It faces the same dilemma as previous "political majority" attempts: It needs the additional support of either a major Kurdish party or one of the more pro-Iranian Shia parties

chattels Iraq's political circles are divided over the recent US-led coalition's announcement that its military forces will remain in Iraq indefinitely.
Coalition spokesman Col. Sean Ryan said Aug. 19, “We’ll keep troops there as long as we think they’re needed." Once the Islamic State (IS) is defeated, the country will still need help stabilizing, "so that’s one of the reasons we’ll maintain a presence.”
The announcement came two days after the US State Department warned citizens against traveling to Iraq because of "terrorism and armed conflict."
Some opposition voices against the US presence in Iraq have seemed less harsh in recent months, though they say the extension must be approved by the Iraqi parliament. But members of some armed groups affiliated with Iraq's Popular Mobilization Units (PMU) — an umbrella military organization with ties to Iran — absolutely reject the US presence in Iraq.

BAGHDAD- Iraq's new parliament will convene on Sept. 3, according to a decree issued on Monday by President Fuad Masum, preparing the way for lawmakers to elect a new government to start rebuilding the country after a three-year war with Islamic State.

The IQD has been traded on forex for many years. The FOREX as such has different levels and dinarland is hung up on the lower levels that are open to public trading, they just ignore currency trading between institutions and central banks. On Aug. 29, the country of Vietnam became the latest economy to join in the ongoing de-dollarization by announcing they will begin direct bi-lateral trade with China using the Yuan in certain areas.
Vietnam plans to officially allow the use of the Chinese yuan for trading goods in its northern border towns, the central bank said on Wednesday.
The State Bank of Vietnam announced on its website that merchants, residents and related banks and institutions engaged in cross-border trade will be authorized to use the yuan, or the Vietnamese dong, to settle transactions starting on Oct. 12.
The central bank did not provide further details, but many economists see the decision as an attempt to reduce foreign exchange risks from current trading practices.
Trade between Vietnam and China exceeds $100 billion, and most transactions are settled in U.S. dollars. This creates a forex hazard for both sides. – Nikkei Asia Review
