400 U.S. expert who train Iraqi weapons and maintenance
There are 24 Apache helicopters being sent to Iraq, but they may not be delivered in time to help with the current Anbar crisis....meanwhile 500 Hellfire missiles are to be delivered and are expected to assist the retaking of Fallujah and Ramadi, that sounds encouraging. There are going to be a number of US personnel that will help train Iraqi pilots and other technical people associated with the maintenance of the helicopters.....we've seen other articles that have talked of this help. Much of the support and training that is coming to Iraq is being done with US military contractors.....this is a sidestep for the administration to keep boots off the ground in Iraq.

Well there continue to be squabbles in Iraq....what else is new....the current issue is over the recently passed Retirement Law....probably shouldn't surprise many people....you can't please all the people all the time. Of all groups it is the Liberal bloc that is raising the stink about how the law was passed, claiming that it is not constitutional....basically claiming the government has allocated "huge privilege for certain classes. The bloc states that the Federal Court issued a resolution last October that repeals pensions for the House of Representative. This appears that it may be headed to a court to iron out the differences....may have to watch this....but IMO I don't see this as a problem with what we are seeking.

Well this article seems to contradict the article just above.....stating that the Legal Committee of Parliament does not believe the new Retirement Law interferes with the Federal Court decision from last fall. If memory serves me correctly there was explicit discussion and voting on paragraph 38 of the Law....and that aspect was passed.....move on.
British Standard Chartered Bank International opens branch in Erbil
After opening an office in Baghdad toward the end of 2013....Standard Chartered Bank is now committing to opening a branch office in Erbil during the month of March 2014. This is to support banking needs within the Kurdistan region. IMO.....they are finding needs that require support within the Iraqi infrastructure and moving forward to provide that support.....they are looking for avenues in which to make money.....they aren't there simply to hand it out.

