chattels: Loveday Morris @LovedayM 6h6 hours ago Official from US-led coalition says Fallujah only half retaken, despite Iraqi declaration of victory. mobile.reuters.com/articl... …
chattels: Increasingly there are reports of re-infiltration by Daesh in Baji and Tikrit regions.
chattels: Likely to be a continuing problem.
chattels: Historically Iraq is premature and / or exaggerates their success.
chattels: Add the humanitarian and political crises to all that must be contended with and we have a ways to go, IMO.
chattels: " .........., is probable that the parliament will hold its meeting after the legislative recess or after the holiday, ............. "
chattels: The recess ends on or about the 1st of July and the holiday ends on or about July 7th.
chattels: " there are no there are signs of an extraordinary session, and did not make No one demand holding them are not from the House of Representatives nor the presidential republic, "
chattels: " the meeting be held in the event of a favorable atmosphere with a political consensus is possible that the House of Representatives to convene an extraordinary session, but there are different views and disagreements about the legitimacy of the two sessions of the parliament has not been resolved Federal Court it so far. "
chattels: The Federal Court may decide the appeals on the 28th at last report.
chattels: My previous post in early June : " Absent a decision from the Federal Court on Jubbouri's presidency of Pariament I would say that the chances of an emergency session of Parliament are next to nil.
Of course, as I have reported, the purpose of any emergency session is very limited and we were not going to see any real progress on reform or the important laws / legislation during Ramadan or until the next session of Parliament, if then. The next session of Parliment convenes following the Eid al Fitr Holiday ( three days ) on or about July 7, approximately."
chattels: And prior thereto in late May : " Again I say, that Parliament will not meet during Ramadan. ................... absent some emergency session ....................."
chattels: Iraq - UN releases $15m for Fallujah aid amid drastic underfunding
chattels: ERBIL, Kurdistan Region—The United Nations has reached into its emergency fund to release $15 million for humanitarian aid for people fleeing fighting in Fallujah, it was announced on Monday.
chattels: “Since last month, more than 85,000 people have been forced to flee the city, displacing families from their homes, communities and livelihoods,” the statement continues. “Those remaining in the city face dire shortages of food, medicine, electricity and safe drinking water.”
chattels: The UN estimates that 10 million Iraqis are in need of assistance, including 3.3 million internally displaced (IDPs). The majority of the Iraqi displaced have found temporary refuge in the Kurdistan Region, which has seen a 30% increase in its population because of the influx of people fleeing conflict and war in Iraq and Syria.
chattels: There is the possibility that the parliamentary crisis could be resolved by agreement of the political blocs which would obviate the need for a judicial determination. Certainly " healing " is important even if the crisis must be resolved by the Federal Court therefore it is preferable for the political blocs to make a constructive resolution by agreement.
There is news today that the high court may be procrastinating on a decision to allow / encourage just such an end or a " new beginning " and resumption of reform measures.
Court decisions empower the " winner " and alienate the " looser ". Iraq needs a consensus for reform born of a common vision and purpose in the near and longer term.
chattels: Posted the foregoing one week ago.
chattels: Joel Wing @JoelWing2 PM Abadi following in footsteps of Maliki appointing 19 inspector generals in ministries & commissions all from Dawa
chattels: The chairman of the parliamentary finance committee Faleh applicable, on Tuesday, on the illegality of the Prime Minister Haider al - Abadi in a change of inspectors general.
chattels: " there are important agreements, Iraq , in dire need of economic openness with the countries, especially the industrial, administrative and agricultural side , "
chattels: Member of the parliamentary investment: a vote on international economic agreements soon
chattels: a vote in Parliament soon ?
chattels: counting the recent decision by Prime Minister Haider Abadi , a legal expert, regarding the transfer of the exemption and set Mufthien public officials in the ministries and government institutions "illegal." http://www.alliraqnews.com/modules/news/article.php?storyid=41226
chattels: THERE IS SOME INFORMATION THAT PARLIAMENT WILL RECONVENE ON THE 1ST OF JULY, BUT ........... THE FIRST OF JULY IS A FRIDAY, THEIR HOLY DAY ???????????????
chattels: Eid Al Fitr Holiday in Iraq 2016 is 7 Jul Thu , 8 Jul Fri , and 9 Jul Sat publicholidays.me/iraq/ http://publicholidays.me/iraq/
chattels: Ramadan 2016 began in the evening of Sunday, June 5 and ends in the evening of Tuesday, July 5 - Dates may vary.
chattels: Eid-al-Fitr (Eid al-Fitr, Eid ul-Fitr, Id-Ul-Fitr, Eid) is the first day of the Islamic month of Shawwal. It marks the end of Ramadan.
chattels: It appears that Ramadan will end in Iraq on July 7th.
chattels: Ramadan is not a holiday per se in Iraq. The legislative recess coincided with Ramadan.
chattels: The CBI calendar is showing July 7 as Eid Al Fitr ( three day holiday ). www.cbi.iq/index.php http://www.cbi.iq/index.php?pid=TheCbi
chattels: Probably more than anyone wanted to know, but I was interested to determine the number of days / " probability " of Parliament convening after Ramadan and before the Eid Holiday.
chattels: Realistically it appears that there is only Sunday, July 3 - Thursday - Wednesday, July 6.
chattels: Parliament has been on vacation.
chattels: In recess. Whatever, but there are no sessions reported. Are there committee meetings ? No doubt from various reports. Certainly the cabinet has met.
chattels: " .............. this reform is part of the financial management and counseling appointment because Iraq today is subject to the conditions of the World Bank , including reducing staff numbers by a large margin and special grades, as well as the imposition of taxes on salaries and all that must be taken into account and be a priority in the reform project. "
chattels: It appears that Abadi is explaining / justifying the recent " proxy " appointments as part of his ongoing reform and / or compliance with the conditions of the World Bank loan(s).
chattels: If so, I wonder why all the new appointees (19) were Dawa Party ?
chattels: Parliamentary Finance is changing the inspectors "consecration of corruption" and calls Abadi's "not to use the recess"
chattels: Courtesy of Butifldrmr
chattels: " not to use the recess " means, I think, " exploit the holiday the legislative changes to make some prospects narrow and marred by suspicion. "
