Tuesday News Summaries and Commentaries
Well, well, well....the media has released the info about the budget that President Masum has signed it...wooohooo.....
COM will soon work on a new law.....Industrial Cities law.....Parliament finished reading five laws....various stages of their readings.....next session will be Thursday.....I'm thinking that this Parliament has already met more times this year, than the old Parliament met in all of 2014....at least close....
Baghdad and Erbil are agreeing to work together in formulating oil and gas laws...a new cooperative effort between the two....UNITY.....
Sadrists from the Liberal bloc are meeting with the Finance Minister and managers of the Rasheed and Rafidain Banks....has to do with salaries I believe.....
All political entities agree on the need to amend the Constitution....looks to be going forward once a committee can be formed....
The concrete blocks within Baghdad are coming down and streets will be opened up.....Legal Committee is hot after the budget money from past years that is believed to have disappeared....more I'm sure will present itself as the morning goes along.
Infallible approve the draft budget for 2015
As predicted President Masum is being reported to the media as signing the 2015 budget today.....now it needs to appear in the Gazette....within the next three days I believe.
Ebadi, an adviser to Cabinet soon begin industrial cities Law
COM wil soon go to work on yet another law.....this time the Industrial Cities Law.....so says Dr. Saleh.....this is to be a law that deals with modernization of technology for Iraqi industries.....the government has the aim to raise the industrial proportion of the GDP to 18%.....he also talked about the previous Parliament's attempt to approve tariffs, protection of national products, and consumer protection laws....but they failed due to lack of readiness and infrastructure at border crossings for applicable laws.....we are seeing an organized effort being put forth by the COM as well as the Parliament today.....ORGANIZATION.
Parliament finish reading the five laws and to raise its next Thursday [Expanded]
Parliament had a good session today with the reading of five laws.....they discussed the unity being established between Baghdad and Erbil on oil and gas laws....UNITY and COOPERATION....they completed the first reading of the National Guard Law...postponed any reading of the accountability, justice and prohibition of the Baath Party.....a number of other first readings also took place during the session....all in all a full day for them.
Baghdad and Erbil agree to coordinate legislation in natural resources laws
We had a hint that this was coming from the news of the Parliament session today.....the two entities are agreeing to work closely together in whatever oil and gas legislation they develop to ensure consistencies between the region and the state....COOPERATION.....we are seeing the two governments with a willingness to work together as never before....TRUST....being developed.
Liberals claim to host Zebari managers Rafidain and Rasheed
The Sadrist movement within the Liberal bloc will be hosting the Finance Minister and managers from the Rasheed and Rafidain Banks to talk about salary issues.
Legal representative: All powers agree to amend the Constitution and Abadi is obliged to carry
The Legal Committee confirms that all political entities are in favor of amending the Constitution and will move forward now with the formation of a committee to begin writing of the amendments...there are hopes that these amendments will move through the Parliament rather smoothly.
A joint plan to lift concrete blocks and open the closed streets in Baghdad
Coupled with the lifting of the curfew in Baghdad look to also see many of the concrete blocks within the city to be removed and streets that have been closed to traffic for upwards of 10 years to be reopened in the coming days and weeks.....this action should see improved service to citizens and vendors alike.
Parliamentary Legal demanding disclosure of surplus funds Maliki government and the confiscation of money involved
The Legal Committee is wanting to pursue the money....the surplus budget funds from years previous during Maliki's terms as PM.....the money that cannot be accounted for....they want to locate these funds and confiscate them and punish the ones responsible for the disappearance of the funds in the first place.
Infallible calls after approving a budget to adjust the unnecessary expenses
Don't be misled by the title of this article....President Masum signed the budget as given to him....he is later being quoted as saying that Iraq must adhere to what is within the budget....not allowing for any unnecessary expenses....putting forth effort only where it is absolutely necessary during this time of emergency throughout the country.
