The budget is based on an oil price of $85 a barrel and is smaller than the $112 billion spending plan discussed by the Cabinet in September, which was based on an oil price of $90 a barrel.
The deficit will be about 16 trillion dinars ($14 billion). Revenue projections are based on exports of 2.6 million barrels of oil a day, including 175,000 barrels from the northern Kurdish region.
Iraq’s 2011 budget was $82.6 billion, based on an average oil price of $76.50 per barrel and 2.2 million bpd in crude exports. Announced the government spokesman, Ali al-Dabbagh said in a statement, said the Cabinet decided to approve the adoption of the recommendation «to the Committee on Economic Affairs» regarding the benefits of individuals and private companies, citizens and foreign and international organizations, through the formation of a higher committee for scrutiny and disbursement to the private sector, to be paid out of the amount without interest implications. is a debt owed by Iraq of the most complex files after the fall of the former regime in 2003, as the volume of official foreign debt for the benefit of countries and companies of about 123 billion dollars.
Dabbagh said that «the Committee on Economic Affairs» recommended subjecting foreign private-sector debt to the terms of the «Paris Club», in line with the orientations of the Iraqi government not to differentiate between the creditors, and are subject to one rule apply to everyone. He said the claims prove to be incorrect will be announced and referred to the judiciary

He said in a statement to «life», that «the stakeholders to follow up the subject of Iraq's debt, represented by the Ministries of Finance The State and the Central Bank and the Iraqi government continues to pursue the matter with the creditor countries, referring to the three types of debts on Iraq, the first debt «Paris Club» for the benefit of 19 countries was agreed to pay most of them.
Second, the sovereign debt of countries outside the «Paris Club», like Poland the only European country that did not get the debt owed by Iraq, amounting to $ 850 million, and the Gulf states like Saudi Arabia, Kuwait, Qatar and the UAE, which reached its debt to $ 40 billion.