The US is interested in assisting Iraq in the development and growth of its economy....in growing jobs that will help support that economy.....the US is committed to helping attract private sector investments into Iraq.
Deputy announces near the third meeting in Baghdad for the provinces to wrest powers from the federal government
So the provinces are upset with the way the government....the COM....has been treating them.....not sure that taking away powers of the government is the real answer here.....except maybe for the Kurds.....the other provinces IMO don't have the right infrastructure in place to do more on their own at this point in time.....if anything they need to stay closer in contact with the COM and communicate with them as frequently as possible....let them know your concerns and wants....use the petrodollar issue as "one" example....but get off of it and move forward....the COM made amends and fixed the issue....yes they do listen to you.
Kurdish Deputy: We will stress to claim entitlements Peshmerga and warn of a majority to pass the budget
The Kurds continue to bark....but the noise seems to be lightening up a bit.....they seem to be pushing for some resolution this year to the Peshmerga issues.....IMO....the budget process is not the time to be working these details out...you have all year to stand before the COM and plead your case.....not now.....as for the oil....from previous articles....that would now appear to mostly be a non-issue.....with the Kurds being able to use their oil company COMO to export their oil....stack hands on this and let's get a jump on next Tuesday.
Parliamentary economy: government mafias controlled goods to their interests and keep the country a net importer
Is there any area of the world that does not have some form of mafia or politicians in control of what goes on......how disgusting that countries have to live in this manner....maybe I'm just being too naive.....but in Iraq's case....it appears to be stifling or slowing their need to become less dependent on imports and growing more dependent on making things at home.
Oil revenues in the system of the central state and federal!
Oil revenues.....who can live without them.....and....of course everyone wants a piece of them....even those that are not involved in the drilling, extraction, production, or refining of the oil or gas.....everyone wants a piece of the money pie....the Fed government wants to take in the revenue and dole it out as they see fit....the provinces wish to have more say in that of course....they see what the Kurds have been able to get away with and are wising up....wanting in on the same action......somewhere in the mix is a solution that will make most everyone happy....but as I keep saying....budget time is NOT the time for this discussion......do it during the year and put a game plan in place.
US examines budget issue between Baghdad and KRG
The US can't do much more than observe and make observations....they have already stated they are in support of the Baghdad government....this has to put the members of the US consulate office in Erbil in a precarious position.....what they recommend is that the Kurds continue to negotiate with Baghdad over their perceived issues. The US cannot get more involved than this type of effort at this point. IMO there is some discrepancies that exist on the side of the Baghdad government....these issues need to be resolved, not only for the Kurds but for all Iraqis.....but delaying the budget is not the way to fight this battle....it needs to be done legislatively....probably through a committee that represents all parties. Again....an agenda item for 2014....not for the budget at this time.
Investment Babylon: We call for the need to reform the banking system and a policy of soft loan
The Investment Commission of the province of Babylon is calling for bank reform.....they see issues with people's ability to procure loans for housing and other things.....this makes me wonder if they are looking only within their province....or have they visited the idea with the CBI.....there are reforms in the works....that will begin with the CBI and spread to the banking systems of each province....this is all happening now as we wait. This has to happen if Iraq wants and expects to become an international entity.....perhaps a conference is needed with Baghdad to be able to express concerns and ideas....after all there should be effective communication flowing both ways for all to win in this venture.
Even the Kurds Are Turning Away from U.S
The Kurds have long been allies with the US....but recently that alliance has fallen on bad times...especially so with the current administration who is guilty of turning their backs not just on the Kurds but on other allies as well.....as a result some factions of the Kurds have turned to the Iranians for help and guidance....an effort that will cause issues for the US long after Obama leaves office. What support the US has recently shown in Iraq has been to support the Baghdad government.....seemingly to overlook the Kurds in many ways.....this kind of snubbing does not go unnoticed.
Kirkuk, demanding the distribution of cash to the citizens instead of the ration card items
Kirkuk wants the money that would be loaded onto a ration card to be given directly to its citizens.....IMO....this will draw all kinds of corruption and fraud into play and will get to be very messy for all involved.....a hotbed looking for some very strange bedfellows.....the Iraqi's have been talking about the ration card for so long....surely they have details ironed out for these things to finally be issued.....I'm sure they will have some issues....but why would anyone wait until the government is ready to roll these things out to become vocal about how they are administered.....if a plan is in place....run with it.....work the bugs out....or refine the plan and go forward......the COM and Maliki both seem to be interested in pushing this out to the provinces....let it happen.
Oil announces receipt of applications from African countries for the purchase of Iraqi oil
Oil Minister Karim and coffee and doughnuts....has let it be known that at least three African nations have submitted bids for purchasing Iraqi oil....this ties in well with Iraqi goals of finding new markets in Africa for their oil....the countries are Egypt, Sudan, and Eritrea. It was announced in October of 2012 that Iraq exports 50% of its oil to Asian countries and expects that to grow upwards of 80%.
United: Iraq's budget equal to the budgets of seven Arab countries and 25% of Iraqis under the poverty line
There is no doubt that Iraq has a big budget....bigger than a number of other Arab countries...but they also sit on a sea of oil and and gold.....with that comes many financial requirements to deal with such wealth.....but at the same time....they do need to work towards reducing poverty.....25% living below the poverty line is unacceptable in my mind....hopefully yours too......what Parliament needs NOW are MP's that are willing to TALK about issues....not just pout and say I'm not voting. That accomplishes nothing.....well....it does accomplish the wrong thing....further problems for the poor people of Iraq....problems for all the people of Iraq....start negotiating.
Oil Minister: Iraq targeting revenues of 200 billion dollars a year
Karim and coffee and doughnuts at it again....stressing that he expects Iraq's oil revenues to top $200 billion for the year based on production that is maintained at or above 3 million barrels per day of oil.....they are wising up to the fact that as they produce the known fields....they need to be developing new areas.....taking into account what is being depleted on a daily basis....has to be added upon by new finds.....tapping into the vast yet uncharted reserves that exist.....so continues their dependence on oil as a major source of revenue for a number of years to come.
US Ambassador: Iraq in 'Precarious Situation' Combating Extremists
I'm not sure what to think of this Ambassador....he starts by painting an extremely grim picture of Iraq standing on the edge of a cliff potentially about to step off the edge....one wrong move and it's all over but the crying.....I'm not sure how far out of the American Embassy this guy ventures.....then he tries to go a completely different direction painting a picture of cars all over the place because of what our fighting men and women did while in the country......IMO....they did quite a bit more....but that is just me.....I will say that I do not like this man....our ambassador.....probably not aligned with his politics.....for the last five years the US has essentially turned their back on all of Iraq....after spending spending a number of years holding their hand and guiding them.....we just left them on their own.....is it any wonder that we see the turmoil we do today.....shaking my head.
Washington plans to sell air traffic control systems to Iraq
$700 million for air traffic control systems at four Iraqi airports....Tikrit, Basra, and Kut, that only seems to be three to me...but what do I know.....there will also be training associated with this equipment.....it will be put out for bid for contractors to construct....and will not change the political balance or the US military in the region.
Expectations .. Oil revenues of up to 5 trillion dollars in 2030
I didn't know the Iraqi's had such a forward looking crystal ball.....wow.....for once the Iraqi's are looking forward in a manner that makes sense.....putting things into silo's....good, great, and best.....in 2020 the good rate would be 6 million barrels of oil per day.....great would be 9 million, and the best would be 13 million....big numbers no doubt....looking further ahead to 2030....at $50/barrel they would have revenues of $2 trillion per year....at $110/barrel they would have revenues of $5 trillion annually.....incredible numbers.....IMO....I believe they are starting to realize they sit upon an unknown amount of wealth that will only be restricted by their ability to find it, produce it, and export it effectively and efficiently....and the world's demand for it in the future.
Proposals for new oil from the Kurdistan region to Baghdad
It appears the Kurds are expecting to reach an agreement with Baghdad this week or early next week before the budget reading on Tuesday......they are asking for COMO to export the Kurd oil instead of SOMO....this will effectively keep Baghdad out of their business....this sounds like it may have been agreed upon already.....or the region's share of the oil can be deducted from the sale of the oil...and what is left goes to Baghdad....my question.....who puts money in the DFI.....someone better.
File corruption dominates the meetings Iraqi businessmen officials economists
This article talks about corruption running deep and strong within Iraq......Dr. Mohammed Saleh speaks in part of it.....and it sounds like the corruption is not just mafia related but rampant within politics as well....imprisoning thousands of perceived "political prisoners" and later released with the amnesty law.....the corruption also exists with American companies that were created to provide arms and other products to Iraq, where billions were taken but nothing was shipped in return.....and we wonder why Iraq is in the condition it faces today.....shaking my head.