Cabinet decisions to its normal Tuesday
It would appear that the COM had a light meeting today.....informing Parliament of a project that is aimed at addressing seizure and confiscation of funds of the former regime (Saddam) Act....granted authority to the Ministry of Agriculture to grant licenses to foreign firms for the import of fertilizers, as supervised in the past....and they approved a recommendation that would see the opening of a Czech Republic Consulate General office in Erbil.
Thousands" of Jordan Troops Sent to Iraq Border
Jordan has sent thousands of its ground troops the the border they share with Iraq in an effort to beef up efforts to fight ISIS....this comes after the terrorists burned alive one Jordanian pilot who had been captured in December....the troops intent is a show of force and to prevent infiltration of the terrorists into Jordan.
Emirates launches airstrikes from Jordan on IS targets
UAE fighter jets working from a Jordanian air base launched a number of strikes against ISIS strongholds today....the UAE is part of the international coalition force that is targeting ISIS locations from the air.
Strategic areas near Mosul retaken by Kurdish forces
Kurdish Peshmerga forces have retaken three areas around and near Mosul with the help of air strikes from international coalition forces.....the ares that were retaken include bridges on the Tigris River.....the Kurdish forces are proving to be effective in their push against ISIS.
The COM meeting today was chaired by PM Abadi where the COM has issued several resolutions....one that provides one month salary to employees of the self-financing companies exchange.
New amendments to the law of the provinces
According to the Minister of State for Provincial Affairs some of the exclusive powers of the financial, health, and education ministries cannot be given to the provinces.....so the Commission will prepare new amendments to be approved by the COM and then sent to Parliament....as a result a decision was made to halt the transfer of powers until the completion of the amendments and approval by Parliament....better to wait and get things done right the first time rather than have to redo them after the fact.
CBI borrow six trillion dinars deposited by commercial banks have reserves to finance the budget
The CBI has made the decision to finance the state budget with a loan of 6 trillion dinars by offering 50% from deposits made by commercial bank reserves with the CBI and then to cover the balance by repurchasing treasury bonds from the secondary market....how can they purchase from the secondary market....which is done on the international level....meaning they have to have something better than a program rate to deal at that level....all the while they are not touching the CBI reserves that are said to be in excess of $70 billion dollars.
Aajl..cil Minister spent one month's salary for companies self-financing
The COM agrees to funding one month's salary for the self-financing companies exchange.....this funding is being made possible by treasury bonds held in the CBI.
Shammari: supplementary budget task to support investment and the provision of grades
A member of the Independent bloc is saying that if oil prices continue to recover, then a supplemental budget could be prepared for the second half of the year.....I say don't count those chickens before they hatch....let the oil prices make some good forward movement....then we shall see....but such a supplemental budget would be a good thing for investment projects.

So says a member of Parliament that Parliament may consider during its Wednesday session (not sure if he has his days off, they are supposed to meet on Thursday).....and consider a supplemental budget to bridge shortfalls in the 2015 budget....this would happen if the price of oil continues to rise.
The government is working to amend the law of the provinces to keep the exclusive jurisdiction However Center
Ministry of State for Provincial Affairs is forming a committee that will draft new amendments that will eliminate mistakes in some paragraphs of the law that is preventing some responsibilities being transferred to the provinces and local governments.....these newly revised amendments will be presented to the COM to agree upon and then pass them on to Parliament for a vote.....as mentioned earlier the transfer of powers has been halted until this matter can be resolved.
Kurdistan: Abadi need to assign the political blocs in the reform steps
PM Abadi is trying to make the political agreement with Parliament work but he needs to have agreement from the political blocs to really make the reform take shape....this is especially true of a relationship between Baghdad and Erbil....apparently many blocs are still trying to determine that Abadi is different than Maliki.....good grief do you have blinders on.
Parliamentary Economy: We will cooperate with the Ministries of Industry and oil for the development of the Iraqi economy
The Commission on Economy and Investment reports that it will work closely with the Ministries of Industry and Oil for the advancement of the Iraqi economy......further evidence of COOPERATION.
