Monday, November 2, 2015 Iraq Situation Report: October 27 - November 2, 2015 By Patrick Martin and ISW Iraq Team
OOTW: Washington stopped pumping Iraqi Central Bank funds to prevent the arrival of the dollar's "enemies"
Lauren305: I do appreciate the input from you all
OOTW: I'LL CHECK IT OUT LAUREN BRB
OOTW: FIRST HERE SOME HIGHGLIGHTS FROM BUTI'S GREAT FINDS
OOTW: According to US and Iraqi officials and people familiar with the case After it this summer, Iraqi officials agreed to develop a more assertive on the distribution of US dollars restrictions by the Central Bank of Iraq, the flow of dollars back, but under the supervision of the best. \
According to the person familiar with the case, the problem dates back to the end of December last year when he called on officials of the Federal Reserve and the Treasury Department the Americans to a secret meeting in one of Istanbul hotels with Iraqi officials, who expressed Americans for discomfort due to the increasing volume of dollars that are shipped to Iraq and the lack of clarity on the place where the money ends.
OOTW: It is noteworthy that the amount of money flowing into Iraq is increasing in recent years, as it is in the 2014 annual flow of funds US from Federal Reserve Bank of New York to Iraq 66.13 billion, or more than three times the amount in 2012, which was 85.3 billion dollars, according to data collected by the Iraqi parliament and it is seen by the newspaper.
OOTW: NEXT ARTICLE
OOTW: U.S. Cut Cash to Iraq on Iran, ISIS Fears Fed and Treasury officials were concerned that dollars were ending up at sanctioned Iranian banks and possibly being funneled to Islamic State militants[Currency is exchanged at a market in Erbil, Iraq, last year. A temporary move by the U.S. to stop cash shipments to Iraq’s central bank pushed the country’s financial system to the brink of a crisis this year.
OOTW: After Iraqi officials this summer agreed to institute tighter controls on the distribution of U.S. dollars by Iraq’s central bank, the dollars are flowing again and with better oversight, according to U.S. and Iraqi officials and people familiar with the matter.
OOTW: Exchange houses in the northern, Kurdish-controlled city of Kirkuk—outside of Islamic State control but close to extremist front lines—are among the most active in allowing dollar flows into Islamic State-controlled territory and to Islamic State militants, Iraqi officials said. In addition, Islamic State in 2014 stole about $100 million from a Central Bank of Iraq-run vault in Mosul, said a person familiar with the theft.
OOTW: The decision was delivered just as Iraq’s central bank was running out of cash. Many Iraqis panicked after large withdrawal requests were denied, and the exchange rate fluctuated much more than usual. Iraq’s central-bank governor didn’t reply to requests for comment.
In July, several U.S. officials, including Daniel Glaser, assistant secretary for terrorist financing in the Treasury’s Office of Terrorism and Financial Intelligence, flew to Baghdad to discuss potential solutions.
At a meeting in the U.S. Embassy dining room, Iraqi officials including Iraqi central bank governor Ali Allaq agreed to turn over reams of data to the Fed, which also shares it with U.S. intelligence agencies.
They later hired U.S. accounting firm Ernst & Young to monitor the auctions. On Aug. 6, just days before Iraq’s central bank said it would run out of dollars, the Fed and the New York Fed sent nearly $500 million. It has sent several more in the weeks since then.
OOTW: The issue isn’t fully resolved. On Oct. 2, the Treasury hosted a classified meeting in Washington focused on Iraq exchange houses that could have connections to Islamic State, according to people familiar with the meeting. A couple of those exchange houses are owned by politically connected Iraqis, and U.S. officials discussed how best to persuade other Iraqi officials to terminate those relationships, one of these people said.
OOTW: ANOTHER WOW
Lauren305: ‹@TxBrand› 6 years is NOT long... I've been in since August 5, 2004. I've started wearing black on the anniverary of that day
OOTW: PLEASE READ THIS THREAD IT'S TRULY GREAT OOTW: wealthwatch.world/showthr...
OOTW: LAUREN LOL
OOTW: LAUREN IF YOU'RE LOOKING TO FIND OUT IF THE LINK YOU PROVIDED IS ASSOCIATED WITH CREDIBILITY, I'D SAY YES
OOTW: IT'S AN OFFSHOOT BLOG OF THE OFFICIAL INSTITUTE OF WAR, A GOVT DIVISION WHICH IS NON PROFIT
OOTW: YOU HAVE BROUGHT IN AN INSIGHTFUL ARTICLE/POST BY THE INSTITUTE OF WAR...I WILL POST THIS
OOTW: THANK YOU
Lauren305: from the link of the report I posted previously.... Key Take-Away: PM Haidar al-Abadi suffered a serious blow in his bid to reform and lead the government on November 2 when the Council of Representatives (CoR) unanimously ruled to withdraw his ability to launch reform packages unilaterally. CoR members voiced support for the reforms, but worded the motion as enforcing the separation of powers and keeping legislative powers within the CoR.