Reading this article with the glasses that NOVA provided to us last night......leaves me with a couple of thoughts about it.....this sounds like one individual with some monetary clout......setting up an office in Baghdad.....not sure he is even tied to the ISX at this point......also not sure what it takes to become linked to the London Stock Exchange.....just because the office opened 9 months ago doesn't mean he has been trading all this time.....unless he as been doing so on a local level only......the individual speaks the right business language....but I don't see the ISX mentioned anywhere.....it just sends up red flags for me at this point in time.

Five years ago the US negotiated itself into a pickle with Iraq.....that is not being allowed to have "boots" on the ground now as a result of strategic framework agreements......so in light of that....the US will need to rely on contractors to train Iraqi military personnel on the use of equipment and maintenance of the equipment.....in one view this is fine....but who better to train one army than another army....especially when said army is expert on the use of equipment in question.....oh how we managed to slam the door on our own toes......shaking my head.

Interesting article that seems to say that the lack of response on the US administration to agree to see Barzani in DC is essentially slapping the nation of Iraq in the face.....deal with the whole....or we go elsewhere for our arms and equipment....probably Russia.....if this proves to be the case.....it just becomes another failure of this administration's attempt at foreign policy....more head shaking.
Maliki greets local initiative in Anbar and demanding Parliament to speed passage of the financial budget [Expanded]
In his weekly address to Iraqi citizens, Maliki stated that he did not intend to hurt the people of Anbar in the fight against terrorists there......he stated that terrorism knows no religion and is working to destabilize the region.....he also talked about the good that was done by Parliament in passing the Retirement Law....and also asked Parliament to speed things up with the budget.....he also stated there was a committee formed by the COM to meet with the Finance Committee with the ability to increase the budget if it was deemed necessary.
No indications of the possibility of resolving the dispute over the budget and directed to return to the cabinet late
This kind of article makes me want to stand on a very tall soap box.....this is one individual that wants to give up on the Parliamentary process....even before it has been given a chance to work.....they have yet to have the first discussion on the bill.....NOVA made a statement last night...."what proof do we have that the budget is in the hands of the Parliament".....they keep acting like they don't have it.....only hear rumors of what might be in it and get upset.....so many people crying that it can't be fixed, we can't do our job.....send it back to the COM.....we are weaklings and don't really understand how to do our jobs.....we just want some whine with our cheese and dates.....and on and on it goes.....I honestly hope that they do a first reading on Tuesday.....to prove everyone wrong.
Change is coming
I will be the first to admit that this article is difficult to decipher.....it speaks to change.....perhaps of the upcoming election....perhaps there will be a new sheriff in town after the election.....perhaps there will be many new MP's to indoctrinate....those that truly want change....I find it ironic that here in the US there is hope for change in the upcoming elections....very similar yet for very different reasons as well.....change on another front I whole-heartedly believe we are witnessing before our very eyes.....there is hardly a day goes by that we don't see or hear of some evidence of change.....it's no longer a monthly thing that we look for....or even a weekly thing......remember those days....they seem so long ago.....we seek and now expect change....every day.....whether it is in the form of laws....actions taken by provinces.....or the CBI....change is coming.

Yes there are differences between the Kurds and Baghdad over the budget.....but the Kurds seem to believe they are going to be able to resolve them.....standing on the constitution to get it done.....that leads to a question....whose constitution....the Kurds or Baghdad.....the only one that truly means anything in the budget process is the Baghdad one at this point in time.....Tuesday will be a mighty interesting day.

Score one for the good guys....in blowing up this device in a controlled situation near the oil ministry center......no idea yet who might have planted it.....apparently there have been several Baghdad bombings that have proven fatal and causing injuries as well today near the Ministry of Foreign Affairs and at the Green Zone entrance.

