmitted by the Council of Ministers to Parliament
Ok, I will be the first to admit....this article leaves me scratching my head.....not who is on first or second. It does appear obvious that deputy PM Shaways and other ministers are not happy about an amendment they read in this part of the budget. I'm thinking that Shaways can offer an opinion at this point in time....but that is about all he can do.
Maliki warns of financial collapse and economic stresses: the deficit will exceed 35 billion dollars
In a meeting with leader of the PUK, Maliki spoke about the potential of financial collapse and greater economic stresses if the budget process is not sped up....Maliki goes on to say that he believes the economy and financial system will be authenticated with the budget.....is this code that the rate is in the budget.....I think it is more like code that the rate will bring about economic strengthening and financial growth as well....Maliki points out that he expects the deficit to be more than $35 billion dollars.....these guys need to wake up and quit talking in terms of foreign currency....the Kurds at the moment seem most concerned about salaries for employees....but Maliki says they need to resolve the oil issues....that the whole of Iraq is encountering financial crisis at the moment....they also discussed other niceties as required and then went their own ways.....IMO....Maliki says some things here without talking about them.....regarding the financial crisis.....he merely acknowledges that it exists....but does not point to perhaps what he knows of from within the CBI....what they work on as we speak and breath that will bring Iraq out of this crisis and lead them into great strength on many fronts....JMHO.
Shaways opens in Berlin, the German businessman Iraqi Forum for Business and Investment
Deputy PM Shaways opened up the third annual German business forum on Iraqi Business and Investment.....He states that from the forum the Iraqi's expect to take away ideas and plans that will be mutually beneficial for Iraq and Germany....there are expectations of continued growth in business sectors and with investment opportunities as well....there are many opportunities within Iraq in a variety of sectors.....Iraq wishes to transform its economy so it is not so dependent on oil exports in the future....Iraq is seriously attempting to fight corruption on both the financial and administrative levels, fully understanding that corruption stands in the way of economic success.
The official spokesman for the Kurdistan Regional Government: a positive change in the attitude of Baghdad, despite the survival differences
This official spokesperson....talking head....of the KRG says there was positive change in the attitude that came from the meetings on Monday.....but there are still some differences that relate to oil to be worked out.....doesn't sound like those differences are monumental though.....and the Kurds are still wary of Baghdad's level of commitment to them.....especially after salary funds have been cut off for government employees.....IMO....I think we are seeing the ice beginning to crack...and as was mentioned yesterday....there will be more and more revealed beneath the ice as it keeps melting....watch and see.
Erbil Stock Exchange ESX in Iraqi Kurdistan working hard to reap fruits of labour
As the city of Erbil grows so will the Erbil Stock Exchange....ESX....or so goes the expectations.....change does not always need to come at the end of a gun....sometimes it can happen with ideas and that is what is hoped for with the ESX.....they are currently working with the NASDAQ, the OMX, and a US based consultant Louis Berger Group to get the system up and ready for later this year....they also are working with Kurdish businesses trying to show them the benefits of opening their books and creating a place on the exchange by way of an IPO that will reap them great returns and benefits going forward....it is related that the ISX and ESX are not in competition with each other....both seek what is best for Iraq in general.
Kurdistan says Baghdad's request to export our oil through SOMO make us under its mercy
The Kurds are citing that being under the microscope of SOMO and having revenues deposited into the American Bank....puts the Kurds at the mercy of Baghdad....using the delinquent salaries as a current issue of trust with Baghdad......I am thinking this will work out for all involved in the end.
Dohuk: delayed payment of salaries affects markets recession
According to some shop owners recession is starting to grip the market place and the blame is on not having passed the budget....also the failure to pay a number of salaries has led to an imbalance in the whole economic system....is this called living paycheck to paycheck.....differences need to be worked out and done quickly to stop the impact that this bottleneck is having on Iraqi citizens.
