2-27-13 LoriC: I think the Ministry of Finance announcing it's undergoing some major administrative changes in the coming days is a sign that they are doing whatever it takes to get this done.
As far as the budget, it's completely agreed upon except for some minor differences related to the amounts of oil companies operating in the Kurdistan region. I believe it will be passed very soon a few days to a week at the most.
At that point I see no reason for us not to see our RV.

2-27-13 Mountainman: It looks like Iraq will finally be out of Chapter VII shortly after the resolution of some technical issues. I doubt the UNSC will release Iraq before they move forward with their economic reforms. So, this is a good sign the RV is close.
"Iraq, Kuwait agrees to shut down all outstanding issues in order to remove Iraq from Chapter VII; Technical issues will remain. Foreign Minister Zebari said Iraq would emerge completely from Chapter VII “except paragraphs relating to the Kuwaiti side.”
"He said to the signing of several important agreements where the interests of the two countries in all fields, and stressed that “we are here to celebrate with the brothers Kuwaitis national who has a special flavor after the process of change that took place in Iraq. “
"He stressed that today will conduct the first flight between the two countries, because this is the new Iraq, which differs from Iraq dictatorship."
"For his part, the Kuwaiti Ambassador to the insured “The two sides have agreed Kuwait and Iraq to shut down all the outstanding issues between them in order to remove Iraq from Chapter VII, and stayed there the technical measures that take some time."
2-27-13 BGG: "National Alliance may sacrifice Jaafari and Maliki together!"
Interesting for 3 reasons…
1) al-Issawi is referred to as the leader of the Iraqiya coalition.
2) He’s the guy Maliki is most intent on having arrested right this minute…(as a counter measure to all going on against Maliki right now)
3) Kobler is meeting with al-Issawi
Wow??!? The UN is stepping in…
P.S. even weirder than all the above – this article was on NINA late last night. Now it’s gone and in it’s place are some “scare pieces” about the GOI issuing arrest warrants for al-Issawi. They are pretty much in a place they have to do something about Maliki. He’s out of control!