Why does it not surprise me that even Iraq has a liberal bloc.....and of course they threaten to challenge the newly approved Retirement Law in the federal courts.....they don't like that special grades are going to receive in excess of 4 million dinars as part of their retirement package.....where was their voice when this was being read.....the Liberal bloc is claiming that Parliament violated a Federal Court ruling from a couple of months ago that cancelled pensions for members of the House of Representatives.....but the Legal Committee had looked at this and claims no foul.

State of Law bloc representative believes that there is too much conflict in the budget, that it creates too many conflicting opinions between the blocs....that the Kurds haven't come to an agreement yet....it is like the list becomes almost endless with excuse after excuse why they should not mess with this bill much less try to pass it.....if I didn't know better I would think the bill has been laced with poison. From the sounds of things.....the operational budget will not be severely impacted by any delays in the 2014 budget....but what is being impacted are investors looking to do business within the country....they see any delay as an issue in getting paid.....this leads to long delays in projects....unemployment for workers.....no pay...the list just keeps growing bigger and the longer the delay the bigger the numbers add up....the petrodollar distribution also remains a question unanswered at this point.
Oil: Iraq's oil reserves rose to quadruple production
This article is sort of something I have been on the watch for since I invested in the IQD....the oil reserves are growing.....at a pace greater than what is being produced...that is a good thing.....and they still have so many areas that have not been surveyed for oil.....112 billion barrels growing to 150 billion barrels.....I personally wouldn't be surprised to see this number grow over 250 billion barrels in the future.....that is a great wealth in a sandbox.....and in the areas that are not touched by oil and gas development.....there's always gold to think about.

Terrorists have pushed their fight into neighboring provinces of Salahuddin, Diyala and Mosul in an effort to draw attention away from Anbar and specifically Fallujah as Maliki's forces prepare to confront the terrorists in Fallujah head on....and according to Maliki in his weekly radio broadcast stated.....the conflict is about to come to an end....I'm thinking he has had enough of the talking....so let's take 'em boys.....the other provinces are mounting their own respective counter assaults.....btw...people talk about civil war within Iraq....IMO.....this is not it...this is terrorist activities to the max.....IMO....Maliki could use several SEAL teams to dispense with the riff-raff forth-with.....Let's Roll.

It appears that Basra is getting serious about oil storage on the coast in or near Faw......58,000 cubic meters worth of storage in each of 8 tanks.....I can't do the conversion from cubic meters to barrels of oil, which is what I am familiar with...but I do believe these will be monster tanks....maybe not as big as the 2.5 million barrel tanks that sit in Turkey at Ceyhan....but still very big tanks in their own right....big enough to require very special underlayment and footings due to the weight of the oil.....this is yet another positive for Iraq.....preparation for future growth...forward thinking.

Well the Iraqi's are getting involved with diversification....allowing females into the air force as engineers....with proper engineering degree qualifications.

The US is committing to assisting Iraq/Baghdad in protecting its infrastructure built around its energy resources.....beginning with oil and gas and to include electricity....this committee that will be formed with the Iraqi's will be addressing terrorist attacks and natural disasters and how their infrastructure can best be protected......the same with their electrical infrastructure as well.....they will also discuss the dynamics of shale gas resources as well as how the Iraqi's can learn to better market and refine their gas production instead of wastefully burning it as they do now.......can you say.....MORE PROGRESS.

Again, the US will provide support to Iraq in assisting with getting their wasteful burning of produced gas under control and hopefully creating a market for it.....thus the night time candles will be extinguished....and Iraq creates another revenue generator.

There is an agreement between the parties on the principles concerning general production and export of "Iraqi oil"....notice they do not say "Kurdistan oil".....big inference there.....the federal government awaits the return of the Kurd delegation to work through the final details and to "start the export of oil to Turkey".....the Kurds are getting some of what they wanted.....and Baghdad is getting what they want too.....win-win....yes we believed you could do it....you need to stay more focused on KTFAlways.com Kurds and you will discover the answers to all your problems.
Kurdish President Turns Down White House Invitation
Yes Barzani cancelled his trip to the White House....but......WHY....did he cancel.....it wasn't his fault....the current administration have been lazy and chosen not to take the Kurds off the Terrorist Tier III list.....imagine that.....there are so many things that Obama can make happen with a pen or a phone and he can't take the time to lift such a restriction on one of our ALLIES.....shaking my head....how embarrassing....not for Barzani though......this will end up costing the US....from what I've read.....the current administration certainly has no qualms about allowing Muslim Brotherhood members to travel all over the country and does not require them to pass through any TSA screening to do so.....just an extra thought.

As previously reported.....Shaways is carrying three proposals from the Kurds to Baghdad.....again it sounds like both parties are expecting an agreement to be reached by the end of this week or early next week.
