Baghdad (AIN) –MP, Jamal al-Qilani, of Motahidoun Alliance ruled out investigating the Independent High Electoral Commission.
Speaking to All Iraq News Agency (AIN), he said "Investigating the IHEC is ruled out at the current time due to the lack of quorum that is resulted by the political disputes among the political blocs."

Tlar With the coalition having 200 - 215 MP'S, investigating the Election Committee is a waste of time. Everybody remembers Maliki removed the head of this committee and replaced him with a crony.
Maliki is finished and there will be a new Election Committee chosen by the new government.
Everything is close to change. It is not worth the fight or the courts time to fight that battle at this time.
Of the 115 MP'S that Maliki received for the SOL, at least half were obtained illegally of that we can surmise. That’s about 57 of which at least 40 showed up at the meeting supporting the opposition. Maliki is toast. Bribe whomever you will jerk head.
You are just blowing state funds after the fact like you did before the election and they will be repatriated soon enough. A small price to pay to walk through fire. The are proposing Mahdi or Chalabibi as the candidates. Now we wait to get a response. If the SOL comes on board the government will be formed quickly.
The SOL has little choice but to do it and they know it. They can not count on 40 of their members maybe more to vote with them.
It still remains to be seen if the hard core leaders of the SOL will come around because if they do, they will have put themselves in jeopardy maybe facing charges of theft and corruption. Tough tough decision for these guys. All or nothing or make a deal for amnesty if they can. Tlar

The President signed an Executive Order (E.O.), “Ending Immunities Granted to the Development Fund for Iraq and Certain Other Iraqi Property and Interests in Property Pursuant to Executive Order 13303, as Amended,” terminating the prohibitions contained in Executive Order 13303 of May 22, 2003, as amended, on any attachment, judgment, decree, lien, execution, garnishment, or other judicial process with respect to the Development Fund for Iraq and Iraqi petroleum, petroleum products, and interests therein, and the accounts, assets, investments, and other property of the Central Bank of Iraq.
The E.O. does not otherwise affect the national emergency declared in Executive Order 13303, as expanded in scope by Executive Order 13315 of August 28, 2003, which remains in place and continues as the basis for certain sanctions on the former Iraqi regime, its senior officials and their family members, and designated persons who threaten stabilization efforts in Iraq.

Tlar There any many provisions to the Executive order 13303. What they are discussing is the provisions dealing with protecting the assets from litigation.
Iraq understands that the DFI and other strategic assets could be attached by courts as claimants seek to recover damages caused by the Saddam regime. They are preparing for the worst.
Up until now they have been protected by law in order to give them time to grow and become financially prepared for this event. Now starting today, their assets are exposed.
Also the last ten years was supposed to give them time to settle these debts. They have settled many but there is still some that either would not settle or Iraq has determined they were not viable claims.
This will have to be settled by the courts. There are many claims from individuals and companies still unsettled. What apparently was extended by the Obama Administration was the security sections and not the monetary sections. Tlar
Tlar Yes and no HOF. Stryker is right in that these assets are being released but these assets are what will be attached if a specific claim is found to have validity.
The curtain protecting them has been lifted but it remains to be seen as to the total damages which will result in suits to these assets that are coming.
Iraq has always feared a frenzied feeding as many will jump on the bandwagon claiming false damages that just make up the claim. It is up to the company claiming to be damaged to produce facts showing damages.
