Post From wealthwatch.world Chat Room 7-2-15 Early Morning Part 1 of 2
chattels: Iraq's defunct military industry BAGHDAD — The Iraqi Military Industry Commission (MIC) has a tragic story. Iraq developed its local military industry during the Iran-Iraq War, but in 1991, the international coalition — which was established in 1990 by a United Nations decision to force the Iraqi forces out of Kuwait and monitor Iraq’s activities in the military industry field — brought down most of the MIC’s important facilities, and the coalition’s inspection teams destroyed what was left of it under the pretext of destroying weapons of mass destruction. chattels: Iraq allocated about 23% of its 2015 budget for security forces and armament contracts, aiming to end the expansion of the Islamic State (IS), which seized one-third of the country's surface and executed terrorist attacks in cities controlled by government security forces, such as Mosul and Tikrit.
chattels: The policy of attrition adopted by IS of a high human and financial cost to Iraq prompted the Iraqi government to reconsider the local manufacturing of weapons and military equipment, to limit the large sums spent on armament contracts with the United States and Russia.
chattels: ............. the reactivation of the MIC will substantially ease the financial burden of the war on Iraq. However, she pointed to the lack of any serious steps by the government in this respect. She added, “There are experienced key employees in the government and ministries capable [of producing] weapons and military equipment that would significantly help Iraq in its war on terrorism.”
chattels: For his part, economic adviser to Prime Minister Haider al-Abadi, Mazhar Mohammed Saleh, said that activating the MIC will create major currency potential and secure jobs for competent key Iraqi employees. Saleh told Al-Monitor that the MIC has an important military and economic role in the war on terrorism, but he denied any knowledge of practical steps by the government to reactivate the MIC.

chattels: BAGHDAD - Anatolia - refused to block the Iraqi Forces Union (President Representative of the Year in Parliament), the project "General Amnesty Law", which was approved by the cabinet two weeks ago, and demanded the return of the project to the government to amend it in accordance with the terms of the "close political agreement."
disciple7: ‹@chattels› thanks for bringing the news
chattels: "yesterday did not include any discussion of important law in order to make way for the political blocs to negotiate and agree on a package of important laws, including the National Guard law to ask for the vote." He added that "today's meeting will be more effective than the meeting yesterday,
and will read the laws, especially after the President of the Council, Salim al meeting with the political blocs and urged the adoption of important laws." It is scheduled to hold the House of Representatives today, its second of the third legislative term after that was launched on Wednesday in the first session.

It comes after those injured in the attack were flown back the previous day. A total of 27 British tourists have been officially confirmed dead, but it’s expected that 30 Britons in total were killed in the siege at the tourist resort of Sousse.

chattels: what we see / read periodically is from some Shiite sayingthat allis agreed and we expect to pass this that or the other. It doesn't happen because the Shiite is posturing to appear productive and agreeable and then blames the Kurd or the Sunni that the law did not pass, IMO
MzDiva: its on lockdown
chattels: there is the possibility that several laws could be scheduled for individual votes in sequence as a quid pro quo, but there is no basis in the constitution for a " basket " or vote en masse that i can find
chattels: there is no legal / constitutional process for truncating the legislative process - rule of law means due process, notice and opportunity to be heard on issues
