“These areas are safer now, so why give it back to them?” he said. “If they want a referendum by the constitution [on the future of Kirkuk], they are welcome. chattels: Kirkuk’s citizens were supposed to vote before 2007 on whether the city should become part of Iraqi Kurdistan, according to article 140 of the Iraqi constitution. However, the referendum was never held and article 140 expired after not reaching its deadline of December 2007.

The Ministry added that "the estimated revenue for the next year budget will be 84 trillion and 73 billion and 557 million dinars," noting that "the deficit will reach 29 trillion and 32 billion and 214 million dinars to be plug through loans and bonds and the use of Special Drawing Rights."
She continued, "estimated expenditure will be 113 trillion and 505 billion and 771 million dinars, of which 30 trillion and 480 billion and 517 million dinars for the expenses of the investment projects, while 83 trillion and 25 billion and 254 million dinars will be allocated for ongoing expenses."
The Ministry of Finance announced yesterday that it submitted the draft 2016 budget law to the Council of Ministers, stressing the importance of transparency and compliance with legal and constitutional timetable in approving it.

chattels: With the price of oil depressed, production levels become all the more important.
chattels: it is interesting to note that no matter the price of oil over the years that the budget projection compared to revenues has remained about the same year in and year out, but the shortfall this past year has been significantly greater.
chattels: Many economic and oil related articles seem to focus more on production than price which may tell us something about the manipulation of the market price and suggests that the " world ' of oil is more concerned about being able to depend upon supply and it will take care of pricing.
chattels: We are significantly disadvantaged as news watchers in a world that lacks transparency on so many levels or I am just stupid.

chattels: I actually do try to apply critical and discerning thought to what I read, but at the end of the day we may be fooling ourselves to think that we can really know anything. How do we really know whether and what article or part of an article has any truth ?

chattels: 9-19-2015 Intel Guru TD Very few comments from my Kurdish friend to speak of these past many, many months ( as always treat all as rumor and please due your own sound diligence ) BUT there is growing sentiment and outcry by many economists and political folks to DEVALUE the dinar here in the short term.
Continued lagging of the price of oil and worldwide glut supply coupled with trade imbalances are posing this move to occur.
Rumor has it that the Abadi administration in sync discussions with the CBI will act in this proposal in the next couple weeks , probably beginning of October. Rumored rate will be about 1500-1600 / dollar . If this happens that will be the rate at least for the next 6 months or so.
chattels: XXX : We should remember that's what this is - an investment. The big problem is timing... it's not coming fast enough for most people. I'm with you there. However, none of us control the timing. It's not a "guaranteed winning lottery ticket" - it's an investment.
