Title: “Quick Update- Building the New Technocratic Govt - Compromises”
 
Hello Everyone,
 
Lots and lots of recent news to conclude this week. I have tried to bring it to you as it was delivered to the news channels and in the logical order and summary. It could get very confusing since the process moved so quickly this week. As we know they only had 10 days to conclude this technocratic govt - tic toc only days away.
 
Today news is full of compromises as the National Alliance was not happy the way Abadi was conducting the cabinet reshuffle. As usual the National Alliance is not happy and as usual they stand by and try to muddy the waters at the very last moments. 
 
I also want to emphasis something that maybe most overlooked in the political process of forming the new government of Iraq in 2014 and compared to what is not going on.
Is not the new government supposed to be formed in 30 days by the newly elected prime minister?  

Did Abadi meet this requirement?

Did he not know many of these ministers were crooks and incompetent?
 
Yes, yes and yes to all these questions.
 
You see Abadi knew exactly what he was doing and what was going on, however he could not risk a no confidence vote by stalling the implementation of the GOI back in 2014. Remember all the political pressure back then by Dowa party? Maliki and his goons were just waiting for a slip up to pounce in on him and find any excuse to take control.
 
So Abadi was able to move forward with the best candidates at the time. He placed many of the same ministers  in the same ministries. However, he did state back then that he would revisit the cabinet and review the performance of everyone in 1 years time. Remember this?  I was very clear in my news letter on this topic and I stated at time we would see more of this.
 
So if they did not live up to the new standards (remember this is in 2014) that he would “reshuffle” the government as needed to fulfill its criteria.  So what was the criteria back in 2014?
 
Amazingly enough it was exactly the same criteria in 2014 as we are now witnessing being stated in the article below that was just published in recent days 2016.
 
I quote from the articles below dated 2016 – “Sources say that the eight Committee of the National Alliance is studying biographies of candidates for ministerial portfolios in the light of four conditions have been agreed upon:
 
1. not to be the candidate of the prominent leaders of the blocks.
2. not be a candidate had received a previous Department.
3. be a specialist in the field of his ministry.
4. be approved by the Prime Minister. “
 
GO FIGURE!
 
Folks - I am trying to tell you these reforms should be of no surprise to anyone. Abadi it not doing them to be a nice guy. He is doing them because the UN and the USA wants a “fully seated” and “fully functional” government (as well as other mandates) prior to any RV.
 
It is my opinion that these parties and political alliances should have been revisiting their ministers all along and already have known who did not meet this new criteria. Why did it take Abadi to have to put the screws to their little corruption scams? Remember all the ministers that  resigned over this last year? Is this a participatory government? So why is Abadi the lonely soldier fighting all this corruption? The answer is he is not now but he had to reach out the religious clerics to get support since who in the political parties would support him? Even the judicial system was crooked.
 
So now how does Abadi turn this situation around?
 
So to make a long story short I have been telling everyone for years now (even before and after the 2014 elections) that Iraq needed to fulfill all these mandates prior to any RV.
 
So how was Iraq ever going to RV their currency over these last 10 years? How could the RV be imminent all this time?
 
Oh – maybe one of you so called “intel gurus” can stand up and tell us all. Of course most of you gurus decided not to read Mnt Goat any longer since she is full of it….really?
 
I hate to say it but I must – “I told you so”.
 
Am I being sarcastic? Yes – because when I try to educate everyone I am met with such ignorance and resistance to learn the truth. All most seem to want is a date and a rate. Don’t we all but in order to get the date we can’t go looking at bank screens, banks memos or secret meetings or jump the gun every time the IMF or a plane load of dignitaries arrive in Baghdad. or they have a celebration like a religious holiday. How many of these were mistaken for RV celebrations? Simply ridiculous!  
 
Folks its not all about the RV. The RV is a by-product of the process and the process is fulfilling the necessary mandates. It is not about some NASARA bull.  Follow the news from Iraq in this area and you will soon be able to project a date for the RV yourself, as close as you possibly can. That is all anyone can do.
 
Remember back in 2012? The CBI came right out and told us about the movement in the “project to delete the zeros” and the launching timeframe for the lower denominations. Yes – they came right out and told us!
But you had to be reading the news articles to know. Yes – the articles are important !
 
So why is everyone trying to guess all the time?  As I said many times already, the CBI is going to come right out and communicate it to us in the news media when the time is ready to move to article 8 (thus begin the RV process).
 
Get it ! 
 
I only hope I am penetrating through many of your skulls in this news letter today since many of you need to spanked and to pay more attention.

Today is Saturday April 9th  2016. YES- and still no RV.  Sorry to all you “Charlies” out there declaring the RV  is imminent every day now for the last 5 years!

SUPREME COUNCIL: WE WILL NOT LET THE DAWA PARTY [CONTROL HOW THINGS ARE PUT TOGETHER]

The leader of the Supreme Islamic Council, Fadi al-Shammari said that the Council will not leave the sentences including download of the Dawa party, which ruled Iraq for 12 years.
 
Al-Shammari said in an interview I followed agency / SNG / "The uniqueness of the Supreme Council rejects any political party, the government is working on the application of Mr. Hakim's initiative, which is the basic foundation of Rkzaiz reform." Pointing out that "The Council will not leave the sentences including pregnancy."
   
"The Supreme Council supports radical reforms, including changing the Prime Minister to the head of the political Bureau of Dawa party which ruled Iraq for 12 years.

Update: 45 Day Deadline for Technocratic Gov’t
 
Iraq is still experiencing the Dowa party and Maliki attempting to put his henchmen in the seats of government. Now since this “quota” system is no longer the main focus, if any focus at all, it is apparent any political party will not drive the government any longer. Folks this is a major change. I believe it is for the best.
 
So what was the final conclusions to the selection process of these new ministers?
 
This past week they went from 22 to 20 and then to a reduction of ministers to 16 combining many four and eliminated a couple others.
 
Well we are now being told National Alliance refused to give their candidates since they did not support the reduction of ministers from 22 to 16. I am hearing that Abadi compromised on his reforms and they will now keep the 22.
 
I quote from the article below – “the political agreement ruled out the option of the 16 Ministry of Government because it does not satisfy the blocks does not take into account balance, expected to retain the 22 ministries only and not to increase it to more than that.”
 
The  National Alliance decided they will submit their list of candidates now that the compromise has been made but they wanted to cancel the entire list of candidates Abadi originally sent to parliament last Thursday. 
 
I quote from the article below – “National Bloc, led by Iyad Allawi, confirmed that the list of candidates submitted by the ministries and the Prime Minister Haider al-Abadi to the presidency of the parliament completely canceled, and that the political blocs will present their candidates.” 
 
So now they are going to participate, however Abadi has stated some of the candidates will remain and they do  not have to restart the process over from scratch, as Iyad Allawi wanted to do.
 
I quote from the article below – “The sources did not rule out keeping some ministers in the current selection, as he also did not rule out the use of some of the names contained in the "closed envelope" list, despite its emphasis on that list has become one of the last after the withdrawal of five of their names, and the refusal of the 10 parliamentary committees before.”
 
So the big questions we all want to know is - Can they vote of the new cabinet in time to avoid another mass demonstration, this time using more force to enter the green zone? Or will they delay the process longer and we will have to wait longer for them to get the GOI fully formed?
 
I quote from the article below – “the chairman of the parliament confirmed that it would call for an emergency session Saturday or Sunday if completed the political blocs and the elves charged with studying the biographies of the candidates for the purpose of voting on the cabin ministerial '.
