Well in case you haven't heard yet, the Iraqi's have a new government headed by Prime Minister Abadi and his new Council of Ministers.....they are shy 2 ministers (Interior and Defense) and Abadi promises to have these two names presented to Parliament next week for approval.
Iraqi Prime Minister Pledges to Eliminate Contradictions Between Baghdad, Kurdistan
Abadi will go about settling differences and conflicts between the Baghdad government and Erbil that have long existed between the two mainly along the lines of Article 140, payment and recognition of the Peshmerga forces, payment of state employees within the Kurdistan, oil revenues, and budget allowances.

I'm guessing that we will see fairly quickly just how much Abadi can multi-task in his new role. He seems very vocal in dealing upfront with the Kurds over their issues from the past.....pledging quick resolution to the budget issues and complete payment to the Peshmerga forces, and seeing to the settlement of Article 140 issues within a year.....he is also pledging that all of Iraq be freed from the clutches of IS forces as soon as possible.
Iraq to cut prices of Basra crude to Asia and Europe
Iraq is following suit of Saudi Arabia in cutting crude oil prices to their markets in Asia and Europe from the ports in Basra....this is after the benchmark pricing index of European Brent crude dropped to $100/barrel....lowest in several months.
Got to be one of the shortest Iraqi titles ever.....Abadi won last night by majority of Parliament members present 177 out of 289 present voting for him and his government.....in his speech afterwards he calls for paying attention to neighboring nations and the world to aid in support against any genocide against Iraqi peoples....he sees the need to reduce the amount of arms held at the Federal level and put that responsibility back to the provinces to build upon their own security forces like the Peshmerga from the Kurdistan....he spoke of attending to the needs of the displaced citizens of Iraq and attending to their needs, as well as striving to push oil and gas production and exports to higher levels....he vowed to create a committee set to address issues between the Kurds and Baghdad and this appears to be a high priority for him at this point....he seeks to strengthen the Iraqi democratic process and creating a proactive process that will see all terrorists expelled from Iraqi borders....it will be interesting to watch for changes within Iraq in the short term.
Kerry hails new Iraqi cabinet as 'major milestone'
US Sec of State Kerry calls the new Iraqi GOI a major milestone going forward for Iraq and a definite cornerstone for the fight against terrorism in the region....he committed "shoulder to shoulder" support from Washington with the new government.
Government Abadi includes former prime minister and two deputies from the Prime Minister and Vice President of the Republic and 4 of the former members of the al-Maliki government
For the last 30 days Abadi has stressed competency and integrity in his search for council ministers......with the idea that he ended up with several of Maliki's government officials on his council as well.....seems to speak to a difficulty in finding candidates that are competent for the job at hand, as well as those who are also willing to serve....I personally don't see this as being an issue going forward.....provided he has done his homework on these individuals.

Obama expressed his congratulations for Abadi's success and has stated continued support for Iraq and their citizens.....UN leader Ban ki-Moon also expressed his congratulation to Abadi and his new government.

The reopening of the Rafidain Bank branch in London will aid in boosting Iraqi global activities....and will help Iraq enter into other world markets....working along side the Bank of England will improve their handling of global market issues....this could also lead to other international branches being opened in the future.