OOTW: YES THERE'S BEEN MUCH BACK AND FORTH, BEFORE AND AFTER A BILL WAS PRESENTED TO AMEND THE PROCESS/STEPS TO APPROVE LAWS
OOTW: I NEED TO RESEARCH THIS
Lauren305: ‹@OOTW› at first reading sounds depressing and negative, imo. Sadly, coupled with TxBrand bringing to mind my anniversary date, I am now completely bummed out. Does this mean Maliki and his cronies got a shot in the arm? Sadly the vaccine, life-saving kind, and not the lethal, deadly kind
Doug_W: CHIN up 305
OOTW: LAUREN - THERE WAS A LIST OF MP'S PUBLISHED LAST WEEK. THESE MP'S HAVE HAD FORMAL CORRUPTION CHARGES BROUGHT AGAINST THEM...
MANY OF THEM ARE MEMBERS OF THE DAWA, ALONG WITH MALIKI..AND SEVERAL ALSO SHARE THE SURNAME OF MALIKI...
FROM RESEARCHING THESE POLITICIANS, I STRONGLY BELIEVE THAT THE POWERS THAT BE, PRIMARILY THE INTEGRITY COMMISSION, ARE DOING THEIR BEST TO WORK UP THE IRAQI POLITICAL FOOD CHAIN IN ORDER TO PIN CHARGES ON MALIKI
OOTW: THERE IS A PLAN
Lauren305: ‹@Doug_W› is this thing EVER going to be over? seems we take 1 step forward and are blasted back several more.
OOTW: THEY CANNOT DISSOLVE THE GOVT RIGHT NOW OOTW: SO....
OOTW: THE ONLY WAY TO RESTRUCTURE THE GOVT IS TO PROSECUTE THESE GOI MEMBERS - THEREBY OPENING UP THEIR PLACES IN THE GOVT FOR THOSE WHO HAVE BEEN FOUND GUILTY
Doug_W: YES it will happen but NOT when we want it to
Lauren305: ‹@OOTW› it's a slow plan, seemingly. It does seem there are many Maliki's listed in the corruption files, you are correct.
OOTW: AFTER THIS, THEIR IMMUNITY WILL BE REMOVED - BECAUSE EACH PM'S IMMUNITY, OR FORTHCOMING LACK OF, HAS TO BE VOTED ON IN THE HOR - AFTER CHARGES HAVE BEEN FILED AND THEY'VE GONE THROUGH THE COURTS
Lauren305: ‹@OOTW› are these "constitutional" challenges being raised with each reform or law? Or more an over-all thing? I do agree that firing all the VPs is wise, but there should be at least one Deputy/Vice Prime Minister. It can't be just Abadi sitting alone in the throne room. It would smell of dictatorship or totalitarianism, imo
Lauren305: ‹@OOTW› I do understand. But that report throughly depressed me.
a 45 min documentary on ISIS... really good. it includes an interview with a Maliki ally, Former defense MP
OOTW: MY PHILOSOPHY ABOUT IRAQ, HAS LONG BEEN THAT IN ORDER FOR CHANGE TO OCCUR, YOU NEED TO EXPOSE THE ISSUES
OOTW: IT'S JUST LIKE WITH DISEASE, YOU CAN'T ADDRESS IT UNTIL ITS EXPOSED
OOTW: THANKS SO MUCH DOUG
Lauren305: FYI, the Apaches they ask for were delivered Sunday.
OOTW: WELL, THAT'S SOMETHING ISN'T IT?
Lauren305: ‹@OOTW› you are correct. Cleanse the wound or no amount of antibiotic can fix it. I agree.
OOTW: YES AND THIS IS WHAT IRAQ IS ATTEMPTING TO DO OTW: IT'S ALL GOOD

questions abt the foreign troops in Iraq, the Quz forces, with names, and confronted about the army dropping weapons and running away from ISIS... This is the same interviewer who did the Maliki BLACK BOX expose. It's compelling watching

forestnr4: BAGHDAD / News Network Iraq Advisory Group recommended to the prime minister of reneging on new salary scale in order to avoid further congestion in Alstreet.khv that a senior government source said:
"The recommendations stated on several alternatives to make up for the deficit in the financial budget instead of the new peace, most notably float currency for the high price of the dollar against the Iraqi dinar, "noting that" the decline of the Iraqi dinar exchange rate will allow the government an important part of the dollar in the treasury, especially since the proposed scheme provides for the possibility of a strong dollar because of the float to more than 1,500 dinars, instead of (1180) dinars to the dollar.
"He added that" this measure is expected to provide the Treasury about 3 trillion dinars per year, which makes up what has been reliable of financial abundance because of reduced allocations several ministries, which sparked protests and popular discontent overwhelming ".
sv also the source for the "Undo advisers Abadi for him the new salary, after he had recommended issuing lingered apply, or undo it once and for all, as opposed to float the currency," .
otaoam currency is a system of "free exchange rate", i.e. the central bank to determine the dollar exchange rate in accordance with the directions demand and supply, ie, if demand for the dollar in the foreign exchange market has increased (dollar market), the dollar exchange rate tends to rise,
and if the demand for the dollar has fallen, the dismissal rate tends toward Alankhvad.oumany so that the dollar exchange rate will be subject to waves of demand and supply them, so it was on this system to float the currency "Floating", leaving any floating currency value rise and fall with demand and supply waves.
