[millionday] Foreign Minister Hoshyar Zebari has met with Mr. Martin Kobler, Representative of the Secretary-General of the United Nations (UNAMI) in Iraq. During the meeting they discussed the mandate of the UN Mission in Iraq and its role in helping Iraq, and the role of the Mission to assist in the upcoming electoral processes. They also discussed the developments in the political situation and the country’s need for a mechanism to launch national dialogue to address the crisis.
[millionday] They also discussed the ongoing deliberations in the Security Council on ending the mandate of the Special Coordinator on the missing Kuwaitis and property, Iraq’s international obligations and the developments in Iraq-Kuwait relations, especially after the approval of the Kuwaiti parliament recently on the Regulation of navigation and joint management in the Khawr Abdallah. The meeting was attended by Undersecretary for Policy Planning and bilateral relations, adviser to the Minister, Chairman of the Department of organizations.

[millionday] Finance Committee prosecutors revealed its intention to submit a final report to the draft general budget for the year 2013 to the Presidency of the parliament before the end of the month. The Committee member Rep. Najiba Najib told the "Center Brief for the Iraqi Media Network": "It will raise the final report of the draft budget for the year 2013 to the Presidency of the Parliament after studying the proposals and opinions of Representatives and is out of the question to the Finance Committee of the proposals from other committees and ministries and institutions , "pointing out that the committee has already started studying the proposals contained.
[millionday] said Najib said," What followed Committee is taking the opinion of the government, according to an order of the Federal Court determine the validity of the Council only Mounaqlh and customization and take the opinion of the government in a lot of issues, "indicating that" the government's opinion necessary and assist the Commission in adopting any decision to mature project. "reported Committee member that of its pledges to the completion of the final report of the draft budget as soon as possible and submit it to the Presidency of the Parliament, adding
[millionday] that it depends on the government's response to the Committee's request on some points and proposals, sent in 18 of the last December. said Najib said there is a tendency of most blocks to accelerate the adoption of the budget and not delay it because they affect the lives and livelihood of citizens, adding that he did not specify a time limit for a vote, and that of its now considering proposals provinces. also confirmed member of the Committee that its unanimously that the submission of the final report before the end of the month, noting that the vote on the budget depends on the opinion of the Presidency of the Council of Representatives.

[millionday] Reports out of the Iraqi parliament are getting more and more extraordinary. The summary of events relating to its session on Monday is no exception. Among the items on the agenda that were taken up for debate was nothing less than the “questioning of the minister of sports in absentia”. The sports minister, a Turkmen Shia Islamist and an ally of Prime Minister Nuri al-Maliki, has been accused of misconduct relating to the affairs of his ministry, including a major sports city project. The questioning went ahead headed by a Sadrist, whereas Maliki’s minister of parliamentary affairs called for legal procedures before the federal supreme court (relating to recent limitations on the rights of parliament to question ministers) to run their course before any questioning.
[millionday] In another challenge to Maliki, a second reading for a bill intended to limit the terms of the “three presidencies”(i.e. the president of the republic, the “president of the cabinet” which is Arabic for the prime minister, and “the president of the national assembly”, i.e. the parliament speaker). The move, initiated with a first reading just a week ago, is seen as an obvious attempt to curb Maliki’s ambitions for a third term. It is noteworthy that whereas term limits for the president of the republic exist in the constitution, there is nothing in the Iraqi charter that prevents a prime minister for continuing for unlimited periods as long as he wins parliamentary support to accede to the position each time. Maliki allies have pointed out this, and claim that any attempt to impose limits without fixing the constitution itself (that requires supermajorities) would be unconstitutional. It is also unclear how the federal supreme court would deal with any passage of the law since it is a mere “proposal” rather than a cabinet-sponsored “project”, a legal distinction that limits the p