Abadi held his first COM meeting this morning with his newly elected Council....sounds like a "meet and greet" kind of meeting for all COM members and Abadi's Vice Presidents.
Kurdistan region: the distribution of salaries within a week
The Kurds are saying that they expect a resolution on distribution of salaries to be forthcoming in 2 weeks....well watch and see how this works for them....a quick test to the new government and its efficiencies....they are talking of September salaries being sent to the Kurdistan.....they also walked away from last night's voting with deadlines in hand for handling other noted issues for the Kurds.
Add 3 trillion dinars for the 2014 budget to activate the prime minister's decision to increase the salaries of employees
Retroactive pay increases for salaries of state employees....back to the first of the year to the tune of 3 trillion dinars was approved and is to be included in the 2014 budget...wherever it is floating around at this point in time.
Barzani Ebadi: We support your government and ascribe new
Kurd President Barzani....we support your new government......for now....but you must provide some positive action that shows your sincerity towards the needs of the Kurdistan people...the first pledge for Abadi comes in just a week, that of supplying salaries to the Kurdistan state employees....something that Maliki had not be allowing since the first of the year, or only sporadically as he felt the need.
An informed source reveals near reaching an agreement between Baghdad and Erbil on the salaries of the staff of the Kurdistan
Kurdish sources indicate they may be less than two weeks to ending the cessation of salaries to their state employees....if Abadi can make this happen, this will be a big step in a positive direction for him and his new government....final salary resolution will come through a committee that has been formed to deal with this issue.....other committees will also be formed to address additional issues.
Interim Committee: the vote on the 2014 budget during the next two weeks
Now there is an expectation for the Interim Finance Committee to provide an amended budget to Parliament within the next 2 weeks.....time will tell on this baby.....I'm not predicting anything from this outcome.....not sure if it is doable or even necessary at this late date in the year. The new "full time" Finance Committee needs to get cranking on the 2015 budget and deliver it early for approval...what a novel idea that would be....hopefully one of the things this new government can instill in the political blocs is an urgency for being on time with commitments and goals....but to do that they must first set the example....as for the Interim Committee they recognize that payment of salaries to provincial and regional state employees as being a critical thing and appear to be pushing for this to be moved forward.
Ministries: Projects in 2014 turned to 2015
Parliament delegates are confirming....as we should expect that project work for 2014 has basically been nil.....that any progress has been zero....that planned development has been zero....these are all things that the lack of a 2014 budget have impacted in a big way. So naturally let's get this year behind us, look forward towards the new year, 2015 and start planning all over again to get back on track with things.....just cancel the 2014 plans altogether, including the deficit that had been predicted in the budget....move forward, there is nothing left to see here.
More than two hundred law relating to the lives of Iraqis waiting for the work of the new parliament
Parliament has a plate full of work ahead of it.....over 200 laws that relate in some way to the livelihood of Iraqi's are waiting to be addressed....most if not all of these were passed on from the lazy bums of the outgoing Parliament...hopefully we see some greater action and activity towards pushing these laws forward in the near term....just as hopefully the Parliament can do some serious prioritization of what needs immediate attention.....I think they fully understand and are aware of the urgency in some laws...especially things like the HCL....Article 140 that would deal with Kurd issues....dealing with the millions of displaced citizens....and all the while trying to develop the means to combat terrorism on an effective basis.....bottom line is the need for unity and togetherness from the politicians and stoppage of the "walkouts" that have routinely been occurring.

Specialists are clamoring for an improvement in the Iraqi economy that would first stem from legislation that comes from Parliament enacting laws that will be conducive to a growth spurt in the Iraqi economy......in looking at all the things suggested the thing that jumps out to me is consistency.....in the laws as they are written....but even more so consistency in how they are administered...and this goes back to a premise from PM Abadi from the start about eliminating corruption and graft from within the government and within the country in general.....yes they are in need of economic reform on many levels....but one has to prove to oneself that walking is safe first.

PM Abadi got a phone call from Turkey......all they could say.....don't repeat the mistakes of your predecessor.....remember what got him into trouble and avoid those pitfalls like the plague....they also extended a warning to Iraq to not extend weapons in the fight against terrorism to the wrong groups....such as the PKK who they consider to be a terrorist organization....they also mentioned the idea of a joint effort with NATO in creating a rapid response force that could help in the fight against terrorism.

The "Three Stooges" comes to mind when I first saw these three in their new roles that effectively tied their collective hands together.....sit up nice and pretty and smile for the camera....we've found a place for you to just look nice and basically do nothing...for Maliki this is maybe as good as a safe house that should keep him free from some if not all prosecutions....time will tell on that part.....for Najafi....fair is fair you failed at your attempt to run Parliament effectively....so out to pasture with you as well....as for Allawi....he seems to be the only one of the three with a genuine smile on his face....wondering what his thoughts are going forward.

