Tlar Comment - they are literately having to re-write the budget to remove the waste and graft and fat that Maliki and his cronies had built into it.
In re-writing it they will see what it really takes to run this country with less Ministries and without Maliki's cronies and family planning to steal a lot of the money by building it into their individual ministry budgets.
It will be interesting to see what the real number is even though they will be playing catchup for a while, and how much it drops.
Prediction - Shahristani will be accused of massive fraud and theft of state funds of billions and billions from both the Electricity Ministry and the Oil Minisrty within one year of the new government being formed.
He will attempt to blame it all on Maliki while he himself also became a billionaire. Most likely he will be accused much sooner than the next 12 months. tlar

Tomorrow press Baghdad: former Finance Committee member criticized the House Hussein almerapi mechanism which relied in drafting the terms of the general budget of the country.
He said almerapi for "tomorrow," "the budget was based on financial speculation and exaggerated figures which make the deficits go up to these volumes," ‘
Noting that "the budget in previous years seriously lacked experts and specialists can identify the needs of each institution and the Ministry not stand an obstacle to the development of work and at the same time not wasted public money."
Almerapi added that "a lot of budget lines were restored in subsequent budget without change in the sense that no expense and study the need for and development of these institutions", noting that "these errors are often caused by technical problems and complications among political rivals reason to delay approval often."
"It must be the adoption of a five-year State budget in which huge projects are not delayed in implementing their commitments on projects and infrastructure",
stating that "most States adopt a five-year budget to pay attention to the obligations of the other legislative and executive institutions."
