chattels: Reidar Visser @reidarvisser Centrist forces seem to have prevailed in Iraq parliament today. Budget passed by pro-Abadi Shia, Sunnis, Kurds. Maliki supporters protested
chattels: Reidar Visser @reidarvisser State of Law MPs are so angry with passage of budget with 17% KRG share that they say they will boycott parliament www.alliraqnews.com/modul... …
chattels: Reidar Visser @reidarvisser All today's #Iraq developments re 2016 budget should give pause to those who say country is entirely at mercy of pro-Maliki, pro-Iran forces
chattels: :: 2015/12/16 18:24 • [Baghdad-where] State of Law bloc in Parliament suspended on Wednesday, to attend parliamentary sessions in protest against the Kurdistan region's share in the budget of 2016. A spokesman for the bloc Amer al-Khuzai told all of Iraq [where] that "the bloc will not resume attendance unless it is reconsidered by the region's share amounting to 17%."
And accused the bloc "House Speaker Salim al-Jubouri of misleading public opinion in his announcement approving the budget without reference to our objection and deputies others on this ratio despite the provision of a representative of the request. chattels: wealthwatch.world/showthr...http://wealthwatch.world/showthread.php?tid=3333

chattels: 6. The settlement of dues between the province and the federal government from 2004 to 2015 the adoption of the Office of Financial Supervision of the previous 2014 reports provide a clear detection of the extent of compliance and details of imports and how much of it was handed over to the center.
chattels: 12-15-2015 " XXXX" Article quote: "the meeting presidencies Saturday evening in the presence of leaders of political blocs stressed the need to pass the oil agreement..."
THEY HAVE AGREED ON THE HCL. DURING THIS WEEK THE HCL WILL BE VOTED IN FOLLOWING THE BUDGET VOTE...ACTUALLY EXPECTED ON THE 16TH. IT MAY NOT BE SAME DAY BUT THEY STATED IT WILL BE THIS WEEK.
chattels: It will be difficult for Parliament to vote on the HCL following the budget this week as stated by "XXXX " with adjournment until next month, eh ?
chattels: Not to worry though, "XXXXX " says that the " RV " will occur within a day of the budget passage.
chattels: This is the interesting and encouraging news in reality. " Reidar Visser @reidarvisser Centrist forces seem to have prevailed in Iraq parliament today. Budget passed by pro-Abadi Shia, Sunnis, Kurds. Maliki supporters protested "
chattels: Abadi seems to have accomplished his political alignment on the budget vote, to wit : " pro-Abadi Shia, Sunnis, Kurds "
chattels: How often and on what other issues and votes he can create and maintain such a political coalition remains to be seen.
chattels: The Kurds tried boycotting parliament in 2013 with no success. I expect the same for any State of Law Coalition boycott.
chattels: As imperfect or incomplete as the budget may be for 2016 from the Kurdish viewpoint they are not boycotting Parliament. Lesson learned from 2013.
chattels: Abadi confirms that the most serious challenge facing the country as well as the challenge of terrorism is a global drop in oil prices
chattels: "The most serious challenge facing the country as well as terrorism is defying the decline in oil prices globally with Khodhana war against terrorism is costing us huge amounts of money ............"

chattels: Wednesday, December 16, 2015 Iraq’s Former Trade Minister Finally Convicted Of Corruption But In Absentia wealthwatch.world/showthr. http://wealthwatch.world/showthread.php?tid=3338
chattels: Iraq’s courts are notorious for giving into political pressure and not dealing with high profile corruption. Sudani was a perfect example as the premier and Dawa both made sure he would not be found guilty. Later in 2015 when he was finally sentenced the situation was different because he was no longer a minister and was out of the country so nothing would happen to him.
chattels: Sudani finally being convicted was not a victory for Iraq, but rather a sign of its weak institutions. It took years to finally find him guilty, but that was only after he had resigned, left the country, and probably taken his ill gotten loot with him to England.
This is rather typical in the country. The ruling parties have threatened and bribed judges to drop these types of trials, which is why the courts are unwilling to take on any serious corruption cases because of the political repercussions. It’s just these types of situations that have led to protests this summer across the nation, and in the past, and led to a deep level of cynicism about the government by the citizenry.
There is no serious attempt to change the system, because the elite rely upon payoffs, bribes and kickbacks to rule. It would take a generation to root out these practices, but there is no will to do so as seen by the backlash against Prime Minister Haider Abadi’s reform program.

chattels: The pesh merga fighters I command are not conscripts; they would rather die than surrender to the tyranny of the Islamic State. We are determined to liberate Kurdistan, every inch of it, and we will exercise our right to self-determination.
chattels: We have yet more volunteers ready to join the fight against the Islamic State — if only we had the resources to train and equip them. We cannot do it alone; we need the West’s help.
chattels: Kemal Kirkuki is a commander of the pesh merga forces on the northwest Kirkuk frontline, and a former speaker of the Kurdistan Regional Government’s Parliament. wealthwatch.world/showthr.. http://wealthwatch.world/showthread.php?tid=3341