NOW HEAR THIS......the HCL is key to the continued development of Iraq's energy sector.....wow what a statement.....I know this was intended for the new members of the GOI.....the new members of Parliament that need to be reminded that a couple of Parliaments ago 3/4th's of the law was completed....so guys and gals....let's finish this up and do the right thing for the Iraqi citizens and the world in one big swoop....at the same time....give some credit to the provinces and regions for the efforts they have accomplished on their own to make the energy sector a better place today in Iraq....stop trying to steal all their thunder Baghdad.
The new government held its first meeting today under the chairmanship of Abadi to discuss the issue of displaced persons and the rules of procedure of the Council of Ministers
First COM meeting was held today and two items were discussed.....rules of order for the COM....and then importantly the issues that deal with the displaced citizens in Iraq....the millions who fit this category and what can be done to help them.
Islamic banks in Iraq plans to establish an association specialized Islamic banking in the country
An association of Islamic banks within Iraq is being formed.....it is seen that such an association is needed to further development of the banking sector pulling from the successes in regional and international efforts by the same or similar banks.....a sharing of ideas if you will.....and working in a unified manner in conjunction with requirements from the CBI....currently there would be 13 banks that make up the association....some major players like Rafidain and Rasheed Banks.

Here's a funny for today....look at the photo that is with this article...why are the two guys in the back row not looking down at whatever the others seem to be studying intently.....the back row Heckle and Jeckle.....a couple in every crowd.....they ordered from Jimmy John's ahead of time....the others are studying Chinese take out menus to order lunch for their first meeting as COM....today's meeting was a special treat at the palatial palace....they are all standing because Maliki's son had all the furniture removed....remember.....now they are awaiting a delivery from Office Depot of new furniture.

I have personally seen 5-year plans come and go over my career, sometimes they were spot on and successful...other times...not so much.....when a bad year is encountered such as this year for Iraq....and especially with a government change....they may find themselves looking to "rewrite" the plan....especially since the existing one was written under the guise of such great corruption that was rampant at the time....a new plan might just be in order here.

Apparently to clear areas that DAASH once held of any potential booby-traps and mines, battalions are arriving in some areas to help identify and diffuse bombs or mines....attempting to make the area safer for the citizens.
Iran and Iraq ESTABLISH a joint bank
Well I believe the title here to be slightly misleading.....I don't perceive an actual "bank" being established but agreements being put into play between Iran and Iraq in handling banking and money transfer issues...maybe a bank will come out of this effort...but it really sounds more like inter banking agreements to me at this point....perhaps that is just the beginning of more to come.
Three trillions of petro-dollar share of the province for the remainder of the year
This happens to be the second time today that the number three trillion dinars is mentioned....the first with the salary raise that was approved for state employees retro-active to the beginning of the year....now a pool for disbursement of petrodollar shares to the provinces....I'm not sure how this can be anything more than a projection since it is allegedly for the remainder of the year...and production is not a "cast in stone" thing.....and petrodollars are based on production activities.

I draw comment to this article to show that what is being said here is "alleged" accusations made against Maliki.....there needs to be proof of this effort on Maliki's part to carry away such large sums of money.....yes he is a scoundrel....but there is no basis for these alleged efforts at this point....now upon investigation there comes forward any wrong doing especially associated with him confiscating monies from the CBI reserves or from the DFI....then there is a horse of a different color.....so is Iraq on the brink of bankruptcy.....I would need to see more than just this information to even venture a guess.
Maliki's trial on war crimes and genocide
Another great opinion piece....that shares one person's frame of mind when it comes to Maliki......many accusations but until we see Maliki sitting in a court room with actual charges staring at him...be they Iraqi charges or International court charges.....it is difficult to say what will be perceived as war crimes and or genocide.....
