Today's news includes more from Dr. Saleh....more word on the resignation of the head of the Integrity Commission, he says 4 years is enough....success in Tikrit, the Iraqi flag flies again.....it is said that the Kurds will be paid in full, but not WHEN that payment will be made.....the Kurds likewise say April exports will be at or above 550,000 barrels per day....so who blinked first....not much yet today from the CBI....kind of quiet on their front.
The appearance of Mohammed Saleh: the banking system in Iraq and the problems need to be amended
Per Dr. Saleh, the banking law needs to be amended....we knew that.....problems need attention with regard to banking in general....we knew that too....
He claims that the Islamic banks still function without regulation....how can that be....according to him the CBI has begun their mechanism of remittances and payments....has begun, past tense....part of this article is also from some unknown source which makes the rest of the document suspect in my opinion....besides this source says nothing new anyway.
Governor of the Central Bank of Iraq: There are operations of foreign currency smuggling abroad
According to the governor of the CBI.....there are claims of IQD being smuggled outside of Iraq by some banks....admitting that some may have submitted forged documents to the CBI for their operation...he believes though that the new mechanisms put in place by the CBI should thwart these efforts....
He is accusatory towards some that their real operations have gotten away from banking expectations and have moved more towards speculation operations where there has in the past been almost a guarantee of fast profits and working as a cover to smuggling operations.....he emphasized that the sale of the dollar through the application of new procedures to support the Iraqi economy....he dispels any rumors or stories of the CBI reserves not being strong....they have been and remain strong.
Find the reconstruction of the liberated areas
The head of the reconstruction fund for liberated areas, Turki, met with the COM and with PM Abadi yesterday reaffirming that things are progressing with the help of UN officials as they assess the areas that have been newly liberated but also cautioned that Iraq needs to continue to solicit from other countries financial help in humanitarian ways with the reconstruction process especially in how it deals with so many displaced citizens.
Parliamentary Finance: Government challenged some of the paragraphs of the budget law will not stop the force
One member of the Finance Committee decided to flex his muscles today and make the statement that so the COM has decided to challenge what we put into the budget....so what....let them challenge all they want....it will not stop the budget law from being enforced.....last week the COM gave the challenge authority to PM Abadi and apparently this is what is being sought....what is he challenging.....it will truly be interesting to see which part of the government has more clout here....I would think the Finance Committee could not be allowed to make arbitrary changes to the law without it being discussed and then voted upon....but this is Iraq....we shall watch closely for the outcome of this situation.
Integrity: Saadi request exemption from office to enable the government to implement its program
Again we see the head of the Integrity Commission tendering his resignation to PM Abadi....basically saying that 4 year at the help of this Commission is enough and it is time to find someone new.....he points to good efforts by the people of the Commission but also points to areas where there can be improvements with regard to support towards the Commission.

The Commission on Economy and Investment is ready to commence work that will ensure diversity with Iraq exports and imports....the efforts of import and export have a great deal of bureaucracy tied to them that hinder any progress they make with regard to the economy....this needs to be improved upon in the near term....at least the Commission appears ready and willing to address the issues.

So DAASH is believed to be on the run in some areas, Kirkuk and Salahuddin provinces in particular....due to recent victories by a combined force of Iraqi Army, Peshmerga forces, popular crowd, local citizens, and tribal forces....a continuity that is proving to be good for the overall morale and good of Iraq as they work to push back the terrorists from occupied territories....these stand as strong victories for all of Iraq as they prove they can work in a united front.

A melting pot of Iraqi leadership and world leaders gathered in Sulaimaniya to discuss regional crisis issues and to identify ways they can be resolved....it was said that while DAASH remains a real threat to Iraq today that DAASH is a threat to the entire world and Iraqis call upon the world to help them defeat the terrorist group before they can grow into a larger world threat.....see this not as an internal fight within a country but as an external fight for the world.

Iraq is looking to Turkey and Iran for ways in which they can increase the share of water that Iraq needs in the coming future....they realize and recognize the importance of these negotiations with regard to water rights for all Iraqis, they recognize where much of their water sources come from....and need to be on good terms in order to assure continued flow at rates that will work for Iraq.
Newspapers today are talking about near the issuance of a general amnesty for political changes
With regard to investigations into the fall of Mosul and the massacre that occurred at Camp Spyker....it is believed the report results do not adequate fit the size of the crime.....if the Judiciary is making this claim then so be it....if it is the Parliament that is making the claim....then who has control over justice.....they need to get this part of their house in order and understand where the true control lies......
Then on another front......all those who were jailed by Malik or during Maliki's term who have not been appropriately charged and convicted but remain in prison...and there are likely thousands....these people are likely to be released under the cover of a general amnesty ruling....other news also included talk about the $12 billion in Treasury bonds that will be used to pay oil companies....this will be released by the end of March.....we shall see how this progresses or if it is all talk....don't think they can do this at a program rate.
Banks provide financial Anbar under government control B86 billion dinars
The Ministry of Finance has agreed to release 86 billion dinars to Anbar banks who currently are under government control in an effort to pay salaries for those employees and retirees that have not been receiving payments.
Zebari Sulaimaniyah Forum: We will send the region's share of the whole budget
Finance Minister Zebari was heard on the sidelines of the forum in Sulaymaniyah that the full share of the Kurd region budget would be sent.....he stressed that both sides remained committed to the agreement between them now that is a part of the 2015 budget....that any rumors that differ from that are false....he just failed to commit to a date the payment would be made.
Chairman of the Parliamentary Committee on Oil Kurdish: Region will be issued more than 550 barrels beginning next April
Apparently the Kurds are committing to sending 550,000 barrels of oil each day starting in early April....but still claim that there is distrust between both sides of the equation.....no money from Baghdad basically equates to lessor quantities of oil from the Kurds.....payment by Baghdad would assure full quantities of oil.....again...who blinks first.

Residents of Tikrit are supportive and happy of Iraqi forces liberating their city and areas from the clutches of DAASH....flags are being raised in support of the Iraqi forces as they push further and further into areas that were formerly controlled by DAASH terrorists.
Kurdistan Parliament approves the establishment of oil and gas imports Fund
From the Kurd government comes the approval of the oil and gas exports fund....exports will be deposited into this fund.....this should help with transparency of oil and gas revenues for the Kurds, so they say.....they are also looking at funding of two companies to be associated with extraction and production of oil and gas within the Kurd region.
